Passed 10 resolutions with high consensus
At the meeting, the City People's Council reviewed many important reports of the Standing Committee of the People's Council, the People's Committee, the Vietnam Fatherland Front Committee, the People's Court and the City People's Procuracy; discussed submissions and inspection reports of the People's Council Committees. The delegates focused on analyzing the shortcomings and difficulties in implementing the socio -economic development tasks in the first 6 months of the year, and at the same time proposed solutions to strive to comprehensively complete the targets for 2025 and the entire term.
The City People's Council has passed 10 resolutions with high consensus, related to the fields of public investment, regulations on regimes and policies of the State budget, site clearance and a number of other important policies. This is an important legal basis for the city to proactively and effectively exploit resources and implement key tasks in the coming time.
The question and answer session at the meeting continued to demonstrate the spirit of innovation, frankness and responsibility, focusing on issues of concern to voters such as: disease control; management of counterfeit and fake goods; traffic congestion; progress of disbursement of central capital for 3 national target programs; activities of commune-level governments after the merger... Leaders of the City People's Committee and related departments and branches directly answered and clarified many contents, demonstrating a spirit of openness and commitment to action. The City People's Council requested the questioned units to fully implement their commitments, resolve recommendations, and report results at the next meeting.
Speaking at the closing session, Chairman of the City People's Council Le Truong Luu emphasized a number of key tasks that need to be focused on from now until the end of the year.
It is necessary to review and urge the implementation of projects and plans for 2025 on schedule and with quality; develop reasonable growth scenarios to achieve the economic growth target of over 10%; and disburse 100% of public investment capital.
Urgently concretize major Central resolutions such as Resolutions 57, 59, 66, 68 with mechanisms and policies suitable to the reality of Hue city.
Strengthen inspection and supervision of the activities of ward and commune authorities; remove difficulties in remote areas; ensure smooth operation of information technology infrastructure in the two-tier model.
Proactively respond to extreme weather, be ready to prevent and combat natural disasters and epidemics; pay special attention to newly established localities to strengthen the steering committee for natural disaster prevention.
Implement social security policies well, eliminate temporary and dilapidated houses; ensure no new temporary houses are built; speed up the construction of social housing, prepare conditions for the new school year, and implement the policy of free tuition.
Maintain political security, social order and safety; ensure safety for major events such as Party Congresses at all levels, Hue Festival 2025; strengthen market inspection and control, strictly handle counterfeit and fake goods.
“The city People's Council delegates need to continue to uphold their sense of responsibility, review the promises they made to voters to follow through; and effectively carry out voter contact work after the session,” Mr. Le Truong Luu suggested.
Focus on completing economic development goals
Before the opening session, on behalf of the City People's Committee, Standing Committee Member of the City Party Committee, Permanent Vice Chairman of the Hue City People's Committee Nguyen Thanh Binh thanked the delegates and voters for their companionship, sharing and constructive contributions. The frank and responsible opinions helped the city see more clearly the achieved results, pointed out the shortcomings and limitations and made many practical proposals. The City People's Committee committed to fully absorb, supplement the programs, plans and effectively organize the implementation of the adopted resolutions.
According to Mr. Nguyen Thanh Binh, 2025 is identified as a pivotal year, of great significance when Hue City begins to fulfill its new role as a centrally-governed city. To achieve the double-digit growth target and create a solid foundation for the 2025-2030 period, the City People's Committee has set out 5 key tasks.
Firstly, focus on promoting administrative reform, streamlining processes, simplifying administrative procedures, and combining comprehensive digital transformation in public service activities. The city will continue to improve the investment environment, enhance the competitiveness index (PCI), ensure the two-level government model operates effectively and flexibly, remove institutional bottlenecks, and mobilize social resources well.
Second, synchronously deploy strategic pillars including: Resolution 57 on science - technology, innovation and digital transformation; Resolution 59 on international integration; Resolution 66 on perfecting the legal system; Resolution 68 on private economic development.
The implementation process must ensure compliance with the Prime Minister's "6 clear" principles: Clear people, clear work, clear responsibilities, clear products, clear time and clear authority.
Third, promote green growth, transform the development model from breadth to depth, reduce dependence on resources and cheap labor. The city prioritizes the development of deep processing industries, information technology, software industry, pharmaceuticals, medical equipment, digital economy, sharing economy, circular economy and knowledge economy. Services and tourism continue to be the spearhead industries; healthcare and high-quality education are the core; high-tech industry is the breakthrough; and the marine economy is the essential foundation.
Fourth, promote public investment disbursement, striving to complete 100% of the capital plan by 2025. Prioritize accelerating the progress of key projects, especially infrastructure connection projects, developing cultural, medical, educational, scientific and technological centers. At the same time, invest heavily in digital infrastructure and telecommunications to build a foundation for the development of the digital economy and digital society.
Fifth, promote the propaganda and promotion of Hue's culture, people and tourism, associated with the successful organization of events within the framework of the National Tourism Year 2025. The city also continues to implement social security policies well, taking care of people's lives, especially policy beneficiaries and meritorious people. The goal is to complete the elimination of all temporary and dilapidated houses in the area by 2025.
Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh emphasized: "We are committed to continuing to direct the tasks decisively, flexibly and effectively in the coming time. The City People's Committee hopes to continue to receive the companionship, supervision and comments of the People's Council and voters of the whole city to successfully complete the set goals."
