The report at the conference stated that in the first 6 months of 2025, Hanoi City has performed well the function of state management on national defense, ensuring close connection between socio-economic development and strengthening military and national defense potential; focusing on effectively implementing the Central Committee's resolutions on the strategy of protecting the Fatherland, building defense areas and civil defense; advising the City Party Committee to summarize Program No. 09 on "Strengthening national defense and security potential, maintaining political security and social order and safety in the city for the period 2021 - 2025" with many contents on national defense achieving and exceeding many set targets.

Units strictly followed the combat readiness regime, grasped the situation, promptly handled situations, and avoided being surprised; ensured absolute security and safety for more than 1,300 events of the Party, State, and Army taking place in the area; actively and proactively participated in preventing, combating, and overcoming more than 500 incidents, natural disasters, search and rescue, etc., contributing to minimizing damage to people and property.

The city has also implemented the military strategy planning in the city's defense area, closely coordinating with the functional agencies of the Ministry of National Defense and military units stationed in the area to resolve existing problems, difficulties and obstacles.

Directing the implementation of training,education and training tasks; mobilizing training, drills, checking the readiness to mobilize reserve soldiers and educating national defense and security for subjects according to the plan. Of which, 100% of the training targets for militia and self-defense forces were completed and 100% of the mobilization, training, drills, checking the readiness to mobilize reserve soldiers and reserve technical equipment were completed before the dissolution of the District Military Command; 100% of the recruitment targets for 2025 were completed.

Speaking at the conference, comrade Le Hong Son requested that in the coming time, agencies, units and localities of Hanoi need to focus on completing the arrangement and assignment of cadres for newly established units in the right positions, in accordance with regulations, with qualities, capacity and development prospects, ensuring smooth operations. Continue to focus on leading the dissemination and effective implementation of Resolution No. 8 of the Central Committee (term XIII) on the Strategy for National Defense in the new situation at all levels; perform well the function of State management on national defense; effectively mobilize resources to build a solid defense zone of the City in the new situation; maintain strict combat readiness to ensure security and safety during holidays, Tet, and important political events taking place in the area, especially during the time of the City Party Congress, the 80th National Day Celebration of the Socialist Republic of Vietnam.

Closely coordinate with agencies under the Ministry of National Defense, direct relevant departments, branches, units and localities to focus on solving key tasks; continue to deploy land allocation according to the proposal of the Ministry of National Defense.
