After worrying about the fact that non-professional cadres at the commune level would have to stop working, now Ms. Nguyen Thi Loi in Lam Binh commune is very happy to be informed that she will continue to work and support the Commune Party Committee Office. Previously, Ms. Loi was a non-professional cadre holding two positions: Chairman of the Commune Red Cross Society and staff of the Commune Party Committee Office with a salary of more than 6 million VND/month. Now, when she switches to administrative support work, she only receives less than 3 million VND/month. However, for her, the salary is not what keeps her here. "I have been attached to this job for 5 years. When I was informed that I would continue to work for a while longer, I was very happy. Even though there is only about a year left according to regulations, I still want to contribute to the final journey," Ms. Loi shared. In fact, when Lam Binh commune merged, there were 27 non-professional cadres, but now only 9 people continue to be assigned jobs, ensuring stable support for the government apparatus.
Similarly, Ms. Ban Thi Hom, who was the former Deputy Secretary of the Youth Union of Phuong Tien Commune, is currently working at the Thanh Thuy Commune Mass Organization after the merger. She is also one of the young cadres who chose to stay instead of quitting her job. Six years of working in the Youth Union has helped Ms. Hom gain a deep understanding of local youth and the movements and activities of the Youth Union. Ms. Hom confided: “I also have a plan, if I quit, I can do my own business or change my career, but now that I still have the opportunity to work, I still want to continue. After all, I have been attached for a long time, understand the people, understand the work, so it is difficult to leave. Working makes me feel like I am doing something meaningful, so I still want to continue working and contributing to my homeland.”
Accepting a reduction in income and facing an uncertain future is not an easy decision. Behind that is the concern about the economic burden of the family and the future career path. However, for them, the value of dedication and contribution to the community has surpassed material concerns.
Avoid wasting resources
Chairman of Thanh Thuy Commune People's Committee, Le Manh Dung, said: After the merger, the locality has about 22 non-professional cadres. These are all young, enthusiastic, experienced and qualified cadres with potential for development if properly trained and nurtured. Currently, the commune has arranged jobs for non-professional cadres who still need to work according to the guidance documents of the Provincial People's Committee.
Similarly, in Linh Ho commune, Chairman of the People's Committee Tran Manh Thang said that the locality is also taking advantage of non-professional staff to fill vacancies in areas lacking expertise such as economics, animal husbandry, veterinary medicine, culture - society . This helps maintain uninterrupted operation of the apparatus, while promoting local human resources, avoiding waste while waiting for a new mechanism from higher levels. Linh Ho commune when merged had 27 non-professional staff. Currently, many of them are being assigned to support professional civil servants, while waiting for plans to review and re-evaluate in a more appropriate and effective direction.
According to Conclusion No. 163-KL/TW of the Politburo , the Secretariat has directed to extend the period of using non-professional cadres at the commune level until before May 31, 2026, creating conditions for localities to have time to rearrange the organizational apparatus. On that basis, Tuyen Quang province has issued many documents guiding the continued use of this team in accordance with the reality of each locality. The province's viewpoint is to make the most of experienced human resources who understand the locality, while still aiming to streamline the apparatus. This is a necessary intermediate step to ensure continuity in performing political tasks, avoiding major disruptions in the process of transforming the local government organizational model.
