80 years of the Home Affairs sector: Building a strong administration, serving the Fatherland and the People

(Chinhphu.vn) - On August 27, the Ministry of Home Affairs solemnly held the Ceremony to celebrate the 80th anniversary of the founding of the Ministry of Home Affairs (August 28, 1945 - August 28, 2025) and the First Patriotic Emulation Congress (2025-2030).

Attending the ceremony were General Secretary To Lam; Former National Assembly Chairwoman Nguyen Thi Kim Ngan, Head of the Central Organizing Committee Le Minh Hung; Head of the Central Internal Affairs Committee Phan Dinh Trac; Permanent Deputy Prime Minister Nguyen Hoa Binh ; Permanent member of the 14th Party Congress Document Subcommittee Nguyen Van Nen; Minister of National Defense, General Phan Van Giang; Minister of Public Security, General Luong Tam Quang; Chief of the Party Central Committee Office Le Hoai Trung; Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; Deputy Prime Minister Le Thanh Long; Vice Chairman of the National Assembly Nguyen Khac Dinh; Vice Chairman of the National Assembly Nguyen Thi Thanh.

The event was also attended by former leaders of the Party and State; leaders and former leaders of departments, ministries, branches and organizations at the central and local levels; Ministers and former Ministers of the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs through the periods; representatives of diplomatic agencies and international organizations; along with a large number of civil servants, public employees, workers and typical advanced delegates of the Ministry of Home Affairs.

This is a meaningful event for the Home Affairs sector to review its glorious 80-year journey and pay tribute to generations of leaders, cadres, civil servants, public employees, and workers in the Home Affairs sector; confidently and proudly stepping into a new era with the aspiration to contribute to a strong and prosperous Vietnam.

Exactly 80 years ago, on August 28, 1945, President Ho Chi Minh signed the proclamation establishing a provisional government consisting of 13 ministries; including, along with the Ministry of Home Affairs, the Ministry of Labor, the Ministry of Social Relief, the predecessor of the Ministry of Home Affairs and the Ministry of Labor - Invalids and Social Affairs, so that on the special historical day of March 1, 2025, the merger of the two ministries created the crystallization, convergence, and further embellishment of the glorious tradition of the Ministry of Home Affairs today.

Bold and prominent marks

Delivering a speech at the ceremony, Minister of Home Affairs Pham Thi Thanh Tra emphasized that over the past 80 years, the Ministry and the Home Affairs sector have gone through historic moments of "hanging by a thread" with the country since the founding of the country; experienced two long-term resistance wars of the nation, made efforts to heal the wounds of war after the unification, and joined the nation in the renovation process, promoting industrialization, modernization of the country and international integration.

The Ministry and the Home Affairs sector are proud to have made important efforts to contribute to the great, historical and epochal achievements of the country with bold and outstanding marks.

Firstly, shouldering the historical mission of contributing to protecting the young revolutionary government, building a resistance government, nation building, and fighting for independence, freedom, and national unification.

Second, advising on building a unified state administration nationwide and making an important contribution to the cause of innovation, industrialization, and international integration.

Third, advise on the successful implementation of the revolution to streamline the apparatus, creating a new look and new driving force for the state administrative system from central to local levels .

The Ministry and the entire sector shoulder the historic mission of advising on the reorganization of the state administrative apparatus and the reorganization of administrative units at all levels based on the inheritance of achievements and experience in reorganization of the apparatus through the periods, the assistance and coordination of the Central Organizing Committee, especially from 2018 to present. In particular, in 2025, the Government will be truly streamlined with 14 Ministries, 3 ministerial-level agencies, and 5 agencies under the Government.

At the local level, from 63 provinces and centrally run cities, they were reorganized into 34 provinces and centrally run cities; from 11,160 commune-level administrative units (in 2020), after 2 reorganizations, up to now, the commune level has 3,321 units, opening up new development space; organizing a 2-level local government model, creating a foundation for a government close to the people, close to the people and serving the people better; creating a historical breakthrough, changing the mindset and vision of creation, developing with the country firmly entering a new era, an era of strength and prosperity.

