Implement "4 promotions" and "3 pioneers" to achieve the goals of "ecological agriculture , modern countryside, civilized farmers" and "comprehensive, inclusive and sustainable poverty reduction".
The Government Office issued Notice No. 339/TB-VPCP dated July 1, 2025, concluding the Prime Minister Pham Minh Chinh at the National Conference summarizing the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction and the movement "The whole country joins hands to build new rural areas", the movement "For the poor - No one is left behind" for the period 2021-2025.
The program of new rural construction and sustainable poverty reduction has contributed to restructuring and developing the country's economy in a fast and sustainable direction.
The announcement stated that the two Programs (National Target Program on New Rural Development and National Target Program on Sustainable Poverty Reduction) have basically achieved and exceeded the assigned targets for implementation in the period of 2021-2025. Up to now, the whole country has 6,084/7,669 communes (79.3%) recognized as meeting new rural standards (an increase of 10.6% compared to the end of 2021 and basically completing the assigned targets for the entire period of 2021-2025); 2,567 communes (42.4%) met the advanced new rural standards (an increase of 2,064 communes compared to the end of 2021, exceeding the assigned target for the entire 2021-2025 period) and 743 communes (12.3%) met the model new rural standards (an increase of 700 communes compared to the end of 2021, exceeding the assigned target for the entire 2021-2025 period); the national average reached 17.5 criteria/commune (an increase of 0.5 criteria compared to the end of 2021).
At the district level, 329/646 district-level units (51%) nationwide have been recognized by the Prime Minister as having completed their tasks/met new rural standards (an increase of 116 units compared to the end of 2021, exceeding the assigned target for the entire 2021-2025 period). Among the districts that have met new rural standards, up to now, 48/240 districts (20%) have been recognized by the Prime Minister as having met advanced new rural standards (meting the assigned target for the entire 2021-2025 period); at the provincial level, 12 provinces and cities have been recognized by the Prime Minister as having completed the task of building new rural areas (meeting 80% of the assigned target for the entire 2021-2025 period). Regarding the average income of rural people, in 2024 it will reach 54 million VND/person/year (an increase of 1.3 times compared to 2020).
In fact, the results achieved have clearly demonstrated the orientation and solutions for rapid and sustainable poverty reduction in the Resolutions of the 10th, 11th, 12th and 13th National Congresses of the Party, the correctness of the policy of building and implementing Resolution No. 26-NQ/TW dated August 5, 2008 and Resolution No. 19-NQ/TW dated June 16, 2022 of the Central Executive Committee of the Party on agriculture, farmers and rural areas, the results have been very positive: Contributing to restructuring and developing the country's economy in a fast and sustainable direction; infrastructure, rural appearance, material and spiritual life of rural people have been comprehensively improved; Vietnam has become a world model in implementing the millennium goals, including poverty reduction and rural development.
The movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind" launched by the Prime Minister, the campaign "The whole people build new rural areas and civilized urban areas" launched by the Central Committee of the Vietnam Fatherland Front, have a strong and widespread influence throughout the entire political system and all classes of people, strongly promoting the role of the people as the main subjects in building new rural areas and sustainable poverty reduction.
However, in the practical implementation of the 02 Programs, there are still some limitations, obstacles and challenges such as: The disbursement rate has not met the requirements, the disbursement of career capital is still low; some places still have the risk of falling back into poverty. With the 02 emulation movements, although encouraging achievements have been achieved, there are still bottlenecks that need to be fundamentally resolved to ensure sustainable and inclusive development for rural areas in the next period. Awareness of the role and importance of some Party committees and authorities is sometimes inadequate; the leadership and direction of the implementation of emulation movements by some Party committees and authorities is not really close and substantive, lacking regular monitoring, urging and inspection.
Promoting strategic infrastructure development for agriculture, farmers and rural areas
The Prime Minister affirmed that our country is entering a new era of development, an era of striving to develop into a rich, civilized, and prosperous nation; it is necessary to continue implementing programs and emulation movements, persevering and steadfastly achieving the goal of building "ecological agriculture, modern countryside, civilized farmers" and "comprehensive, inclusive, and sustainable poverty reduction".
