Requesting the shelter with beaten children in HCMC to fix a series of problems

(Dan Tri) - The inspection team requested that the Angel Shelter - where the incident of a girl having unusual convulsions after being "beaten by a friend" occurred - overcome a series of limitations, including the work of preventing violence and abuse against children.

Informing Dan Tri reporter on June 27, representative of the Department of Child Protection, Care and Social Protection (Ho Chi Minh City Department of Health ) said that recently, the authorities organized a delegation to inspect the compliance with legal regulations at the Thien Than Children's Protection Facility (or Thien Than Shelter, Long Truong Ward, Thu Duc City).

This is the location where the incident of TKB (12 years old) having unusual convulsions and having to be hospitalized after being "beaten by a friend" causing serious facial injuries occurred on May 24.

Angel Shelter has a series of limitations

Accordingly, the Delegation visited the shelter to inspect the work of overcoming a series of limitations according to the conclusion from December 31, 2024 of the Department of Labor - Invalids and Social Affairs of Ho Chi Minh City (old).

Regarding the facilities, reception scale and personnel, the Inspection Team noted that Thien Than Shelter did not meet the regulations on accommodation area for the total number of children (127 children);

The facility does not have social workers, medical staff, or psychological counselors; there is a shortage of staff to care for children aged 6 to under 16 and nutrition staff. Regarding labor contracts, 16/17 people at the shelter have labor contracts, but all of them expired in December 2024.

Regarding the records, procedures for receiving and stopping social assistance, the number of subjects at the facility at the beginning of 2024 was 132 children, during the year it decreased by 3 children and at the time of inspection there were only 127 children, due to 1 case of returning home and 1 case of requesting to visit the father who was not present at the facility.

Children raised at the facility all have a place of residence on their birth certificates outside of Thu Duc City.

The inspection team requested that Thien Than Shelter contact the Ward People's Committee to complete the procedures for receiving children and the records to stop supporting the repatriated subjects; review the scope of receiving subjects according to the provisions of Decree 103/2017/ND-CP of the Government , to have appropriate adjustments to the activities.

Regarding the prevention of violence, abuse, and injuries to children, the facility has not organized training on child protection and care for employees; the unit has a roster for employees, but it is not specific and clear and not in accordance with regulations.

Will resolve repatriation for 30 children

Regarding security, fire prevention and fighting, and residential management, the inspection team noted that the swimming pool in the back is no longer in use but has metal equipment installed. This is a place where children often go in and out and play, potentially dangerous, with a high risk of accidents, and must be fixed immediately.

Regarding food safety and hygiene, the facility has established a 3-step inspection book but it is not in accordance with regulations, the book is missing many contents, and there are no invoices for purchasing food ingredients.

The kitchen of the shelter does not meet one-way standards; there is no regular cleaning regime; and regulations on food sample storage are not properly implemented.

Regarding receiving charity and aid, the facility has issued operating regulations and regulations on receiving and using gifts and charitable goods, but these are not guaranteed.

Regarding disease prevention, the Inspection Team requested the facility to clean the surrounding outdoor areas in the campus and terrace; not to leave waste outside which can easily cause mosquito larvae to breed, especially during the rainy season;

Every month, the shelter must vaccinate children under 5 years old with the missing vaccines according to the schedule of the Ward Health Station.

Facilities must schedule daily and weekly cleaning and disinfection in children's eating and sleeping areas; publicly post the weekly menu and ensure food safety.

The delegation also requested that dental facilities only be allowed to operate when licensed and approved by the Department of Health.

Working with the authorities, the facility owner (Mr. Bui Cong H.) said that he would resolve the repatriation of 30 children before September 1. Mr. H. also agreed on the timelines for overcoming the limitations mentioned by the Inspection Team (from June to November depending on each content).

As Dan Tri reported, at 5:00 p.m. on May 31, Thu Duc City Health Department received information from Nguyen Tri Phuong Hospital about the treatment of baby TKB with facial injuries, so they immediately coordinated with Long Truong Ward authorities to go to Thien Than shelter (where the baby is being cared for) to verify.

Initially, the authorities recorded from the representative of the facility that at 7:30 a.m. on May 24, B. and DKD (born in 2015), both living at the shelter, were washing dishes when they got into an argument.

D. used a long kitchen shovel to hit B., causing a 10cm cut on his left cheek. The patient later had to receive 6 stitches. On May 28, B. had 2 unusual seizures, so the staff of Thien Than orphanage took him for treatment.

Notably, when the authorities arrived at the shelter, the camera system could not extract images and the storage drive was damaged.

Speaking to reporters, the leader of the Ho Chi Minh City Department of Health shared that recently many people have expressed their opinions about the unusual signs at the Thien Than shelter. The Department is continuing to send inspection forces to have a basis for handling according to procedures and legal regulations.
