Health insurance: A "benefit" card for all people

No one knows when they will get sick. But if they have a health insurance card in hand, people, especially those in difficult circumstances, will feel more secure when they are unfortunately sick. From July 1, 2025, the health insurance policy will continue to be expanded, creating more practical benefits for participants, for a common goal: fair and humane health care for everyone, every family.

Health insurance is the main pillar of the social security system. Health insurance policy not only demonstrates profound humanity but also increasingly affirms its important role in taking care of people's health. For millions of people, especially poor and near-poor households and ethnic minorities, the health insurance card is truly a financial "shield", helping them overcome the most difficult moments when they are unfortunately sick or ill.

The Social Insurance Agency (SI) of Region XXII (New Da Nang City) has synchronously implemented solutions to promote health insurance coverage, raise public awareness and continuously improve service quality. As of May 31, 2025, SI of Region XXII had more than 2.6 million people participating in health insurance, reaching 97.6% of the plan assigned by the Vietnam Social Insurance. More than 2.9 million health insurance examinations and treatments were carried out in the first 5 months of the year, with the total amount paid from the Health Insurance Fund exceeding VND 2,300 billion.

Widespread participant benefits

Notably, from July 1, 2025, the Law amending and supplementing a number of articles of the 2024 Law on Health Insurance will officially take effect, expanding benefits for participants in a fairer and more flexible direction.

Accordingly, people can go to provincial hospitals nationwide for medical examination and treatment without needing a referral letter as before, especially for rare and serious diseases. This change is expected to remove administrative barriers in accessing high-quality medical services.

The 2024 amended law also adds four groups of subjects that receive State support for health insurance premiums, including: village and hamlet health workers; village and hamlet midwives; part-time workers in residential groups and hamlets; artisans who have been awarded titles and victims of human trafficking. This is an important step forward, continuing to demonstrate the goal of “leaving no one behind” in community health care.

In parallel with the policy change, from June 1, 2025, the Social Insurance Agency of Region XXII will transfer all issuance of health insurance cards to electronic form through the VssID and VNeID applications. Participants only need to present an image of the electronic health insurance card or a chip-embedded citizen identification card to be able to use medical examination and treatment services as with a paper card. In special cases where the conditions for using technology are not met, the Social Insurance Agency will still issue paper cards to ensure that benefits are not interrupted.

Recently, in an interview with Da Nang Newspaper and Radio and Television, Deputy Director of Social Insurance Region XXII Le Van Tien said that at the file reception department of the Social Insurance agency and the transaction points of the collection service organization, officials and employees are assigned to directly guide participants in installing and using the electronic health insurance card. At the same time, a hotline is arranged to support handling arising problems. The goal is to make the transition process smooth, convenient and not affect patients.

Support for the poor sick

Health insurance is truly a "lifesaver" for millions of patients, especially those who unfortunately suffer from chronic, serious diseases with treatment costs of up to hundreds of millions of dong.

Typically, Mr. D.VL (Hoa Cuong ward) with paralysis of both lower limbs, sepsis and myocardial infarction was paid more than 1.3 billion VND by health insurance out of a total hospital bill of more than 1.6 billion VND. The case of Mr. NVB (Tam Ky ward), suffering from chronic heart disease, was also paid more than 1.2 billion VND from the health insurance fund.

In addition to paying hospital fees, health insurance participants also have access to a public health system with synchronous investment from the grassroots to the final level. The quality of health services is constantly improved, ensuring better service for people's health care needs. Together with the support of medical facilities, the social insurance sector is promoting digital transformation in all stages from card issuance, appraisal, payment to management of medical examination and treatment data.

Applying technology helps to make the process transparent, save time and reduce inconvenience for people. To expand health insurance coverage, the Social Insurance of Region XXII coordinates with localities to organize communication at the grassroots level, mobilize people to participate, and mobilize social resources to support health insurance cards for the poor.

In addition, the work of assessing and checking medical examination and treatment costs has also been strengthened to effectively and transparently use the health insurance fund, contributing to preventing insurance fraud and ensuring fairness and sustainability of the system.

As of May 31, 2025, the Social Insurance of Region XXII had 2,614,936 people participating in health insurance, reaching 97.6% of the plan assigned by Vietnam Social Insurance; there were more than 2.9 million people receiving health insurance examination and treatment (of which: more than 2.6 million outpatients, more than 0.3 million inpatients). The Health Insurance Fund paid for the medical examination and treatment of health insurance participants more than 2,300 billion VND; of which: more than 731 billion VND for outpatients, more than 1,640 billion VND for inpatients.
