Da Nang: Maintain allowances for more than 1,300 part-time workers

On the morning of August 12, at the 2nd session (special session) of the 10th term People's Council of Da Nang City, term 2021-2026, delegates approved Document No. 29/TTr-UBND on the total number and allowance levels for non-professional workers in communes and wards in the area.

According to the report, the total number of non-professional staff assigned by the provincial People's Council is 3,961 people. The total number of non-professional staff present at the provincial and communal administrative units is 3,289 people.

As of July 1, 2025, Da Nang City has 1,335 part-time workers assigned to work in communes and wards.

The People's Committee of Da Nang City proposed to uniformly apply the monthly allowance according to Resolution No. 99/2023/NQ-HDND of the People's Council of Da Nang City (before the merger) for non-professional workers who continue to work until May 31, 2026. This regulation is to ensure compliance with the Law on Promulgation of Legal Documents amended in 2025, allowing temporary application of current documents until the issuance of new regulations.

In the audit report, the Legal Committee of the Da Nang People's Council agreed on the number of 1,335 people but proposed to keep the allowance level according to the previous administrative unit to ensure benefits. Accordingly, those working in communes and wards of Da Nang (formerly) shall apply Resolution 99/2023/NQ-HDND; those in the former Quang Nam shall apply Resolution 12/2023/NQ-HDND, until May 31, 2026.

The Legal Department also noted that the actual allowance level received under Resolution 12/2023/NQ-HDND (Quang Nam) is currently higher than Resolution 99/2023/NQ-HDND (Da Nang) for some groups of subjects, so keeping the old calculation method will ensure fairness and avoid reducing income during the transition period.

At the meeting, delegates proposed flexible application, not setting a fixed support distance for all cases, but based on the characteristics of each locality and the actual distance between communes after the merger to determine a reasonable support level; because in reality, many officials still have to temporarily stay at people's houses, acquaintances' houses or in empty rooms of the old agency.
