The National Center for Hydro-Meteorological Forecasting said that at noon on July 22, the center of storm Wipha was on land in the Van Ly area ( Ninh Binh ) with the strongest intensity near the center of the storm at level 8 (62-74km/h), gusting to level 9.

In the coming hours, the storm will mainly move in the West-Southwest direction at a speed of 10-15km/h. On land, coastal areas from Quang Ninh to Nghe An this afternoon will have strong winds of level 6-7, near the storm center level 8, gusting to level 10; inland areas of the provinces and cities of Hai Phong, Hung Yen, Bac Ninh, Hanoi , Ninh Binh and Thanh Hoa will have gusts of level 6-7.

Mr. Hoang Van Dai, Deputy Director of the National Center for Hydro-Meteorological Forecasting, forecasts that this afternoon the storm will continue to move southwest and gradually weaken into a tropical depression and then a low pressure area.

However, Mr. Dai said that the storm circulation continued to cause heavy rain in Nghe An and Thanh Hoa areas with common rainfall of 50-100mm, while the southern Son La and southern Phu Tho areas had rain of 30-70mm.

"With such continued rainfall, there is a high risk of flash floods, landslides, and localized flooding this afternoon and tonight, especially in the western areas of Thanh Hoa and Nghe An," said Mr. Dai.

In addition, the expert said that Nghe An and Thanh Hoa areas are experiencing heavy rain, rivers and streams are starting to form flood flows and will increase sharply.

The Deputy Director of the National Center for Hydro-Meteorological Forecasting recommends that during this time, people should limit their travel. If necessary, they should avoid going near rivers and streams and through spillways because floods can come quickly and it may be too late to respond.
