On the morning of June 26, General Secretary To Lam attended the groundbreaking ceremony for the project to build a temple to worship King Ngo Quyen at the Co Loa National Special Historical Relic Site (Co Loa Commune, Dong Anh District).

Delegates from Hanoi include: Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai; Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan and leaders of departments, branches and sectors.

Promoting cultural traditions

At the ceremony, Chairman of Dong Anh District People's Committee Nguyen Anh Dung said: In 938, under the righteous flag of hero Ngo Quyen, our army defeated the Southern Han army on the historic Bach Dang River. In the spring of Ky Hoi year 939, Ngo Quyen proclaimed himself King and established an independent state. Co Loa (Dong Anh) was once again chosen as the capital of Vietnam and this was an event of extremely special significance, officially ending 1,000 years of Chinese domination, opening an era of independence and autonomy for the nation, continuing the tradition of King An Duong Vuong's era, with the meaning of restoring national sovereignty.

Ngo Quyen has been honored by history as the founder of the Vietnamese nation.

Over the years, the Party, State, Party committees, authorities at all levels, and the people of Dong Anh have always respected, preserved, restored, embellished, and promoted the values ​​of cultural heritage, and always wished to have a temple to worship King Ngo Quyen and a Heritage Park at the Co Loa Special National Relic Site - a place to forever remember, honor, and show gratitude to King An Duong Vuong, King Ngo Quyen, and their ancestors so that people across the country can respectfully offer incense in memory, organize King-proclaimed festivals, and promote historical education and cultural traditions.

To pay respect and commemorate the hero who, together with the generals and people, made the resounding victory of Bach Dang, opening an era of long-term independence and autonomy with a brilliant continuation until today, Dong Anh district proactively proposed and was approved by the Prime Minister to choose the location and site to build a temple to worship King Ngo Quyen. At the same time, the Hanoi People's Council approved the investment policy with the construction location at the land plot coded L-04 in the core zone of the Co Loa National Special Relic Site.

The project to build the temple of King Ngo Quyen, started construction on a total land area of ​​about 6,180m2 . Of which, the land area for building internal traffic roads around the project and the area for connecting technical infrastructure is about 980m2 ; the temple construction area is about 5,200m2 , including: the main temple, bell tower, drum tower, ceremonial gate, auxiliary items and technical infrastructure. The total investment is 298,402 billion VND, from the city and district budgets and socialized sources.

“The project aims to honor and pay tribute to King Ngo Quyen - the founder of the country; preserve, restore, and build the Co Loa Citadel Relic Site into a historical - ecological - humanistic park of the capital Hanoi; gradually complete the Master Plan for preserving, restoring and promoting the value of the Co Loa Citadel Relic Site. At the same time, link the development of heritage tourism with the cultural - spiritual space, creating a driving force to promote local socio-economic development; serve the spiritual needs, show gratitude to the roots of the people, contribute to educating the tradition of patriotism, national pride, and arouse the will to be self-reliant among the people”, emphasized Chairman of Dong Anh District People's Committee Nguyen Anh Dung.

Promote exploitation of tourism products

According to Chairman of Dong Anh District People's Committee Nguyen Anh Dung, the project was approved by the Hanoi People's Council for investment policy and approved for adjustment of investment policy in 2022. After two years (2022-2023) of conducting archaeological work along with consulting with experts and scientists, the traces and dimensions of the Citadel and the Fire Mound within the scope and boundary of the project were basically determined.

Accordingly, the location for the construction of the temple of King Ngo Quyen has been meticulously, methodically and scientifically determined, ensuring no violation of the original relic (citadel and moat); complying with the principle that the construction must not overlap the original relic according to the provisions of the Law on Cultural Heritage.

The project was appraised by the Ministry of Culture, Sports and Tourism on April 4, 2025 and approved by the City People's Committee on April 19, 2025.

After receiving comments from professional agencies, the design documents and construction drawings were completed, the project ensured the implementation of the preparation, submission and appraisal work on schedule, complete legal documents, compliance with investment regulations, and sufficient conditions to proceed with the selection of project contractors.

Emphasizing the importance of the project, Chairman of the District People's Committee Nguyen Anh Dung informed that according to the Hanoi City Tourism Development Plan towards 2030 approved by the City People's Committee, the Co Loa Relic Site is a tourist center located in the Van Tri - Co Loa Tourism Cluster and is identified as an important cultural tourism product that needs to be focused on research and investment for development. Therefore, the commencement of construction of the temple to worship King Ngo Quyen is not only consistent with the approved planning orientation, but also has great significance, contributing to creating momentum for economic and tourism development for Dong Anh district in general and the Co Loa Special National Relic Site in particular.

In order for the project to build the temple of King Ngo Quyen to be completed soon, ensuring the correct design, expertise, quality, and meeting the aspirations of the people in the district, Chairman of the District People's Committee Nguyen Anh Dung requested the investor - the District Construction Investment Project Management Board, the joint venture contractor for the project to build the temple of King Ngo Quyen, and related units to focus the highest level of human resources and equipment to speed up the construction progress, ensuring the technical, aesthetic, quality, and safety goals. At the same time, the Party Committee, the government, and the people of Co Loa commune must join hands, contribute, and create all favorable conditions for the project to be implemented according to the plan, schedule, and ensure the safety and quality as set out.
