The Consulate General of Vietnam in San Francisco responds to and thoroughly grasps the country's historic administrative reform event.

Consul General Hoang Anh Tuan shared that through many historical milestones of the country, there has never been an administrative reform event as comprehensive, decisive and synchronous as this one.

June 30 will go down in Vietnam’s modern history as a revolutionary milestone in the reform of administrative institutions, from a three-tier government model to a two-tier government. With 34 provinces and cities nationwide simultaneously announcing resolutions to merge and establish new administrative units, the whole country has entered a new era of development - streamlined, efficient, modern and close to the people.

At the Vietnamese Consulate General in San Francisco, the atmosphere on June 30 was very special. All staff members spent time watching the live news from VTV , listening to every important moment of the ceremony announcing major decisions of the Central and local governments. The attentive eyes and applause resounded with emotion and pride.

Speaking immediately after the live broadcast, Mr. Hoang Anh Tuan, Consul General of Vietnam in San Francisco, emotionally said: “I have experienced many historical milestones of the country, but there has never been an administrative reform event as comprehensive, decisive and synchronous as this one. This is not only a step to change the organizational structure, but also an affirmation of the strategic vision, development aspirations and strong innovation spirit of the Party and State. Our Consulate General is committed to further strengthening information, propaganda and connecting overseas Vietnamese, so that overseas Vietnamese can turn to their homeland and join hands to build a strong and modern Vietnam.”

Mr. Le Duc Trung, Deputy Consul General, expressed his belief that the two-tier government model will create a fundamental change in the quality of governance, promote administrative procedure reform, and especially increase people's trust. As a bridge between the domestic and foreign countries, the representative office will actively introduce this new model to US partners and the international community as a vivid demonstration of Vietnam's determination to reform.

Dr. Pham Huong Son, Consul, seconded officer of the Ministry of Science and Technology, emphasized the technical and innovative aspects: “We are witnessing the largest-scale administrative restructuring ever.

What is special is that the merger did not cause disruption but was organized methodically, transparently, and carefully prepared. The application of information technology and digital data will help the two-level government operate effectively, smoothly, and aim to serve the people and businesses in a practical way."

This historic event not only excited the people in the country, but also touched the hearts of the Vietnamese community in the US. Through quick exchanges conducted by the Consulate General, many overseas Vietnamese expressed their emotions, pride and great expectations for the future of the country.

Mr. Dinh The Hoa, a Chinese businessman living in Sacramento, California, shared: “I have lived in the US for over 40 years and understand the state-level administrative system very well. I understand very well the value of streamlining the apparatus. When I heard that Vietnam was implementing a two-tier model, I was really happy. This is a strong step, proving that Vietnam is proactively integrating and reforming towards modernity. My family and I will continue to invest and connect to contribute to our homeland.”

From San Jose, California, Mr. Vo Khac Hung, a former engineer working in San Jose, now retired, expressed: “I could not hide my emotion when watching the announcement ceremony on VTV. The new names, the new administrative maps… made me think of a Vietnam that is changing every day. I hope that after the organization will come action. The two-level government must be truly close to the people, for the people. Only then will the reform be truly successful.”

Mr. Nguyen Hien, owner of a large construction company in the San Jose area, said: “Administrative change is necessary. Don’t let a country of 100 million people be burdened with a cumbersome, bureaucratic apparatus. I welcome the determination of the Party and the State and hope that the new authorities will step up support for small and medium-sized enterprises, creating momentum for startups and innovation.”

From Westminster, California - where a large Vietnamese population lives - Ms. Nguyen Lan Anh, a community activist, said: “The event of June 30, 2025, to me, is an administrative festival for all people. I hope that schools in Vietnam will teach students about the meaning of this reform, so that the younger generation will have more confidence and responsibility towards the Fatherland. If possible, I will organize a small discussion in the Vietnamese community here to introduce the two-tier government model of my homeland.”

Mr. Nguyen Phong, a real estate and seafood businessman in Orange County, highly appreciated the digital factor: “When following the reform in Vietnam, I realized that this is not just a geographical merger, but an opportunity to standardize the database and promote e-government. Once the data is unified and the process is clear, management efficiency will skyrocket. I hope to contribute my expertise to the new provinces and cities in my hometown.”

In San Francisco, engineer Nguyen Hung expressed: “After the merger, I hope that senior leaders and the State will pay more attention to overseas Vietnamese, creating favorable conditions for us to invest and develop our homeland. At the same time, it is necessary to create a clear legal corridor so that people can easily obtain Vietnamese nationality in accordance with the spirit of the amended Nationality Law.”
