Rare electric "concave" area
Bich Dam residential group is located in Hon Tre island area, with nearly 900 people, people mainly earn their living by fishing. People's lives are very limited because this place still does not have national grid electricity. Every day, the generator on the island only generates electricity from 5pm to 9pm, enough electricity for evening activities and for children to study. During the day, to have electricity, you have to use batteries, through a converter to 220V electricity for use. This makes it impossible for services on the island to develop, and there are no conditions for production facilities to form. Seafood caught every day must be brought to the mainland immediately because there are no conditions for freezing.

Mr. Nguyen Hoa - former Head of Bich Dam Residential Group said: "For many years, we have been hoping to soon use grid electricity. If it is too far to pull the wire, the State can invest in wind power or solar power. Bich Dam has nearly 200 houses but none of them have refrigerators, ice still has to be brought from the mainland... just because there is no grid electricity. Electricity from generators has greatly changed the lives of the islanders, but if we want to develop further, we need a national grid like on the mainland."
Faced with the shortcomings of Bich Dam Residential Group, the Department of Industry and Trade has proposed to the Provincial People's Committee a plan to supply electricity to this residential area. In the long term, Bich Dam will be supplied with national grid electricity through Vinpearl Joint Stock Company's power line. However, currently, Vinpearl's transformer station is not enough to supply Bich Dam. Grid electricity supply will only be implemented after Vinpearl Joint Stock Company invests in an additional 110kV Vinpearl station and clears the land and directs the connection route to Bich Dam Residential Group. The investment and construction procedures will likely be prolonged.
Mr. Nguyen Sanh Duong - Deputy Director of the Department of Industry and Trade said that to solve the urgent needs of Bich Dam people, especially in the condition that this place was chosen to implement the community tourism development project, there needs to be a temporary power supply solution. Instead of the current 4 hours of electricity per day that people only have by generator, the department proposed the Provincial People's Committee to allow investment in more generators, increasing the number of power generation hours to 16 hours/day (from 7:00 to 23:00).
More fundamental solutions are needed.
After receiving the official dispatch from the Department of Industry and Trade, the People's Committee of Khanh Hoa province, before the merger, agreed on the policy of investing in 2 500kVA generators, building a power station operator to generate electricity 16 hours/day; assigned the People's Committee of Nha Trang City (Nha Trang ward after the merger) to urgently invest and put into effective operation the 2 generators in accordance with legal regulations, serving the power supply for Bich Dam Residential Group. Regarding the national grid power supply plan, the Provincial People's Committee requested Vinpearl Joint Stock Company to promptly invest in the construction of the Vinpearl 110kV transformer station according to the approved plan; support the implementation of site clearance, and direct the connecting power line to Bich Dam Residential Group.

However, after Khanh Hoa province was newly established, relevant departments, branches and localities realized that the electricity supply plan by generator was unsustainable and had many shortcomings and was costly. To meet the needs of Bich Dam residents as well as develop community tourism in a central ward of the province, it is necessary to soon have a national power grid system. Mr. Tran Xuan Tay - Chairman of Nha Trang Ward People's Committee said: "A residential group in Nha Trang without grid electricity for use really causes great difficulties for people in their daily lives. The minimum electricity needs for daily life of city residents such as air conditioners, refrigerators, fans, televisions, etc. are also not met. Children's studies and communication with the outside world are also limited to a certain extent".
According to Mr. Tran Xuan Tay, although the Provincial People's Committee previously directed Nha Trang to invest in 2 more large-capacity generators to increase the number of hours of electricity supply to 16 hours/day, this solution is not really effective and does not completely solve the problem. Besides, currently, the locality is developing community tourism in Bich Dam, using generators to generate electricity is even more inappropriate. For long-term development, Nha Trang ward recommends that the Provincial People's Committee soon have a direction to invest in the national grid system to supply electricity to Bich Dam, skipping the investment in generators to avoid wasting the budget and causing inadequacies in management.
According to Deputy Director of the Department of Industry and Trade Nguyen Sanh Duong, due to the recent merger and operation under the 2-level local model, some previous instructions on power supply for Bich Dam have not been implemented. Next week, the Department of Industry and Trade will issue a document requesting relevant units to specifically report on the implementation status. If any problems arise, the department will report to the Provincial People's Committee to find appropriate adjustments in the new situation. The provision of national grid power to Bich Dam Residential Group is really urgent, meeting the necessary conditions for local socio-economic development.
