Building a synchronous digital ecosystem in party agencies

Delegates of party agencies were introduced by representatives of BKAV Technology Group about "Application of AI in work and life" at Thanh Hoa Provincial Party Committee.

Chief of the Provincial Party Committee Office Do Quoc Canh said: Implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the Provincial Party Committee Standing Committee has directed the Provincial Party Committee Office to advise on the development of a draft Plan to implement the Digital Transformation Project in Party agencies. Along with that, the Provincial Digital Transformation Steering Committee is being established. The Provincial Party Committee Office plays the role of a coordination center, organizing and advising on the construction of infrastructure systems, software, and databases to serve leadership, direction, inspection, and internal work resolution, as well as connecting with the system of central agencies. All are aimed at the goal of: shared data, smart operation, ensuring information security, reducing paperwork, and increasing processing efficiency.

The Central Steering Committee for Digital Transformation has assigned Thanh Hoa province 8 key tasks on digital transformation in Party agencies. These include core contents such as: developing a master plan; reviewing and restructuring business processes; updating and digitizing records; organizing a district-level digital storage system; deploying specialized software to serve Party work such as reviewing, evaluating, and monitoring Party finances... One of the key tasks is to digitize records with a huge amount of work to be processed in the process of arranging administrative units to implement 2-level local government. Up to now, Thanh Hoa province's Party agencies have been active in completing digital infrastructure, upgrading high-speed internet lines to ensure smooth connection between Party committees and organizations. The Provincial Party Committee Office has coordinated with the Department of Science and Technology to work with telecommunications units to deploy the installation of server systems and specialized equipment to meet the requirements of security and data processing capacity.

In particular, the implementation of the electronic document management and administration platform has helped optimize the process of document circulation and processing, significantly reducing administrative time and costs. The province has digitized over 210,000 documents, over 240,000 party member records, 7,600 party member address records; 24,000 newsletters serving leadership and direction.

Through infrastructure upgrades, conferences on research and dissemination of resolutions and directives of the Central Committee and the Provincial Party Committee Standing Committee have been connected online from the central bridge of Thanh Hoa Provincial Party Committee to communes, villages and residential areas with more than 1,000 bridges, helping to save time and travel costs and increase timeliness in direction and administration.

The application of party member management software and cadre database has also contributed to standardizing information, making personnel work transparent, effectively supporting the planning, training and rotation of cadres. Many party agencies have also deployed specialized applications for inspection, supervision and propaganda work, helping to improve the efficiency and accuracy of these activities.

Along with the focus on deploying technology infrastructure, Thanh Hoa Provincial Party Committee has been promoting digital skills training programs for officials and party members at all levels under the program "Digital Literacy for the People". From key leaders to specialized officials, everyone is equipped with knowledge about digital transformation, information security and how to apply technology to work.

In order to serve the implementation of the two-level local government, the Provincial Party Standing Committee has directed the Department of Science and Technology to upgrade and arrange specialized data transmission network infrastructure, internal network system, online video conferencing system, establish an electronic information page; upgrade the information technology infrastructure of the public administrative service center in 166 new communes and wards, ensuring the operation of the new commune-level apparatus. Along with that, assign identification codes, create, grant accounts, and connect document management software between party agencies, authorities, and organizations of 166 new communes and wards.

It can be affirmed that digital transformation in party agencies has been creating changes in the awareness and working methods of cadres, party members, civil servants and public employees in the Party system regarding the application of digital technology, digital society, digital economy and digital leadership.
