In his concluding remarks, Prime Minister Pham Minh Chinh assessed that this is a difficult project, part of the overall recent strategic policies aimed at creating breakthrough development in important pillar areas, along with the "four pillar" resolutions issued by the Politburo (on science and technology, innovation, digital transformation; international integration; law making and enforcement; private economic development) and two resolutions on education and training and public health care that are being developed and completed to submit to the Politburo.

Emphasizing the very broad concept of culture, the Prime Minister proposed to continue researching and perfecting the Project with a name in the direction of internationalizing national cultural identity and nationalizing the quintessence of world culture; at the same time, continue to clarify the content, scope, objects, goals, viewpoints, tasks, and solutions of the project. In particular, the Prime Minister said that it is necessary to determine the goals by 2030 and by 2045; have general goals and specific goals; goals in the fields of culture.

The Prime Minister emphasized a number of guiding viewpoints: ensuring the leadership of the Party; contributing to socio-economic development and realizing the two 100-year goals; improving people's spiritual and material lives, taking people as the center and subject, people enjoying the results; institutional breakthroughs to mobilize resources, especially public-private partnership; cultural products can be commercialized and cultural workers can make a living from their profession with high income.

The Prime Minister noted the tasks and solutions on continuing to perfect institutions; mechanisms for developing cultural and entertainment industries; smart management; mechanisms for mobilizing and diversifying resources; training human resources; propaganda and promotion work; improving people's spiritual life and enjoyment; and international cooperation.

The Prime Minister assigned the presiding agency, the Ministry of Culture, Sports and Tourism, to receive comments and promptly complete the project to submit to competent authorities, ensuring progress and quality.
