Deputy Prime Minister Mai Van Chinh signed Decision No. 1407 on planning for preservation, restoration and rehabilitation of the special national relic Ba Be Lake Scenic Area.
The planning objective is to preserve, maintain and promote the outstanding values of geology, geomorphology, natural landscape, caves, ecosystems, biodiversity and other unique natural values of the Ba Be Lake National Scenic Area; Preserve the values of intangible cultural heritage and cultural identity of ethnic communities in the relic area and vicinity.
Fully identify the unique and outstanding values of Ba Be Lake Scenic Area; solve problems related to population, tourism development, and technical infrastructure. Determine functions and land use criteria for relic areas, residential areas, and ecological environmental protection areas. Organize space and arrange infrastructure systems in accordance with the stages of conservation and promotion of relic values.
Promoting the value of the special national relic of Ba Be Lake Scenic Area associated with sustainable tourism development, forming a unique local tourism brand; forming an inter-regional tourism - heritage connection route with tourist areas and spots of the Northern mountainous region, aiming to become a national tourist area before 2030 and a key tourist center of the entire Northern Midlands and Mountains region.
The planning serves as the legal basis for the establishment, appraisal, approval and implementation of component projects for preservation, restoration, rehabilitation, embellishment, archaeological excavation and promotion of the value of Ba Be Lake Scenic Area according to the approved planning. Overall organization of space with Ba Be Lake as the core, promoting the value of relics associated with tourism development
According to the overall planning of the architectural landscape space of the relic, the overall organization of the architectural space and landscape of the planning area takes Ba Be Lake as the core, establishing 4 main functional spaces, including:
Northern space: Exploiting the outstanding value of river landscape, waterfalls, natural caves, indigenous culture and connecting Ba Be Lake with Na Hang area ( Tuyen Quang province) along Nang river;
Southern space: Southern gateway of the relic; forming a space to preserve and promote indigenous cultural and architectural values; exploiting landscape, ecological, community cultural values and potential for tourism and service development along the Leng River;
Eastern space: Eastern gateway of the relic; forming a center for reception, operation, exploitation of eco-tourism products, environmental education, and resorts associated with Ba Be National Park;
Western space: Space to preserve and exploit the cultural values of the indigenous Mong community, combined with resort tourism, entertainment and ecology.
The spaces are connected along the main connecting axes, including: Ba Be Lake natural ecological connecting axis; connecting along National Highway 3C traffic axis (current road 254); Khang Ninh - Na Hang route; Nam Mau - Quang Khe route.
According to the functional zoning orientation, the special national relic Ba Be Lake Scenic Area is planned to develop into 19 functional sub-zones, ensuring integration with construction planning orientations as a basis for implementing component projects.
Regarding the orientation of the tourist market : Domestic tourists are the main market, aiming to gradually increase the proportion of international tourists; focusing on exploiting high-paying customer segments and being responsible in protecting the environment and cultural heritage.
Tourism products: Develop specific tourism products including experiential tourism, exploiting outstanding values of landscape and geology: Forming a chain of products: Stalactite valley (Hua Ma cave and Leng riverside area), Stilt house village (Pac Ngoi area), wetland (Coc Toc stream area), Highland forest (Khau Qua area), River (Nang river area) and Waterfall (Dau Dang waterfall area); community tourism exploiting the cultural identity values of ethnic minorities Tay, Mong, Dao, Nung.
Main tourism products: Eco-tourism; resort tourism; religious tourism, associated with areas: Hua Ma cave, An Ma temple, Dau Dang waterfall, Puong cave, Ba Goa island, Ao Tien; agricultural tourism combined with experience and development of OCOP products.
