On July 21, the northern provinces mobilized maximum human and material resources, preparing many response plans for storm No. 3. Deputy Prime Minister Tran Hong Ha requested to prepare the highest plan to minimize damage.

According to the National Civil Defense Steering Committee, to respond to storm No. 3 (Wipha), the Ministry of National Defense mobilized 346,210 officers and soldiers (114,120 soldiers; 232,090 militiamen); 8,200 vehicles of all kinds (5,061 cars; 216 ships; 2,295 boats and canoes; 623 special vehicles; 5 airplanes).

Regarding the work of counting ships and boats, the Border Guards of provinces from Quang Ninh to Dak Lak coordinated with localities and families of ship and boat owners to notify, count, and guide 54,300 vehicles/227,194 people about the developments and direction of storm No. 3 so that they could proactively move around and escape from dangerous areas.

On July 21, implementing the Prime Minister's Official Dispatch No. 117 and Official Dispatch No. 4181 of the General Staff of the Vietnam People's Army on proactively responding to storm No. 3, the Department of Rescue and Relief continued to urge military units to strictly maintain duty; grasp the situation and direction of the storm, and prepare forces and means to promptly and effectively respond to incidents, natural disasters, and search and rescue.

The Border Guard Command directed the Border Guard Commands of provinces and cities to coordinate with local authorities from Quang Ninh to Dak Lak to actively and proactively deploy response work for storm No. 3.

The Vietnam Coast Guard has organized to thoroughly grasp and implement the instructions of all levels on the prevention of storm No. 3. Lieutenant General Le Quang Dao, Commander of the Vietnam Coast Guard, requested that units directly affected by storm No. 3 absolutely must not be subjective, be ready and best prepare conditions to proactively prevent, combat and overcome the consequences caused by storms and heavy rains according to the motto "4 on-site", "3 ready", "5 proactive".

Ninh Binh recommends people not to go out from noon on July 22.

According to Thanh Nien , at around 3 p.m. on July 21, heavy rain began to fall in the coastal areas of Ninh Binh province, and the wind began to get stronger. "When I received news of storm No. 3, I proactively brought my boat back yesterday morning to avoid danger. I tied 3-4 ropes to the boat to avoid strong winds when the storm arrived," said Mr. Pham Van Long (fishing boat owner). Many fishermen also brought their fishing boats to the mainland to avoid damage.

In Hai Tien commune, many shops have closed, shop owners are rushing to move valuable assets to safety before storm No. 3 makes landfall. Also on the afternoon of July 21, Nam Dinh ward (Ninh Binh) deployed the evacuation of more than 1,000 residents in apartment buildings and dilapidated houses to safety before 7 p.m.

On the evening of July 21, Mr. Tran Anh Dung, Vice Chairman of Ninh Binh Provincial People's Committee, signed an urgent dispatch requesting agencies and departments in the whole province to deploy emergency response to storm No. 3. Accordingly, it is necessary to closely monitor the situation and maintain readiness of forces, means, equipment, and implement the "4 on-site" motto to proactively prevent and promptly overcome situations when they occur. Coordinate with military and police forces to continue to review and prepare plans to evacuate to safe places for households living in weak houses, temporary houses, low-lying areas along rivers and coastal areas at risk of landslides and deep flooding due to the impact of storms and floods, ensuring absolute safety for people's lives.

In addition, support food, food, and medicine for people at evacuation points. Propaganda to limit people from going out during the time the storm makes landfall (from noon on July 22).

Bring fishermen ashore, set up tents ready to evacuate people

In Quang Ninh province, the provincial armed forces mobilized 1,228 officers and soldiers along with 27 cars of various types, 10 ships and 32 boats, ready to be on duty 24/7 at key locations, areas at risk of landslides, flooding or strongly affected by storms.

The joint force from Military Region 3 provided 1,435 officers and soldiers along with 41 cars, 8 ships, 27 boats and 6 special vehicles. The units were in position, maintaining peak duty, ready to move when ordered.

In Van Don special economic zone, 374 fishing boats have been brought to safe waters and storm shelters. In Co To special economic zone, local authorities have completed the task of calling boats to shelters, arranging 44 trips to bring 8,850 tourists safely to shore.

