Virtual Assistant for Civil Servants: Instant Authority Lookup for 2-level Government

From today, July 1, 2025, nearly 1.5 million cadres and civil servants in communes, wards, and provinces across the country will enter a completely new working phase - a two-level local government model.

Amidst a series of new regulations, each official must answer a seemingly simple question: “Is this within my authority?” And behind that question is the pressure of looking up hundreds of pages of regulations while still ensuring that work is carried out quickly and promptly.

As the need to "understand correctly, do correctly" is becoming urgent, a new tool has been officially built - Virtual Assistant for civil servants to support answering questions about decentralization, delegation and division of authority between the Government and 2-level authorities.

This is a product developed by Viettel Data and Artificial Intelligence Service Center (Viettel AI) under the direction of the Government, in coordination with the National Digital Transformation Agency ( Ministry of Science and Technology ).

Products for smart and transparent public service

Based on standardized data from 28 Decrees covering 19 areas, the Civil Servants Virtual Assistant can support the search of about 2,700 tasks. The system can be used anytime, anywhere - on computers, phones, tablets - and is always ready to support 24/7.

No more hours of flipping through Decrees or fumbling around looking for colleagues to ask, users just need to type a question to the Civil Servants Virtual Assistant and the system will provide an immediate answer.

If searching for information by keywords on search engines, users will have to filter the results themselves to find the content that best suits their needs. In contrast, Virtual Assistants will not ask users to interpret themselves but will directly answer the correct question, with specific references to regulations, according to the work context.

For example, if you want to find information about the commune level's responsibilities in local vaccination management, using search engines will yield nearly 2 million results with different contents, without a clear and accurate answer according to legal regulations. Meanwhile, the Virtual Assistant provides the right answer with citations of relevant legal documents.

Answer to the point with legal evidence

In the coming time, the Virtual Assistant for Civil Servants will continue to update the content of the latest issued documents such as regulations and instructions for implementing administrative procedures at the local level, procedures for performing tasks according to issued decentralization, delegation of authority, and division of authority; expand the scope of data to meet the needs of questions and answers about the system of legal documents.

The virtual assistant will also support questions and answers about laws, management documents of agencies, units, tasks, targets, data... and especially support the automation of some tasks according to the workflow.

In addition to the search function, Virtual Assistant is also an open platform for e-administration, initiating an ecosystem of digital tools for administrative tasks, aiming to build a smart, transparent and effective public service.
