From July 1: State Treasury officially operates 2-level government model

Reorganize the treasury system in sync with the new administrative unit

Implementing the policy of rearranging administrative units and deploying the two-level local government model under the direction of the Government , the State Treasury (KBNN) has urgently prepared in all aspects to ensure that there is no interruption in financial and budgetary management. From July 1, 2025, the entire KBNN system will officially operate under the new structure, suitable for 34 provincial-level administrative units.

Specifically, the State Treasury has reorganized 20 regional State Treasuries and no more than 350 transaction offices. Some units have been reorganized to conform to the new administrative boundaries at the provincial and communal levels. At the same time, the organizational structure, functions, tasks and key staff at the units have also been completed.

According to the leaders of the State Treasury, this is a comprehensive and complex system transformation. Therefore, the leaders of the State Treasury have requested that affiliated units enhance their sense of responsibility, closely follow assigned tasks, focus on strong direction, and widely disseminate to all civil servants and workers in the industry.

To ensure the system operates stably from the first day of operation under the new model, the State Treasury directed regional units to simultaneously implement many key tasks. These include handing over and receiving civil servants; rearranging personnel in accordance with expertise and workload; and developing new working regulations that are clear about people, work, and responsibilities.

At the same time, the units promptly reported to the local Party Committee and authorities on the organization, leadership assignment and proposed the establishment of a regional Treasury Party Committee according to the new scale. The requirements for maintaining discipline, discipline and internal solidarity were also thoroughly understood.

In the transfer stages, especially the handover of finance and assets, the State Treasury requires units to fully comply with legal regulations and instructions from competent authorities, to ensure transparency and consistency throughout the system.

Keep the state budget cash flow smooth

One of the key tasks is to ensure that state budget revenue and expenditure activities are not interrupted during administrative changes. Based on the guidance documents of the Ministry of Finance , the State Treasury has proactively coordinated with financial agencies and revenue agencies in the area to prepare appropriate handling plans.

Regarding state budget expenditures, in case there is no resolution to adjust the provincial People's Council's budget estimate after the rearrangement, the regional State Treasury will proactively coordinate with the Department of Finance to report to the provincial People's Committee for consideration and decision according to Resolution No. 190/2025/QH15, especially for public investment disbursement.

Regarding budget revenue, the State Treasury has provided specific guidance through Official Dispatch No. 5816/KBNN-CSPC dated June 23, 2025. At the same time, it is requested that the Departments of Finance advise the Provincial People's Committee to submit to the People's Council of the same level to issue a Resolution on decentralization of revenue sources and expenditure tasks. In case it has not been issued in time, there should be a temporary solution to ensure that the State Treasury has a basis for accurate accounting and regulation of state budget revenue.

In addition, information related to administrative area codes, tax collection agency codes, bank accounts, digital certificates, etc. are also promptly updated into the business system. This helps the State budget collection activities operate smoothly, avoiding congestion for people and businesses.

To promptly handle situations arising during the transition period, the State Treasury has issued an order to mobilize the entire system to increase on-duty work, especially during peak times from June 30 to July 4, 2025. All units under the State Treasury must arrange civil servants to handle work according to the principle of "there must be someone to do it when there is work", even outside of working hours. At the same time, the State Treasury of assigned regions proactively coordinates with tax, finance, and customs agencies to ensure full and timely budget collection and expenditure activities. Professional departments must provide information promptly and support budget-using units to process transactions effectively. The State Treasury's leaders affirmed: Expenditures for people and maintaining local government operations are top priorities, absolutely not allowing interruptions for technical or administrative reasons.

Notably, before the official operation, on June 25, the State Treasury organized an online training conference nationwide. The content included staff arrangement, expenditure control, treasury management, accounting, data conversion and processes related to information technology.

The conference promptly equipped civil servants with the necessary skills and knowledge to be ready to carry out tasks in the new period. This is the fulcrum to help the State Treasury system adapt quickly and synchronously nationwide.

Director of the State Treasury Tran Quan chaired the conference, directly delivered instructions and emphasized that the spirit of solidarity and overcoming difficulties of the civil servant team is the decisive factor for success.

"Every Treasury officer must consider this transformation a particularly important political task," said Mr. Tran Quan.

All preparations have been carried out urgently but methodically, from organizing, perfecting personnel, updating technology systems to handling budget revenue and expenditure. Along with that, the Online Public Service system and support channels for people and businesses are also maintained to operate 24/7.

In addition, hotlines and feedback points in each region have been established to promptly handle all feedback related to transactions and public finance. Units under the Central Treasury also actively support localities throughout the process of handing over and converting the system.

The leaders of the State Treasury expressed their belief that with strong direction from the top down and the serious participation of the entire system, the conversion process will take place on schedule, in accordance with regulations, without affecting budget spending units and the people.