In addition, the Co To special zone government has also issued a notice to temporarily suspend swimming, island tours and all water activities in the entire Co To special zone from 6:30 a.m. on July 20.

Quang Ninh Provincial People's Committee requested people on cages and rafts in Van Don to safely return to shore before 10:00 a.m. on July 21. Each raft is only assigned one person to be on duty to ensure safety during the storm. The anchoring of ships and boats at storm shelters must be strictly followed to avoid collisions, drifting, causing damage to property and aquaculture products.

In Thanh Hoa province, many communes in mountainous areas have built bamboo and reed huts with tarpaulin roofs to evacuate or prepare to evacuate people in areas at high risk of landslides when heavy rains continue.

In Na Meo commune, the local government has set up 3 huts in an open area, nearly 1 km from Cha Khot village, ready to evacuate 14 households in the village, as these households are located in an area at high risk of landslides. In Trung Ha commune, the local government has also set up bamboo huts to evacuate 39 households with 168 people from Muong village to live because the location of the households' houses is in an area at very high risk of landslides.

Assessing that the impact of storm No. 3 will cause heavy and prolonged rain, on the afternoon of July 21, Mr. Mai Xuan Liem, Vice Chairman of Thanh Hoa Provincial People's Committee, held a direct and online meeting with 23 communes in the mountainous area of Thanh Hoa province to direct the work of preventing and combating landslides that endanger people's lives and property.

Prepare the best plan to minimize damage

On the morning of July 21, Deputy Prime Minister Tran Hong Ha directly inspected storm prevention work No. 3 in Hai Phong and Hung Yen.

According to Chairman of Hai Phong City People's Committee Le Ngoc Chau, this locality has 78 vulnerable points, including the dyke system, some old apartment buildings and constructions with high risk of being unsafe when storms occur. The authorities organized inspections, reviews, and at the same time, made plans to evacuate all residents in old apartment buildings with risk of being unsafe, resolutely not letting people stay in risky areas.

According to Mr. Chau, in the aquaculture cage area at sea, the police have taken a roll call of all people on the cages and organized them to go ashore; in case of non-compliance, the locality will enforce the law to ensure absolute safety for people.

In Do Son, due to the possibility of the area being isolated, based on experience from Typhoon Yagi (September 2024), the locality proactively established 5 working groups, with a total number of 28 - 30 people. The working groups are distributed in areas such as tourist areas, fishing ports and existing residential groups in the area, conducting screening of subjects and cases with a high probability of being affected by the typhoon.

Directing in Hai Phong, Deputy Prime Minister Tran Hong Ha noted that in the past, a district could have many communes, but now there is only one commune-level administrative unit with a larger scale, but the tasks and pressure depend greatly on the key points in the area. "Each commune has shock troops, but when another commune has an incident, all other communes must immediately support," the Deputy Prime Minister noted and requested the preparation of storm prevention and control equipment such as boats, means of transport, sandbags, rocks... concentrated from the beginning, ensuring that when an incident occurs, it can be handled on the spot, not being passive.

In Hung Yen, Provincial Party Secretary Nguyen Huu Nghia said that for key projects such as Thai Binh 1 and Thai Binh 2 Thermal Power Plants and several large projects under construction, the province has directed the activation of storm prevention and control plans at the highest level. All unfinished construction items have been requested to temporarily stop operations, equipment, machinery, and construction materials have been collected and moved to safe places to minimize damage caused by strong winds, heavy rains, and flooding.

Deputy Prime Minister Tran Hong Ha highly appreciated Thai Thuy's way of organizing the shock force according to the "extended commune" model. Instead of just organizing a general shock force, the commune government established 21 shock teams corresponding to 10 villages, ensuring that each village has a force directly participating in the response.

Deputy Prime Minister Tran Hong Ha noted that Hung Yen should pay special attention to the development of high tides coinciding with the storm's landfall, and have specific scenarios for each situation where the tide rises 4-5 meters, and requested that the response to storm No. 3 prepare the best plan to minimize damage.
