Digital talent will enjoy unprecedented incentives
Sharing at the press conference announcing information and new points of 5 laws consulted and chaired by the Ministry of Science and Technology (MOST) and approved by the National Assembly at the 9th session of the 15th term on the afternoon of July 7, Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry, said that high-quality digital technology human resources or digital technology talents will enjoy a series of preferential policies on residence, internationally competitive salaries, financial support and facilities for research and development, and be appointed to management positions without having to follow the planning or working years.
Answering a reporter's question about the criteria for determining high-quality digital technology human resources or digital technology talents, and from there, incentives for them, Mr. Nguyen Khac Lich said that the law stipulates that high-quality digital technology industry human resources are Vietnamese people, Vietnamese people living abroad, and foreigners who meet the criteria prescribed by the Government .
In particular, high-quality digital technology industry human resources who are foreigners will be granted a temporary residence card with a validity of 5 years and can be extended according to the law on entry, exit, transit, and residence of foreigners in Vietnam.
Spouses and children under 18 years of age of high-quality digital technology industry human resources who are foreigners are granted temporary residence cards with a duration corresponding to the duration granted to high-quality digital technology industry human resources, and are also facilitated and supported by local authorities and competent agencies in procedures when seeking jobs and enrolling and studying at educational and training institutions in Vietnam.
“High-quality digital technology industry human resources also enjoy personal income tax incentives according to the provisions of the law on personal income tax,” added the Director of the Department of Information Technology Industry.
To attract digital technology industry human resources in state agencies, the law has many untiring provisions such as human resources in organizations and enterprises who are Vietnamese citizens who wish to meet the criteria for high-quality digital technology industry human resources will be considered and decided to be accepted as civil servants and public employees without having to go through exams or selection.
This human resource is also considered for appointment to management positions without having to meet the conditions on working time, planning and other conditions according to regulations if the agency or unit has a need, and at the same time enjoys other State policies to attract, promote and treat high-quality human resources according to the provisions of law on cadres, civil servants and public employees.

In case civil servants and public employees have transferred to work at organizations and enterprises, meet the criteria for high-quality digital technology industry human resources, and wish to return to work as civil servants and public employees, they will be given priority to be accepted as civil servants and public employees.
In addition, they are assigned to jobs suitable to their expertise and profession, and enjoy benefits and policies on salary, allowances, civil servant ranks/professional titles of public employees and other benefits and policies equivalent to or higher than those previously enjoyed.
These cases will be considered as special cases when appointing leadership and management positions if the agency or unit has a need.
The Law on Digital Technology Industry officially takes effect from January 1, 2026.
In addition, high-quality digital technology industry human resources in digital technology organizations and enterprises are accepted for a limited period of work at state agencies or public service units based on the agreement of the heads of agencies, units and organizations and enterprises on the form of acceptance, working time, job position and benefits of the recipient, while ensuring the consent of the recipient.
Civil servants and public employees with capacity, professional qualifications and skills in digital technology are mobilized, transferred, and seconded to other agencies and organizations according to the provisions of law on cadres, civil servants and public employees.
In the case of digital technology talent, in addition to tax incentives and residency conditions, they also enjoy many other incentives such as enjoying special salary and bonus mechanisms that are competitive with salaries and bonuses in the world, and being given priority in recruitment, use, and appointment according to the law on cadres, civil servants, and public employees.
These experts will also be supported in terms of working environment, living space, housing, means of transportation, supported to participate in international cooperation activities on digital technology industry, supported financially and with facilities for research and development in the field of digital technology and honored and rewarded according to the provisions of law on emulation and reward.
“These are outstanding and unprecedented incentives to help Vietnam build a high-quality digital technology workforce to promote the digital technology industry in Vietnam,” Mr. Nguyen Khac Lich emphasized.
For more information, Deputy Minister of Science and Technology Bui The Duy said that the Ministry of Science and Technology is drafting decrees and circulars to guide the implementation of the Law on Digital Technology Industry so that units can easily implement it.
“There will be about 6 decrees and circulars clearly defining the criteria for identifying digital technology talents and high-quality digital technology industry human resources that will take effect simultaneously when the law takes effect from January 1, 2026. This will help ensure consistency in implementation; once the law takes effect, it will be implemented immediately, without having to wait any longer,” Deputy Minister Bui The Duy affirmed.
