Speaking at the meeting and gift-giving ceremony for meritorious people at the 27/7 historical relic site on the morning of July 20, in Dai Phuc commune ( Thai Nguyen province), National Assembly Chairman Tran Thanh Man suggested that Thai Nguyen province continue to join hands, unite, focus resources, effectively implement policies for meritorious people, promote social security work, and sustainably reduce poverty, especially in ethnic minority areas.
On this occasion, the National Assembly Chairman and members of the delegation offered incense at the National Historical Site of July 27; presented many gifts to people with revolutionary contributions, relatives of martyrs, etc.
The 27/7 National Historical Site is located in Ban Co residential area, Dai Phuc commune (old). Here, on July 27, 1947, a solemn rally was held with 300 cadres, soldiers and representatives of local people to listen to the announcement of Uncle Ho's letter recognizing the birth of National War Invalids and Martyrs Day. The site was inaugurated on July 27, 1997 and has undergone three restorations and embellishments to date.
National Assembly Chairman Tran Thanh Man, delegates in the Delegation and the Secretary of Thai Nguyen Province witnessed the donation of funds to remove 80 temporary and dilapidated houses for meritorious people in the province.
The National Assembly Chairman visited and presented gifts to heroic Vietnamese mother Ta Thi Tran, whose husband was Ta Van Lien - a martyr fighting against the French and whose son was martyr Nguyen Xuan Huong who died in 1978 in the former Tay Ninh province.
Speaking at the 27/7 historical relic site, on behalf of the Party, State and National Assembly leaders, the National Assembly Chairman respectfully commended and acknowledged the spirit of overcoming difficulties and the great contributions of comrades and families of people with meritorious services to the revolution; highly appreciated Thai Nguyen's efforts in socio-economic development associated with caring for people with meritorious services.
Mentioning that besides the positive results achieved, we are still troubled and troubled, when there are still many war invalids, sick soldiers, and many families who have not fully enjoyed the preferential treatment of people with meritorious services... National Assembly Chairman Tran Thanh Man suggested that Thai Nguyen province continue to implement well the policies for people with meritorious services, promote social security work, and sustainably reduce poverty, especially in ethnic minority areas.
The National Assembly Chairman called on and requested all levels, sectors, and the business community to continue joining hands to care for and support the material and spiritual lives of war invalids, sick soldiers, relatives of martyrs, and people with revolutionary contributions.
The National Assembly Chairman commended the results that the new Thai Nguyen province has achieved after the merger; with the strong direction of the entire political system, the province is focusing on supporting the completion of 235/235 households of people with revolutionary contributions and relatives of martyrs (to be completed before July 27, 2025 according to the direction of the Prime Minister).
According to the report, Thai Nguyen province maintains the care and support of Vietnamese heroic mothers; 100% of communes and wards do a good job in caring for war invalids and martyrs. The whole province has 98.7% of policy households with meritorious people having an average or higher standard of living. Monthly preferential allowances are paid to over 21,000 people, with a total budget of over 860 billion VND/year.
In the period of 2020-2024, the whole province mobilized to build a Gratitude Fund at all levels with an amount of over 32 billion VND; many families of meritorious people have been actively contributing to the cause of building a rich and beautiful homeland, contributing to maintaining local security and order.
“The province needs to continue to launch emulation movements, join hands and hearts, care for people with meritorious services, policy families, the poor, escape poverty sustainably, improve material and spiritual life, for the common development of the province,” the National Assembly Chairman stated.
The key content emphasized by the National Assembly Chairman: On June 30, 2025, the whole country synchronously organized the Ceremony to announce the Resolution and Decision of the Central and local governments on merging provincial and commune-level administrative units and ending the operation of district-level administrative units.
According to the assessment, Bac Kan and Thai Nguyen provinces were previously merged into one province called Bac Thai. Therefore, the merger of the two provinces is both a historical inheritance and a major policy of the Central Government to open up new development space, combining the solid industrial foundation of Thai Nguyen with the agricultural, forestry and tourism potential of Bac Kan to create new momentum, promoting faster and more sustainable development.
The National Assembly Chairman highly appreciated the new Thai Nguyen province's determination and urgency in arranging and organizing the apparatus.
Through the report, the provincial leaders said that in the first 3 weeks after the arrangement, the agencies in the political system have been responsible, actively organized the implementation, overcome many difficulties and problems, ensuring the new apparatus operates smoothly, serving the people.
The National Assembly Chairman acknowledged and commended the recent results of the province's contribution to maintaining a very positive socio-economic development situation in recent times, especially in the first 6 months of 2025.
On this occasion, the National Assembly Chairman requested Thai Nguyen to continue to lead and direct the strict implementation of resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat, especially Conclusion No. 177 dated July 11, 2025 and No. 178 dated July 17, 2025.
In particular, urgently complete the positions of Party committees and authorities, supplement cadres of specialized agencies, especially the positions of Secretary and Chairman of the People's Committee at the commune level that are still lacking, to be completed before July 25, 2025; reasonably allocate the staff at the commune level, ensuring suitability and meeting the requirements of the tasks at the grassroots level; arrange human resources and cadres with expertise and skills in various fields at the commune level.
In the coming time, the implementation of the province's tasks will be of interest to all levels and sectors: Directing the development and promulgation of complete and entire working regulations of Party committees and subordinate Party organizations, ensuring the leadership role and good coordination between agencies and units, especially at the end of the Party delegation and Party executive committee activities; increasing investment in facilities and human resources to ensure the Public Administration Service Center operates synchronously, smoothly and effectively.
The National Assembly Chairman requested that the locality urgently complete documents for the Provincial Party Congress, successfully organize Party Congresses at all levels, towards the Thai Nguyen Provincial Party Congress for the 2025-2030 term.
Reported data shows that Thai Nguyen province's GRDP growth rate (after reorganization) reached a fairly high level of 6.61%; the province's State budget revenue (after reorganization) reached more than 13,448 billion VND, domestic revenue reached more than 11,839 billion VND, a high increase compared to the same period last year.
The industrial, trade and service sectors continue to develop. Many key infrastructure projects are being vigorously implemented. The agricultural and tourism sectors are being focused on. The construction of new rural areas has achieved important results, contributing to improving people's lives.
The province has implemented social policies synchronously and effectively: The total number of poor households in Thai Nguyen province in 2024 is 6,938 households, the poverty rate is 2.04%. Before the merger, Thai Nguyen had completed support for 1,974 households to eliminate temporary houses, dilapidated houses, support housing for people with revolutionary contributions, and relatives of martyrs, reaching 100%; reaching the target 8 months ahead of schedule compared to the Government's request. The total number of poor households in Bac Kan province in 2024 is 16,123 households, the poverty rate is 19.46%. Bac Kan before the merger completed 4,595/4,979 households, reaching 92.28%.
