The Law on Teachers is the product of collective passion and intelligence.
On June 16, 2025, at the 9th session, the 15th National Assembly of the Socialist Republic of Vietnam passed the Law on Teachers with 9 chapters and 42 articles. This is an important milestone, of great significance not only for the entire teaching staff, theeducation sector, but also for the entire Vietnamese nation.
For the first time in history, the National Assembly of the Socialist Republic of Vietnam has issued a separate law fully regulating the position, role, rights, obligations, regimes and policies for teachers; concretizing the major policy of the Party and State in honoring, caring for, protecting and developing teachers - the key force in the education cause.
In his opening speech, the Minister affirmed that the passing of the Law on Teachers is a momentous event, of great significance to the education sector in particular and to the country in general.

During the process of developing and promulgating the Law on Teachers, the Minister would like to express his sincere thanks for the close leadership and direction of the leaders of the Party, the National Assembly, and the Government; the enthusiastic, responsible, and in-depth participation of the National Assembly's inspection agencies such as the Committee on Culture and Society, the Committee on Law, the Committee on Justice, and other Committees; the effective coordination and enthusiastic support from ministries, departments, branches, and central agencies; the comprehensive contributions and responsibility sharing from the People's Committees of provinces and cities and the Departments of Education and Training;
Along with that is the active support of the units under and directly under the Ministry, higher education institutions; especially the perseverance, persistence, and dedication of the Drafting Committee, the Editorial Team - especially the standing unit, and experts inside and outside the Education sector; the valuable contributions of all relevant agencies, units, organizations, and individuals who have unanimously joined in so that the Education sector can have a separate law, fully regulating teachers - thereby opening up opportunities for strong and sustainable development for the teaching staff in the coming time.
According to the Minister, with the early policy, the compilation and submission of the Law on Teachers has been clearly stated in many Party documents, especially Conclusion No. 91-KL/TW, creating an extremely important political basis for the Education sector to prepare and submit this Law.
During the discussions in the Hanoi National Assembly Delegation, General Secretary To Lam had important opinions related to the Law on Teachers; in which he affirmed that the promulgation of the Law on Teachers must bring joy, encouragement and excitement to the teaching staff. This is a great encouragement and motivation for those responsible for developing the Law on Teachers.


Reporting on the summary of the process of developing the Law on Teachers and implementing the development of documents guiding the implementation of the Law, Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, said: The preparation process for the development of the Law on Teachers project has been carried out by the Ministry of Education and Training for a long time and has achieved important progress mainly since 2018 and can be divided into 4 main stages.
Phase 1: Research to serve the proposal to build the Law on Teachers, from 2018 to 2021.
Phase 2: Proposal to develop the Law on Teachers from 2021 to June 2024. Accordingly, in June 2024, the National Assembly officially issued Resolution No. 129/2024/QH15 on adding the Law on Teachers to the Law and Ordinance Development Program in 2024. Accordingly, the Prime Minister issued Decision No. 586/QD-TTg assigning the Ministry of Education and Training to preside over the drafting of the Law on Teachers.
Phase 3: Drafting the Law on Teachers and submitting it to the National Assembly. From May 2024 to October 2024, the Ministry of Education and Training has focused all its resources to urgently and seriously implement the steps in the process of drafting the Law on Teachers.
Phase 4: The National Assembly passes the Law on Teachers (from November 2024 to June 2025). Accordingly, on June 16, 2025, the 15th National Assembly of the Socialist Republic of Vietnam officially passed the Law on Teachers with an impressive approval rate of 94.35% of the delegates present.
On the morning of July 11, the Office of the President held a press conference to announce the President's order promulgating the laws passed by the 15th National Assembly at the 9th Session, including the Teachers Law No. 73/2025/QH15 with 9 chapters and 42 articles.
During the process of developing the Law on Teachers, according to Mr. Vu Minh Duc, the Ministry of Education and Training received support and contributions from many agencies, organizations and individuals in different ways, at each specific stage in the process of building the Law.
In the report, Mr. Vu Minh Duc also shared 5 notable highlights in the provisions of the Law on Teachers, specifically: Affirming the position, protecting the honor and prestige of the teaching profession; teachers' salaries are ranked highest in the administrative career salary scale system; policies on treatment, support and attraction for teachers; standardizing and developing the team - improving the quality of education; increasing autonomy for educational institutions and giving initiative to the education sector.
“The Law on Teachers is the crystallization of collective intelligence, nurtured by the efforts, enthusiasm and responsibility of many participating agencies, units and individuals. The Law demonstrates the strong political determination of the Party and State in realizing major policies on developing the teaching staff, and fundamentally and comprehensively innovating education and training.
At the same time, this is also a clear demonstration of the unity and high consensus from the central to local levels; from the team of educational management staff, educational institution management staff, experts, teachers at all levels of education and training; and the agreement and support of National Assembly Deputies, voters and people nationwide for the role and position of teachers in the cause of educational development", Mr. Vu Minh Duc expressed.

