The Ho Chi Minh City People's Committee has just issued a plan to survey, evaluate, guide, and remove difficulties in the process of arranging commune-level administrative units, operating the 2-level local government model in phase I and key tasks in phase II.
The Ho Chi Minh City People's Committee will survey and comprehensively evaluate the direction, leadership and management in the process of implementing the arrangement of commune-level administrative units and the operation of the two-level local government model in 168 wards, communes and special zones in Ho Chi Minh City.
The survey and assessment will be conducted in early August 2025, focusing on 9 groups of contents. Specifically, the work of building working regulations of the People's Committees of wards, communes, and special zones (hereinafter referred to as the People's Committees at the commune level); organization of the apparatus, personnel consolidation; establishment of specialized departments, public administrative service centers, and public service units under the People's Committees at the commune level.
Assess the implementation of key local programs, projects and schemes when arranging administrative units and implementing two-level local government. Resolve policies and regimes for cadres, civil servants, public employees, part-time workers at the commune level, and contract workers when organizing two-level local government in phase 1.
Along with that, evaluate the arrangement of headquarters, facilities, equipment, technical infrastructure of the People's Committee at the commune level, the public administrative service center; the settlement of administrative procedures according to the requests of people and businesses in the area. The transmission system of the public administrative service center; the issuance of digital signatures to officials and civil servants authorized to receive and handle records of specialized departments and public administrative service centers under the People's Committee at the commune level. The preparation of necessary conditions for the successful organization of party congresses at all levels for the 2025-2030 term.
The survey and assessment aims to promote the achievements of 168 wards, communes and special zones in proactively coordinating with specialized agencies under the City People's Committee to complete the implementation of administrative unit arrangement and operation of the 2-level local government model in phase 1. At the same time, prepare to establish 38 public administrative service centers according to the non-administrative boundary model on the basis of utilizing the headquarters of the district-level People's Committee (formerly).
In addition, promptly remove difficulties, guide the resolution of arising issues and proactively propose tasks that need to be focused on, in order to build a "streamlined - compact - strong - effective - efficient - effective" political system, improving the quality of service for people and businesses in Ho Chi Minh City.
