Ministry of Industry and Trade announces procedures for granting licenses for transporting dangerous goods

The Ministry of Industry and Trade officially announced the procedures for granting licenses for transporting dangerous goods, creating a transparent legal corridor and ensuring safe transportation.

The Ministry of Industry and Trade has just issued Decision 1781/QD-BCT dated June 23, 2025 on promulgating newly issued administrative procedures, amended and supplemented administrative procedures and abolished administrative procedures in the fields of state management of the Ministry of Industry and Trade .

Accordingly, this Decision promulgates newly issued administrative procedures, amended and supplemented administrative procedures and abolished administrative procedures in the fields of state management of the Ministry of Industry and Trade. This Decision takes effect from July 1, 2025.

Issued together with Decision 1781/QD-BCT are administrative procedures for granting/amending/re-granting licenses for transporting dangerous goods.

Accordingly, the procedure for granting a license to transport dangerous goods includes:

In case of granting a license to transport dangerous goods of type 1, type 2, type 3, type 4, type 9 by inland waterway: The dangerous goods transporter shall submit 1 set of documents requesting a license to transport dangerous goods as prescribed in Clause 1, Article 41 of Decree No. 65/2018/ND-CP; Clause 2, Article 18 of Decree No. 34/2024/ND-CP or Clause 2, Article 15 of Decree 161/2024/ND-CP to the agency granting the license to transport dangerous goods.

In case of direct submission of documents: The Department of Industrial Safety Techniques and Environment (DOST) will handle administrative procedures to check the document components; in case the document components are incomplete or incorrect, instructions will be given to complete the document according to regulations.

In case of submitting documents via postal service or online public service system: within no more than 1 working day from the date of receiving the documents, the Department of Food Safety shall review the completeness. If the documents are not complete according to regulations, the Department of Food Safety shall notify in writing or through the online public service system to the organization or individual to supplement and provide instructions on completing the documents according to regulations.

Within 5 working days from the date of receiving a complete and valid dossier as prescribed, the Department of Food Safety shall issue a dossier appraisal license and a license for transporting dangerous goods according to the form in Appendix VII or Appendix VIII attached to Decree No. 161/2024/ND-CP; in case the license is not granted, the licensing authority must respond in writing or notify via the online public service system and clearly state the reason.

In case of granting a license to transport dangerous goods of type 1, type 2, type 3, type 4, type 9 on railway: The person hiring to transport dangerous goods or the business enterprise providing dangerous goods transport (authorized by the person hiring to transport dangerous goods) prepares 01 set of documents according to the provisions of Clause 1, Article 41 of Decree No. 65/2018/ND-CP to the agency granting the license to transport dangerous goods.

Within 3 working days from the date of receiving valid documents, the Department of Road Safety shall be responsible for issuing a License for transporting dangerous goods to the applicant; in case of refusal, a written response must be issued stating the reasons; in case the documents are invalid, within 2 working days, a written response must be issued and the applicant must be instructed to complete the documents in accordance with the provisions of Decree No. 65/2018/ND-CP.

If the information in the registration dossier is incorrect or the dangerous goods are transported in large quantities or are highly hazardous, the Department of Food Safety shall inspect the conditions for transporting dangerous goods of organizations and individuals according to the provisions of Decree No. 65/2018/ND-CP before issuing a license to transport dangerous goods. The time limit for inspection and issuance of a license to transport dangerous goods in this case is 5 days from the date of receipt of the dossier.
