The Latin American News Agency (Prensa Latina) recently published a number of articles highly appreciating the Vietnamese Government 's determination to reform administration in effectively and smoothly converting to a two-level local government model (province and commune).

According to the VNA correspondent in Latin America, the article titled “Vietnam ensures smooth and effective transition to a two-tier government model” (Aseguran en Vietnam paso a gobierno de dos niveles fluido y eficaz) emphasized the latest direction of Prime Minister Pham Minh Chinh on the implementation of 28 resolutions on decentralization and delegation of power, according to which 346 district-level administrative procedures will be transferred to the provincial level (18 procedures), down to the commune level (278 procedures) or abolished (50 procedures).

Prensa Latina is particularly interested in reforms aimed at simplifying administrative procedures in Vietnam.

The article quotes the speech of Minister of Home Affairs Pham Thi Thanh Tra at the National Assembly, affirming that localities are ready to implement the new two-tier government model. Officials and civil servants are the key factors determining the success of this innovation effort. Therefore, restructuring and improving the quality of the staff is an urgent requirement to completely transform from administrative management to governance and service to the people.

In another article on June 17, Prensa Latina quoted Deputy Minister of Finance Ho Sy Hung affirming that the reform will expand space for socio-economic development, creating conditions to attract high-tech projects, semiconductor manufacturing and green industry.

For his part, Deputy Minister of Home Affairs Truong Hai Long emphasized that the new model will save the budget, promote investment and develop inter-regional infrastructure.

With persistent institutional innovation, Vietnam is gradually realizing the goal of building a modern, transparent administration that puts people and businesses at the center of service. The two-tier government model is expected to make an important contribution to the country's sustainable development./.