Fourth, building a civil service system serving the Fatherland and the People. From Decree No. 76/SL in 1950 of the President on the Civil Service Regulations to the Ordinance on Cadres and Civil Servants and now the Law on Cadres and Civil Servants is a journey of breakthrough thinking about organizing civil service and the civil service system.

Fifth, promoting the tradition of "remembering the source of water", taking care of people with revolutionary contributions, affirming the superiority of our regime. From Decree 20 of 1947 promulgating the "disability pension" regime for war invalids, policies for families of "martyrs", the movement to welcome war invalids back to their villages in 1951, to the Ordinance on preferential treatment for people with meritorious services is a big step forward in perfecting the regime and policies for people with revolutionary contributions.

Thereby, special care has been taken for the material and spiritual life of over 9.2 million people with revolutionary contributions, including more than 1.2 million martyrs, nearly 140,000 Vietnamese Heroic Mothers, more than 600,000 wounded and sick soldiers, along with millions of people who are relatives of martyrs, revolutionary activists, resistance fighters, imprisoned by the enemy, or exposed to toxic chemicals... The "Repaying gratitude" movement has become a spiritual value and cultural trait of gratitude of the Vietnamese people, spreading widely throughout society towards those who have contributed to the country.

Sixth, build and promote the role of labor and employment, create a solid foundation, and the creative subject is the lasting strength of the nation.

Seventh, the system of salary and social insurance policies is increasingly improved, creating a solid foundation for progress and social justice through each revolutionary stage.

Eighth, the patriotic emulation movement has become a driving force, encouraging the entire people to unite, join hands, and make great achievements through revolutionary periods.

General Secretary To Lam and Minister Pham Thi Thanh Tra and delegates visited the exhibition space marking 80 years of formation and development of the Ministry of Home Affairs.

According to Minister Pham Thi Thanh Tra, in the past 80 years, regardless of the period or difficult circumstances, although the functions, tasks, organizational structure and name have changed according to the requirements and revolutionary tasks of each period, under the leadership of the Party and the State, the Home Affairs sector has always excellently completed all tasks entrusted to it by the Party, the State and the People.

The sector has always been a pioneer in institutional creation, building the foundation for a strong state administration and a progressive, equitable society; pioneering and centralizing on the administrative reform front, unlocking resources for development; building a team of cadres, civil servants and public employees with the goal of contributing to "planting trees and cultivating roots" for the revolutionary cause, building a system of salary and social security policies, caring for people with revolutionary contributions, creating a sustainable and developing labor market, making a very important contribution to the great achievements of the country today.

"The great achievements gained over the past 80 years, along with the position and stature that have been affirmed, are extremely valuable assets and a fulcrum for the future development of the Home Affairs sector," Minister of Home Affairs Pham Thi Thanh Tra emphasized.

Together with the country to realize great aspirations, the Ministry of Home Affairs will continue to perfect the synchronous and interconnected institutional system with the spirit of institutional breakthroughs, paving the way, leading the sectors of the industry, meeting the requirements of development and international integration; building a modern and effective national governance; consolidating and enhancing the achievements of the apparatus streamlining revolution, ensuring that the two-level local government serves the people and builds and develops the country; strongly and effectively reforming the civil service and civil servant regime.

Advise on building a society that is always progressive, fair and humane; advise on reforming wage policies to create motivation to improve labor productivity and the quality of life of workers. Focus on perfecting a multi-layered, modern, inclusive and sustainable social security system; develop a flexible, modern and integrated labor market; pay the deepest attention, with specific policies and promote good traditions so that the whole society can take better and better care of people with revolutionary contributions; pioneer in synchronously and effectively implementing key tasks, breakthroughs in science and technology, innovation, digital transformation, contributing worthily to the development of the country.

The Minister called on each cadre, civil servant and public employee of the Home Affairs sector to promote the glorious 80-year tradition, unite, join hands and be of one mind to continue writing glorious pages of history, and together with the country firmly step into a new era, an era of wealth, power, prosperity, civilization and happiness.

At the ceremony, the Ministry of Home Affairs was honored to receive the First Class Labor Medal for its outstanding achievements in advising on the implementation of the reorganization of the state apparatus, administrative units at all levels, and the organization of the two-level local government apparatus, contributing to the development of the country.