To achieve the set goals, the entire political system needs to focus on implementing "4 pushes": (1) Accelerating institutional improvement so that farmers are the center, the subject, agriculture is the driving force, and rural areas are the foundation of development; implementing poverty reduction in both rural and urban areas, especially in remote areas, ethnic minority and mountainous areas; (2) Accelerating the development of strategic infrastructure for agriculture, farmers, and rural areas (including transport infrastructure, irrigation, energy, healthcare, culture, education, sports, digital infrastructure, etc.) in a green and sustainable direction; (3) Accelerating the construction and development of human factors, especially farmers, in accordance with the requirements of the new stage of development, the 2-level local government model, implementing the "four pillars" according to the 4 Resolutions of the Politburo; (4) Accelerating the diversification of agricultural products and OCOP products in accordance with the needs, requirements, and consumption trends of the domestic and world markets; Diversify supply chains and export markets in agriculture.
Farmers need to implement "3 pioneering": (1) Pioneering in escaping poverty and competing to get rich (2) Pioneering in building civilized farmers; (3) Pioneering in green, sustainable production, digital transformation and especially responding to the movement of Digital Literacy, building a digital economy, digital society, and digital citizens.
Preventing corruption and negativity in new rural construction and sustainable poverty reduction
The Prime Minister requested ministries and local agencies to continue to thoroughly grasp, seriously, synchronously and effectively implement the directions of the Central Committee, the Politburo, the Secretariat, especially the General Secretary; urgently develop the National Target Programs on new rural construction and sustainable poverty reduction for the 2026-2035 period in the direction of integrating into 1 Program; mobilize the entire political system to participate with high determination, great efforts, drastic actions, and clear assignment of 6 tasks: "Clear people, clear work, clear time, clear responsibility, clear products, clear authority"; continue to perfect institutions, mechanisms and policies to liberate resources, using state resources as "seed capital" to lead and activate all social resources, calling for solidarity and cooperation of all people and businesses, promoting public-private cooperation; training human resources; investing in infrastructure; Implement social policies well, ensure social security, leave no one behind, do not sacrifice progress, fairness, social security and rural environment to pursue mere growth.
The implementation of programs and movements must be lively, substantial, said and done, committed to, effective, and able to quantify results. Overcome existing shortcomings and limitations in the past, have tools to prevent corruption, negativity, and waste in the implementation process. Press and media agencies need to get involved, promote information and propaganda to create high consensus and unity. Organize effective implementation, ensure real enjoyment for people, not just chasing after achievements.
Integrate 02 Programs into 01
The Prime Minister requested the Ministry of Agriculture and Environment to preside over and coordinate with relevant agencies to urgently complete the Summary Report of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period before July 15, 2025, and report to competent authorities as prescribed; study and develop a draft set of national criteria for new rural areas at all levels, ensuring adequate legal basis and implementation resources, in line with the coming period; report on the Proposal for investment policy for the 2026-2035 period in the direction of integrating the 2 National Target Programs on New Rural Development and the National Target Program on Sustainable Poverty Reduction into 1 National Target Program for the 2026-2035 period and submit it to the Government for comments in July 2025 before reporting and submitting it to the National Assembly at the October 2025 session.
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies to receive comments and promptly complete the summary report of the two emulation movements; research and advise the Prime Minister to launch and integrate the two emulation movements of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction into one emulation movement for the period 2026-2035.
The People's Committees of provinces and centrally run cities urgently complete the Steering Committees at all levels immediately after completing the local government at 02 levels to ensure uninterrupted direction of the implementation of the 02 Programs from now until the end of 2025; pay attention to directing the stabilization of the staff and apparatus to do the work of building new rural areas and reducing poverty in a professional and effective manner to continue performing the tasks in the coming period;
Continue to accelerate the disbursement of assigned state budget capital sources, strive to complete the disbursement plan for public investment capital to implement 02 National Target Programs in 2025 according to regulations; urgently direct competent agencies to organize an assessment of the current status of new rural construction and sustainable poverty reduction in the area after the reorganization, as a basis for determining specific goals and tasks to be implemented in the period 2026-2030 and orientation to 2035; promptly grasp and immediately resolve difficulties and problems in the implementation process.
