Putting service efficiency first
The staff of civil servants in the provinces are promoting their sense of responsibility, making efforts to overcome difficulties, and trying to complete all assigned tasks well. In Lao Cai province, immediately after operating the 2-level local government model, in addition to assigning tasks to each member, the Party Secretary and the Chairman of the People's Committee of the communes met, had dialogues, and mobilized people to agree to clear the land for the key project of the 500kV Lao Cai-Vinh Yen power transmission line, the Lao Cai-Hanoi-Hai Phong high-speed railway project, and to carry out socio -economic development tasks...
Secretary of the Cam Nhan Commune Party Committee, Lao Cai Province, Hoang Thi Duyen, said that the new commune's way of operating has won the trust of officials and the satisfaction of the people. The distance from her home to her office is nearly 100km, so for the past 15 days, due to work, Ms. Duyen has not been home to visit her husband and children.
After the reorganization, Lang Son province placed the central communes connecting the region at the old district headquarters, which was considered a flexible, economical solution, ensuring effective management. The province arranged for cadres from the old district to hold key positions in the communes, and the members of the Provincial Party Standing Committee and Provincial Party Committee were assigned as Party Secretaries of the new communes and wards in the regional center, helping the leadership work to be effective.
Mr. Hoang Cong Lang, head of Lien Hop village, Huu Lien commune, said: "Previously, we had to go to the district to meet and work with the leaders, now we just need to go to the commune and all our questions will be answered by the leaders". In addition, a number of key officials of the Provincial Youth Union have also been assigned to hold the positions of Permanent Deputy Secretary, in charge of the office block, contributing to the innovation of leadership thinking, adapting to the current requirements of digital transformation.
Along with the lack of staff, the lack of facilities... is a reality in many localities. 37 communes in the north of Thai Nguyen province have to arrange the headquarters of the Party Committee, People's Council - People's Committee and the Front bloc in the old commune headquarters located far from each other. The commune headquarters do not have official houses, so the cadres who go to the commune temporarily put beds in the office. Many communes lack staff, lack specialized staff in finance, accounting, information technology...
To overcome this, Chairman of the Thai Nguyen Provincial People's Committee Pham Hoang Son has directed communes to urgently review and issue documents advising on the mobilization and dispatch of officials from departments and branches to provide support. Localities have proactively developed specific plans, organized training, and guided officials in a "hands-on" manner, while ensuring facilities and human resources to effectively operate the Commune-level Public Administration Service Center.
Many flexible ways
Hai Phong City has two newly established special economic zones, of which Cat Hai Special Economic Zone was established on the basis of the original status of Cat Hai island district, with 10 communes and 2 towns, an area of nearly 287km² and a population of more than 71,000 people. However, the administrative headquarters and public administrative service center of the special economic zone are located on Cat Ba island. Therefore, the local government has decided to open a second public administrative service center in Cat Hai island, which will officially operate from July 21, promptly addressing the legitimate needs of 15,000 people living on Cat Hai island.
After the merger, due to the large area, many communes and wards of Bac Ninh province have organized two points to receive and handle administrative procedures at the same time. With the spirit of giving the highest priority to the Public Administration Service Centers, ensuring smooth and uninterrupted operation, Chairman of the Bac Ninh Provincial People's Committee Vuong Quoc Tuan has requested localities to review and evaluate the overall public administration service centers to equip and ensure synchronous technical infrastructure.
Promoting the advantages of the two-tier local government model, people can submit procedures “without boundaries”. In the coming time, the province will select 18 public administrative service centers by region to invest in human resources and facilities, ensuring the best service for the needs of people and businesses.
In the early days of operation, connecting to the National Public Service Portal still encountered many difficulties. Huu Lung commune (Lang Son) flexibly processed records in the traditional way for the people first, then the staff worked overtime to update the data to the system.
Comrade Vu Hoang Quy, Provincial Party Committee member, Party Secretary of Huu Lung commune said: "Up to now, the operation has been basically stable, the commune has also effectively used the provincial budget, upgraded the Public Administration Service Center to be spacious, clean, and beautiful, serving the people promptly and smoothly".
Ms. Trieu Mui Nay, Mau Son commune, said that due to her old age and difficulty in traveling, she often felt reluctant to go to the commune to do administrative procedures. Now that the commune officials came to her house to help her with the procedures, she is very happy and grateful.
Continue to remove difficulties
According to Mr. Nguyen Quang Huy, Director of the Department of Science and Technology of Lang Son province, in the near future, in addition to coordinating with relevant departments and branches to organize in-depth direct training courses, the Department will build a common AI model for communes and wards: "This AI model will support commune-level civil servants to handle work and look up data quickly and effectively, while helping Lang Son province to inspect, monitor and evaluate the quality of work of each cadre, thereby aiming towards the goal of modern digital governance in accordance with the spirit of Resolution 57 of the Central Committee".
Head of the Propaganda and Mass Mobilization Department of Lao Cai Provincial Party Committee Duong Duc Huy said that the province has supported each commune of Lao Cai province (old) with 5 billion VND, and communes of Yen Bai province (old) with 1 billion VND to purchase working equipment; urgently studying support policies on public housing, living expenses, business travel expenses... to help cadres feel secure in their new places of work.
The province maintains “Digital Literacy” groups aimed at “Digital Natives”, with the spirit of those who are proficient in guiding those who do not know, using indigenous languages (H'Mong, Dao, Giay, Tay...) to convey new policies to each person. The province also proactively reports to the Government and relevant ministries and branches on difficulties that need to be resolved...
During the implementation process, the connection between localities of Bac Ninh province and ministries and branches is not smooth. For example, in the field of civil status, the connection of birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old is currently having problems, and the connection of sending documents from the website dichvucongbacninh.vn to the software https://hotichdientu.moj.gov.vn/ of the Ministry of Justice is not smooth.
In some cases, when receiving civil status records, data cannot be entered, leading to the inability to receive online records. The search for old data on the software https://hotichdientu.moj.gov.vn/ of the Ministry of Justice has not been implemented, leading to a lot of time spent manually searching for old data from paper books while the management area for issuing civil status extracts is large.
The processing of land records has not been fully connected with the national system. On the other hand, localities are confused in implementation when some documents of ministries and branches are not consistent in decentralization, authority, etc. These problems need to be resolved soon by ministries and branches, so that the two-level government can operate effectively, close to the people, creating the best conditions for people and businesses.
