Storm No. 3 circulation causes heavy rain

After making landfall in the North and North Central regions, storm No. 3 caused some damage, and its circulation caused heavy rain. From the night of July 22 to July 23, the storm entered the Upper Laos region and weakened into a low pressure area.

Storm center in Hung Yen - Ninh Binh to Thanh Hoa

According to Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, at noon on July 22, the center of storm No. 3 made landfall in the mainland areas of Hung Yen - Ninh Binh provinces, weakened from level 9 to level 8 and continued to move southwest to Thanh Hoa province.

As of 5 p.m. on July 22, storm No. 3 had not yet dissipated despite having moved deep into the mainland and existing at level 8, gusting to level 10, with the center of the storm located on the mainland of Ninh Binh - Thanh Hoa provinces. From the night of July 22 to July 23, the storm moved slowly in a West-Southwest direction, entering the Upper Laos region and gradually weakening into a tropical depression, then a low pressure area.

In Hanoi, people limited their trips out of fear of the storm. From morning to noon on July 22, Hanoi's weather was relatively calm, with light rain and calm winds; even in the early afternoon, many places suddenly became sunny. At around 3 p.m., dark clouds rolled in and the wind began to howl again, signaling that the storm's circulation was still very complicated.

In Co To special zone (Quang Ninh province), from the night of July 21 to the early morning of July 22, storm No. 3 accompanied by heavy rain swept through the area, causing widespread power outages. Authorities in the special zone promptly deployed backup generators at key locations.

Thanks to the proactive response, at 7:00 a.m. on July 22, Secretary of the Co To Special Zone Party Committee Le Ngoc Han emotionally announced: "Co To is safe from storm No. 3". In Van Don Special Zone, during the night of July 21 and early morning of July 22, storm No. 3 caused heavy rain and strong winds, at times reaching level 9-10. Preliminary statistics as of noon on July 22 showed that no casualties were recorded in the area; some trees were uprooted and broken on some roads and residential areas. In Quang Ninh province, a fishing boat capsized while taking shelter from the storm on the morning of July 22 in the Chanh River area (Quang Yen ward), the 4 crew members on board were brought safely to shore.

Central region: Floods rise, hundreds of households isolated

On July 22, Deputy Prime Minister Tran Hong Ha and a Government delegation inspected and directed the work of preventing and overcoming the consequences of storm No. 3 in Thanh Hoa province. Deputy Prime Minister Tran Hong Ha requested that after the storm passes, Thanh Hoa province urgently deploy timely and effective flood control and prevention work for urban areas, concentrated residential areas and agricultural production areas.

By around 2:00 p.m. on July 22, Thanh Hoa Province's functional forces had basically completed handling the Cung River dike landslide incident, passing through Hoang Chau Commune. Due to prolonged heavy rain, the Cung River dike collapsed at two locations in the Dong Den 2 culvert area. Thanh Hoa Province mobilized more than 200 officers, soldiers and people to urgently use bamboo stakes and soil bags to reinforce the dike body, preventing water from penetrating deep and causing the risk of the dike breaking. After the reinforcement, the forces continued to organize 24/7 vigilance, monitoring the developments.

In Dong Song area (Ba Thuoc commune, Thanh Hoa), flood water rose suddenly, isolating 11 households with 57 people. Meanwhile, in Nguyet An commune, rising water completely isolated 88 households with 385 people. In Hac Thanh ward, heavy rain caused many roads to be deeply flooded, some areas had water entering people's houses.

Pu Nhi Border Guard Station (Thanh Hoa Border Guard) coordinated with local authorities to urgently evacuate 92 households with 496 people in Un and Xi Lo villages (Muong Ly commune) out of areas at high risk of landslides and danger.

In Nghe An province, Mr. Vi Van Son, Chairman of Muong Tip Commune People's Committee, said that while inspecting the landslide scene on Provincial Road 543D through Xop Tip village, a group of commune police officers encountered a sudden landslide, fortunately everyone was safe. In Yen Hoa commune, the road to Tat and Xop Coc villages was deeply flooded, causing about 200 households with more than 900 people to be temporarily isolated. Local authorities urgently evacuated 70 households in Nhon Mai, Huu Kiem, and Tam Thai communes to safety.

On the afternoon of July 22, Mr. Mac Van Nguyen, Secretary of the Nhon Mai Commune Party Committee (Nghe An Province) said that a flash flood had just occurred in the area, causing heavy property damage and temporarily isolating several villages. Due to prolonged heavy rain, water from upstream poured into Khe Hy stream, causing a flash flood that lasted from about 11:00 a.m. to 2:00 p.m. the same day. The flash flood swept away a bridge and a house. Fortunately, the flash flood did not cause any human casualties.

By the evening of July 22, four villages were temporarily isolated because the bridge leading to these villages had been washed away. The commune authorities had urgently evacuated five households due to the high risk of landslides. All forces of Nhon Mai commune were on duty 24/7 to guard against possible bad natural disasters.

In Quang Tri province, the provincial Department of Irrigation and Natural Disaster Prevention said that a tornado occurred on the morning of July 22, causing 24 houses in La Lay and Huong Phung communes to collapse or have their roofs blown off. Border guards, commune police and local authorities have moved people whose houses collapsed to new homes. 23 houses with their roofs blown off are being urgently supported by functional forces to repair them. In Khe Sanh commune, 12 houses had their roofs blown off or had part of their roofs collapsed...

On the afternoon of July 22, the Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Environment) said that after making landfall in the Northern and North Central regions, storm No. 3 caused some damage. Of which, Nghe An province had 79 houses with their roofs blown off. About 107,000 hectares of rice were flooded, of which Ninh Binh alone was flooded with more than 74,000 hectares, Hung Yen 26,000 hectares and Thanh Hoa more than 7,000 hectares. Landslides and dike cracks have appeared in some places.

On the morning of July 22, Pa Thom suspension bridge in Thanh Yen commune (Dien Bien province) suddenly had one cable broken, causing a pickup truck carrying 3 commune officials to inspect storm prevention work and a local resident on a motorbike to fall into the Nam Nua river, passing through Pa Xa Lao village (Thanh Yen commune).

According to Mr. Phan Van Vuong, Deputy Chief of Office of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Dien Bien province, of the 4 victims, 2 were slightly injured, 2 were seriously injured, and are being treated at Dien Bien Provincial General Hospital.
