Big policy, new step in education

GD&TĐ - The new school year opens with many major decisions of the Party and State in the field of education, affirming deep concern for teachers and students.

Law on Teachers and People's Security Policies

In the 2024-2025 school year, the Ministry of Education and Training submitted and issued 83 documents under its authority, including many important decisions. Most notably, the Law on Teachers - a milestone affirming the attention of the Party and State in honoring, caring for, protecting and developing the teaching staff - the key force in the education cause.

Along with that, the two Resolutions of the National Assembly on universalizing preschool education for children from 3 to 5 years old and on exempting and supporting tuition fees for high school students continue to show great priority for education.

“I am happy that the State cares about and creates learning conditions for students, especially children of ethnic minorities. Exemption and reduction of tuition fees helps families have one less worry in the new school year,” said Ms. Y Sieu, a parent of a student in Tu Mo Rong commune ( Quang Ngai ).

Not only stopping at policies, the Ministry of Education and Training also focuses on training and education to ensure the implementation of the two-level local government model. In early August, the Ministry organized online training for commune leaders, commune officials and school principals with more than 3,300 connection points and nearly 50,000 participants.

The training content emphasizes “2 clear, 2 no”: Clear management content and methods; no overlap, no omission of tasks. This is an important premise for commune and ward levels to be able to take on additional responsibility for state management of education from July 1, 2025.

Challenges at the grassroots level and solutions

Teachers participate in training, proactively improve knowledge and experience.

The reorganization of the apparatus in the spirit of the Central Resolution led to the termination of the activities of the District Education and Training Department. The state management function of general education was transferred to the Department of Education and Training and the commune-level government.

In Gia Lai alone, out of 144 officials in charge of education in communes and wards, only 63 have pedagogical qualifications; the rest are mostly from other fields such as agriculture, finance, cultural and social management, etc. Despite many challenges, officials assigned to be in charge of education in communes and wards in Gia Lai are still trying hard to keep up with new requirements and tasks.

“This poses an urgent need to strengthen the team in charge of education at the grassroots level to ensure effective management of kindergartens, primary schools, and secondary schools in the area,” said Mr. Pham Van Nam, Director of the Gia Lai Department of Education and Training.

Faced with this situation, the Gia Lai Provincial People's Committee has established a Guidance Working Group consisting of 8 members who are officials and specialists of the Department of Education and Training. The Working Group directly goes to communes and wards to provide support for 1-2 weeks, or even longer, not only to supervise but also to work with the locality to develop a work program, a process for handling tasks, and to resolve arising difficulties. This process is also an opportunity for training and fostering so that grassroots officials can master management skills.

In reality, many commune officials are initially confident in handling educational issues in the area; know how to coordinate with principals; advise commune leaders, thereby ensuring smooth school operations.

The policy of implementing a two-tier government is a suitable step to streamline the apparatus and improve the effectiveness of state management. In the field of education, this change is even more meaningful as it helps the local government to be more directly connected and closer to schools and the people.

Although there are still many initial difficulties, with the attention and direction of the Ministry of Education and Training, the drastic participation of the Provincial Party Committee, the Provincial People's Committee and the efforts of the grassroots staff, educational management in Gia Lai in particular and the whole country in general will soon become orderly and effective.

The major policies of the Party and State are being materialized through systematic and synchronous steps. This is the premise for the education sector to continue to fundamentally and comprehensively innovate, meeting the requirements of national development in the new period.
