Vietnam Television (VTV) reported on June 24 that the OFOOD cooking oil brand of Nhat Minh Food Production and Import-Export Company Limited was discovered to have been sold to the market in tens of thousands of tons, under the name of cooking oil for humans. However, this was actually vegetable oil used to produce animal feed, which did not meet food safety standards.
According to the representative of the Department of Industry ( Ministry of Industry and Trade ), the act of using vegetable oil raw materials of animal feed origin to produce and process food for human consumption is an act of intentionally distorting the nature, uses and purposes of goods, showing signs of constituting the act of producing and trading in counterfeit goods according to regulations.
According to the management agency, vegetable oil used for animal husbandry does not meet food hygiene and safety standards and has no uses or value for consumers. When intentionally introduced into the food production chain for humans and labeled as “vegetable oil” or “cooking oil for humans”, the nature and uses are misleading, especially there are signs of counterfeiting the uses and purposes of the goods.
According to a representative of the Department of Industry, labeling vegetable oil for human use is a fraudulent act regarding the nature of the goods. This act poses a serious risk to public health and violates consumer rights.

Regarding the responsibilities of management agencies, according to the provisions of Article 65 of the Law on Food Safety, Article 40 of Decree 15/2018, the Provincial People's Committee is responsible for state management of food safety, organizing the reception of self-declaration and certification of establishments meeting food safety conditions according to assignment and decentralization; inspecting, checking and handling...
Based on preliminary information collected to date, a representative of the Department of Industry said that Nhat Minh Food Production and Import-Export Company Limited has self-declared its vegetable oil products. However, the Ministry of Industry and Trade has not yet issued a food safety certificate to this enterprise. The Ministry has also not received reports from local authorities and relevant agencies on the above-mentioned acts of producing and consuming fake cooking oil.
In the coming time, the Ministry will direct the Department of Industry and Trade to coordinate with localities to conduct large-scale inspections of cooking oil production facilities, especially small-scale facilities, facilities without food safety certificates, and facilities exempted from food safety certificates.
Market management departments will also closely monitor establishments producing, processing and trading cooking oil products nationwide; strengthen inspections, strictly handle violations and promptly report results and situations to the Ministry of Industry and Trade...
The representative of the Department of Industry assessed that the above case showed signs of serious violations of the law on production, trade of counterfeit goods, commercial fraud, protection of consumer rights and violations of prohibitions under the law on food safety. The Ministry of Industry and Trade will direct functional units to continue to coordinate with competent agencies to handle the case resolutely, not to affect the reputation of the food industry and consumer confidence.
