Why is it still difficult for Ha Tinh OCOP products to enter the modern retail system?

(Baohatinh.vn) - Ha Tinh currently has 249 OCOP products recognized as meeting standards, however, bringing products into modern distribution systems still faces many difficulties.

Passing strict tests and regulations on food hygiene and safety and modern distribution standards, since 2017, Ý Bình sour sausage with 3 product lines (nem kep, nem tran, nem cay) has officially been on the shelves of Co.opmart Ha Tinh supermarket and has been consumed stably until now.

Nem chua Y Binh is one of the few OCOP products that has entered the modern retail system.

Ms. Le Thi Binh - the owner of the facility said: "We adhere to the "3 no" principle (no preservatives, no borax, no flavoring or coloring agents). The facility pays special attention to building a standard factory, improving design and packaging, thanks to which the product has affirmed its position in the market, especially in the supermarket system".

However, there are not many products that can reach the modern retail system such as Ý Bình fermented pork roll; most OCOP entities still have difficulty penetrating this distribution channel.

Sesame rice paper products of Nguyen Lam Cooperative (Ky Anh Commune) have been certified as 4-star OCOP since the end of 2024. The Cooperative has proactively invested in modern machinery systems, building a closed production process from coating to drying to ensure consistent productivity and quality. Thanks to bold market expansion, the products are not only present in many provinces and cities in the country but also reach international markets such as Russia, Korea, Japan, etc.

Recently, Nguyen Lam Cooperative has also worked with Co.opmart Ha Tinh supermarket to bring products into the distribution system, but the two sides have not yet reached an agreement on transportation, periodic supply volume, consumption scale and distribution form.


Mr. Le Van Duan - Director of the Cooperative said: "The facility basically meets the conditions for traceability of raw materials, ensuring quality, design, weight and food hygiene and safety according to the requirements of partners. We are continuing to research more suitable solutions for logistics, supply capacity and factory systems to soon realize the goal of bringing products to the supermarket system."

Anh Thu spring roll cake is one of the establishments interested in improving product quality and expanding distribution market.

On a smaller scale, some household businesses are also making efforts to improve their processes to access modern distribution systems. The rice paper products of Anh Thu production facility (Ha Huy Tap ward) were certified as 3-star OCOP since the end of 2020. In early 2024, the facility boldly invested more than 1 billion VND to install a closed production system, combining coating and drying, and the market is increasingly open. However, the facility still faces obstacles in the legal documents stage and lacks a systematic orientation to access modern distribution systems.

Ms. Le Hoai Thu - owner of Anh Thu spring roll cake establishment shared: "The establishment needs to complete more conditions according to standards and legal documents if it wants to enter the supermarket system. We also hope to have support from the relevant authorities in connecting, guiding and providing technical support."

Not only Anh Thu rice paper factory but also many production facilities in the province, despite boldly investing in equipment, are still finding it difficult to penetrate deeply into retail chains such as supermarkets, food store chains, mini mart chains... due to the lack of legal foundation, documents and appropriate market approach strategies.

On the other hand, modern distribution units also specify requirements for OCOP products if they want to participate in the enterprise supply chain.


According to Mr. Nguyen Trung Hieu - marketing manager of Co.opmart Ha Tinh supermarket, the unit always prioritizes connecting and supporting the consumption of local OCOP products. Some products such as Nem Chua Y Binh and Cu-do Phong Nga have built their brands and maintained stable consumption in supermarkets. However, to be officially distributed, the products must ensure complete legal documents, stable quality, standard packaging and especially the ability to supply regularly. In fact, many local establishments have potential but have not completed the standard production process, do not have enough output and supply frequency as required, legal procedures and documents are still stuck, so the cooperation process is still an obstacle.

Ha Tinh promotes many OCOP products and potential products at Vietnam Expo 2025 (April 2025).

According to the Department of Industry and Trade, recently, some OCOP products have gradually reached the Co.opmart, Winmart, Bach Hoa Xanh systems and clean food stores such as Cu-do Phong Nga, Nem chua Y Binh; bread and some types of meat, vegetables, tubers and fruits. However, this number is still modest compared to the total of 271 products with valid OCOP certification (8 products with 4 stars, 263 products with 3 stars) in the whole province.

Modern retail systems require high quality, traceability, stable output and long-term supply capacity, while most local OCOP entities are small and very small in scale; technology is not yet synchronized, products are uneven. Many products are still seasonal (oranges, grapefruits); the cost of some products is high compared to similar products on the market due to unoptimized costs (transportation costs, logistics)...

Ha Tinh organizes a livestream event of the province's OCOP products, inviting KOLs and KOCs and influencers to promote the province's OCOP products, helping to enhance reputation and attract customers.

Mr. Vo Ta Nghia - Deputy Director of Ha Tinh Department of Industry and Trade said that in the coming time, the unit will continue to support OCOP establishments to connect and bring products to supermarket systems and specialty stores nationwide; survey and classify the scale of establishments to promote trade into retail systems suitable to the conditions and scale of each establishment. Strengthen the promotion of OCOP products through modern communication channels, digital platforms such as: e-commerce platforms, social networks; organize livestream events of OCOP products of the province, invite KOLs and KOCs and influential people to promote OCOP products of the province, helping to enhance reputation and attract customers.

However, in order for trade promotion activities to be truly effective, OCOP entities themselves need to be proactive, focusing on improving production capacity, completing legal documents; optimizing costs, improving packaging designs in a professional direction; meeting technical standards such as VietGAP, GlobalGAP...; enhancing skills related to marketing, market access, and brand building.

Talking about the role of modern production thinking, Mr. Nguyen Van Phong - owner of Phong Nga candy production facility said that to bring products to supermarkets, not only quality is needed, but more importantly, the ability to maintain stability, ensuring commitments on output, time, and quality. If these requirements are not met and continuously complied with, the product can easily be eliminated from the business's distribution chain...
