The content that many people are interested in is that from July 1, the unsecured loan amount for individuals and households will be increased from 100 - 200 million VND to 300 million VND; the unsecured loan amount for cooperatives and business households will be increased from 300 million VND to 500 million VND; the unsecured loan amount for farm owners will be increased from 1 - 2 billion VND to 3 billion VND; the unsecured loan amount for cooperatives and cooperative unions will be increased from 1 - 3 billion VND to 5 billion VND.

Decree No. 156 also mentions amending Clause 1, Article 3, which regulates rural areas to conform to the 2-level local government model and relevant legal provisions. Accordingly, rural areas are the administrative boundaries of communes and special zones (excluding special zones where local authorities in special zones perform the corresponding tasks and powers of local authorities in wards).

The content of the Decree also amends Clause 3, Article 9 to reduce administrative procedures, creating convenience for customers when borrowing capital from credit institutions. Accordingly, the content related to the requirement to submit a certificate of land use rights and land without disputes confirmed by the People's Committee of the commune level is removed; at the same time, it stipulates that customers can borrow without collateral and the credit institution (TCTD) agrees (instead of the mandatory requirement as previously prescribed) on the customer submitting to the credit institution the certificate of land use rights and ownership of assets attached to the customer's land during the loan period without collateral at the TCTD.

In particular, amend Clause 1, Article 12, Clauses 2 and 3, Article 13, which stipulate the restructuring of debt repayment terms, maintaining the debt group and setting up provisions to handle risks in the direction of assigning the State Bank of Vietnam to regulate the restructuring of debt repayment terms for debts that are kept in the same debt group according to Decree 55; at the same time, provide guidance on debt classification and setting up risk provisions for debts that are kept in the same debt group to comply with the Law on Credit Institutions 2024 and relevant legal regulations.

"Amend Clause 2, Article 25 to stipulate that in cases where there are many support policies from the State budget for customers suffering losses due to objective and force majeure reasons, customers can choose to enjoy a support policy from the State budget," said a representative of the State Bank.
