That is the direction of Ninh Binh Department of Tourism in a document sent to management boards of tourist areas and spots in the area on July 21.
According to the forecast of the National Center for Hydro-Meteorological Forecasting on July 21, storm No. 03 is approaching the Northern Gulf of Tonkin with winds of level 10-11, gusting to level 14. The storm is moving in the West - Southwest direction, at a speed of 15-25 km/h, and may continue to strengthen. It is expected that in the afternoon - evening of July 21, the storm will enter the Gulf of Tonkin, then make landfall in the Northern provinces to Nghe An on July 22.

Based on the complicated developments of storm No. 3 (WIPHA) and the forecast of heavy rain and strong winds that are likely to directly affect Ninh Binh province in the coming days. In order to ensure absolute safety for tourists and workers, the Department of Tourism requests: Temporarily suspend all activities of welcoming tourists by inland waterway vehicles at all tourist areas and spots in the province from 1:00 p.m. on July 21, 2025 until further notice.
The Management Board of tourist areas and spots proactively notifies tourists and travel agencies, provides instructions on safe travel plans, and coordinates with authorities to deploy safety measures at wharves and yards. Watercraft operators organize anchoring of ships and boats at safe locations; check life-saving equipment, and be ready to coordinate rescue when requested.
The Department of Tourism requests units to seriously implement this to ensure absolute safety for residents and tourists.
