Urgent Storm News (Storm No. 3) - News broadcast at 2:00 a.m. on July 22

Due to the influence of storm No. 3, many coastal and inland areas have strong winds, Bach Long Vi level 10, gust level 12; Co To level 8, gust level 11; Cat Ba level 6, gust level 8; Cua Ong level 9, gust level 12; Bai Chay level 8, gust level 9; Mong Cai, Tien Yen, Phu Lien, Quang Ha... have winds level 6-8, gust level 8-11. The plains and coastal areas of the North, Thanh Hoa, Nghe An have moderate to very heavy rain, with common rainfall of 50-100mm, in some places >130mm. At 01:00 on July 22, the center of the storm was at about 20.7°N; 107.7°E, 90km from Quang Ninh, 120km from Hai Phong. The strongest wind is level 10 (89–102km/h), gusting to level 13. The storm is moving in the West Southwest direction, at a speed of 10–15km/h.

On the sea :

• Northern Gulf of Tonkin: wind level 7–8, near the storm center level 9–10, gust level 13; waves 2–6m high; very rough seas

• Southern Bac Bo Gulf: wind level 6–7, near the storm center level 8, gust level 11; waves 2–4m high; rough seas

On land :

• Quang Ninh to Nghe An : wind level 7-8, near the storm center level 9-10, gust level 13

• Inland: Hai Phong, Hung Yen, Bac Ninh, Hanoi, Ninh Binh, Thanh Hoa wind level 6, gust level 7-8

• Winds of level 10–11 can cause tree falls, roofs to be blown off, and serious damage.

Flooding :

• Rise of 0.5–1.0m at the coast from Hung Yen – Quang Ninh

• Water level: Hon Dau 3.9–4.3m, Cua Ong 4.6–5.0m, Tra Co 3.6–4.0m

• High risk of flooding along coasts and river mouths on the afternoon of July 22

4. Recommendations

• High danger at sea: Tourist boats, fish rafts, aquaculture areas... absolutely no operation

• Coastal areas from Quang Ninh to Nghe An need to complete securing houses and evacuate people before July 22.

• Warning of heavy rain causing flooding, collapse, flash floods, landslides in mountainous and midland areas

• Be careful with extremely heavy rain >150mm/3h causing deep flooding, dangerous to people and property
