Within the framework of the 57th Session of the United Nations Human Rights Council in Switzerland, on September 13, Ambassador Mai Phan Dung, Head of the Permanent Mission of Vietnam to the United Nations, on behalf of the Core Group (including Vietnam, Bangladesh, and the Philippines), spoke at the dialogue session on the report of the United Nations Secretary-General on the impact of loss and damage caused by climate change on the full enjoyment of human rights.
Ambassador Mai Phan Dung affirmed that climate change is causing serious impacts, directly affecting the guarantee of basic human rights.
Recent events such as the impact of Typhoon Yagi in Vietnam (i.e. Typhoon No. 3), the Philippines, China, along with floods in Bangladesh clearly demonstrate the enormous damage caused by extreme weather events.
These disasters not only cause huge human losses but also force large numbers of people to relocate, destroy infrastructure and livelihoods, and seriously affect long-term economic development.
In particular, vulnerable populations such as women, children and people in developing countries are suffering the most severe consequences.
The Ambassador stressed that the situation that people are facing due to storms and floods is a clear reminder of the need for equitable solutions, prioritizing support for those most affected, helping them build resilience to future extreme weather events.
The Ambassador called on the international community to urgently increase financial resources and apply human rights-based solutions to deal with the losses caused by climate change, ensuring that no one is left behind. The Ambassador stressed that international cooperation and solidarity are key to achieving these goals.
The 57th session of the Human Rights Council, which lasts five weeks, is the last regular session this year.
This session has a wide agenda, including six thematic discussions on economic, social and cultural rights in the context of addressing inequality, quality education for peace and tolerance for all children, the right to development, the responsibility of the State for the role of the family in supporting the human rights of family members, mainstreaming gender equality in the work of the Human Rights Council; discussions on 85 thematic reports, as well as discussions and dialogues with 37 special procedures of the Human Rights Council and UN human rights mechanisms.
At this session, the Human Rights Council also plans to complete the procedure for adopting the entire Universal Periodic Review (UPR) Report of the 4th cycle of 14 countries; at the same time, it plans to consult and consider and adopt about 32 draft resolutions and consider and approve the decision to appoint 4 personnel for the special procedures of the Human Rights Council./.
