Ho Chi Minh City inspects finances and personnel of many high schools

Ho Chi Minh City Department of Education and Training will inspect finance, accounting, and human resources of high schools.

Accordingly, starting from today, February 28 until the end of May, the Department of Education and Training of Ho Chi Minh City will conduct inspections of a series of public high schools regarding human resource management, finance, revenue and expenditure, and accounting.

In the first phase from now until March 18, the Department will inspect the handover of management and accounting staff from 2014 to 2024 at 6 high schools in Binh Thanh district, respectively: Gia Dinh High School, Hoang Hoa Tham High School, Phan Dang Luu High School, Thanh Da High School, Tran Van Giau High School, Vo Thi Sau High School.

The inspection content will revolve around the handover of managers, accountants and the responsibility for managing records and documents on human resource and financial management, clearly defining the responsibilities of managers and accountants assigned the authority to manage human resource and financial work and related records when there are transfers, rotations and job transfers in units.

In particular, regarding financial work, we will check the records, documents, and accounting books being implemented in the current fiscal year (including archived accounting documents); Minutes of cash fund inventory, confirmation of actual cash fund balance; Confirmation of balances of State budget estimate accounts, deposit accounts at banks, and State Treasury.

The situation of revenue and expenditure of funding sources (State budget, revenue from career activities, other revenue sources according to the provisions of law...), funds, debts (receivables, payables), unpaid advances... are being monitored and managed at the unit; The situation of implementing policies and regimes, paying social insurance for civil servants and employees; Fixed assets, tools, instruments, seals...

Regarding personnel work and policies, the Department of Education and Training will check the situation of schools and classes; the situation of management staff, teachers, and employees (list, personal records, professional qualifications, politics, foreign languages, IT... decisions on staffing); Human resource management database software; Decisions on assignment...

Regarding professional work, the inspection will be carried out with the school's education plan (according to the school year); 2-session/day education plan (if any); School program implementation plan (if any); Registration book; Student transfer records...

The Department of Education and Training leader said that the inspection plan aims to check the responsibility for managing records and documents on personnel and financial management at schools. At the same time, it clearly defines the responsibilities of managers and accounting staff assigned to manage personnel, finance and related records when they are transferred or rotated. From there, it is necessary to promptly correct and guide managers and accounting staff in the work of transferring and receiving work.