Leadership role, consistency with teacher development policy
Speaking at the conference, Mr. Carlos Vargas - Head of UNESCO's Teacher Development Section, Chairman of the Secretariat of the International Working Group on Teachers for Education 2030 - on behalf of UNESCO congratulated Vietnam on achieving an impressive, landmark and breakthrough achievement, which is the promulgation of the Law on Teachers - a comprehensive legal framework, recognizing the essential role of teachers in education.
Mr. Carlos Varga said that the Law on Teachers has great significance, specifically: Creating a favorable environment for the development of the teaching staff; teachers have the necessary support to continuously develop their expertise and careers; affirming the role and responsibility of the State in ensuring time and financial resources, so that policies can be effectively implemented.
“We are pleased that the Law has provided a framework that reflects a global vision of the future of teaching,” said Carlos Vargas.

Ms. Nguyen Thi Mai Hoa, Vice Chairwoman of the National Assembly's Committee on Culture and Society, sent her congratulations to the Ministry of Education and Training, the education sector and 1.6 million teachers for having a Law project as expected, thereby implementing good things for teachers, promoting teachers' contributions to the education cause.
Sharing that the process of successfully building the Law on Teachers was a very long time, with many challenges, Ms. Nguyen Thi Mai Hoa said: This is a difficult Law project, affecting nearly 1.6 million teachers and over 20 million learners, pupils and students nationwide; receiving great attention from National Assembly deputies and voters. Therefore, both the drafting agency and the reviewing agency have determined the spirit of building the law to be highly determined but cautious, listening to many parties.
The reception and revision of the draft Law reflects the spirit of innovation in legislative work, only regulating contents and policies under the authority of the National Assembly, which have been proven stable in practice. The detailed guidance is specified in the draft decrees and circulars attached to the dossier of the Law on Teachers.
“During the review process, we learned many lessons, including the process of coordinating the development of the Law. The two sides attended meetings, conferences, seminars, exchanged and commented on related contents; exchanged and provided information regularly and promptly, and reached high consensus on issues that needed to be agreed upon between the two agencies,” Ms. Nguyen Thi Mai Hoa shared.

As a participant in the process of building the Law on Teachers for 4 years, Dr. Pham Do Nhat Tien shared many experiences, the most emotional of which was his experience in the leadership role.
“As a participant in the Teachers Law Drafting Group, I see the leadership role as limited to the Ministry of Education and Training and the National Assembly’s Committee on Culture and Society. I highly appreciate the leadership of the Minister and the Committee Chairman. Without that leadership role, it would be difficult for us to go this far today.
The policy of "trying to include what is best for teachers in the Law" has been emphasized by the Minister many times in meetings. Many workshops to collect opinions on the development of the Law on Teachers have been attended by Deputy Minister Pham Ngoc Thuong with the spirit of direction, guidance, and leadership revolving around the core viewpoint as above. When brought to the Committee on Culture and Society, the opinions also emphasized the effort to ensure the rights of teachers", Dr. Pham Do Nhat Tien shared.

Making laws is difficult, but it is more difficult to put laws into practice.
Considering that building the Law on Teachers is difficult, but the journey to bring the Law into life is much more difficult, when the ideas in the Law will collide with thorny reality, Dr. Pham Do Nhat Tien emphasized: It is necessary to ensure that everything follows a basic core, which is to ensure the unified management of the education sector over teachers.
Expressing his honor in accompanying the Ministry of Education and Training to complete the Law on Teachers, Chairman of the Committee for Culture and Society Nguyen Dac Vinh also shared the same opinion when talking about the organization of the implementation of the Law. He said that the important thing is that after the Law is promulgated, it will create something new and better for the development of teachers, creating further progress for education, for the cause of human development of the country. That is the ultimate goal.
Permanent Deputy Minister Pham Ngoc Thuong, in his speech at the conference, affirmed the milestones and lessons learned in the process of building the Law on Teachers.
Accordingly, the Deputy Minister emphasized four major milestones. Firstly, for the first time, there is a separate law for teachers, which is the peak of the Party and State's attention to teachers.
Second, the Law meets the goals of the drafting agency, the reviewing agency and the direction of the Party and State leaders, especially the direction of General Secretary To Lam: When the Law on Teachers is promulgated, the teaching staff will happily welcome it.
Third, this is a model law on innovation in law-making thinking. Finally, the Law on Teachers is the highest, strong, and comprehensive legal basis for building sub-law documents on teachers.

The Deputy Minister shared 6 lessons, including: Clearly defining the viewpoints, objectives, and scope of the Law's application; consistent and clear leadership and direction; coordination must be proactive, sharing, and understanding; promoting collective intelligence, consulting and assessing impacts carefully and cautiously; being receptive, listening seriously, explaining convincingly, practically, and theoretically; and effectively implementing communication work.
Emphasizing the high determination in the process of building the Law with the consistent spirit: building the Law to develop the teaching force, Minister Nguyen Kim Son has great confidence that the Law will promote its value in practice. According to the Minister, the Law is a tool, not a destination and we have a sharp, solid tool to develop the teaching force. This is a continuous, unceasing work.
At the conference, 2 groups and 63 individuals received Certificates of Merit from the Minister of Education and Training for their contributions and participation in the development of the Law on Teachers.
