Multi-directional development
In recent times, the development of trade and services (TM-DV) has been in the direction of connection, expanding international partnerships to supplement the current ecosystem, narrowing the gap between industry and services in the economic structure of the province. Binh Duong has focused strongly on improving transport infrastructure to promote connections with Ho Chi Minh City, seaports and international airports. Major projects such as Ho Chi Minh City Ring Road 4 through the province, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, and Saigon River routes are being rapidly promoted by Binh Duong to ensure timely completion. The Bau Bang - Di An railway projects, the light rail line (LRT) connecting urban development areas (TOD) are being carefully studied for submission to the Prime Minister for approval. In addition, urban beautification projects, improving water supply and drainage, planting trees, and building standard schools are also focused on investment in the province's infrastructure development plan.
Recently, at the 24th session, the Provincial People's Council reviewed and approved the Resolution on pledging resources to implement the urban railway project No. 1 (Binh Duong New City - Suoi Tien, Ho Chi Minh City) with a total adjusted investment of VND 46,725 billion. This railway line is over 29km long, starting at S1 station in the center of Binh Duong New City, ending at Suoi Tien Bus Station of Metro Line No. 1 of Ho Chi Minh City (Ben Thanh - Suoi Tien). The project route is planned to connect with Binh Duong station of the Ho Chi Minh City - Loc Ninh national railway line. The project is expected to build a new electrified urban railway (a public transport system that uses electricity to power trains, instead of using diesel or steam engines), double-track, 1,435mm gauge, with a design speed of 120km/h, requiring land use of about 58 hectares. The Provincial People's Committee plans to proactively balance resources, including provincial budget capital of VND 16,725 billion (36%) and capital mobilized from TOD of VND 30,000 billion (64%).
In the new phase of Binh Duong's sustainable development strategy, trade and services are identified as one of the key areas. With advantages in geographical location, increasingly synchronous and modern investment in transport infrastructure, Binh Duong quickly realizes the potential for comprehensive development; invests heavily in modern infrastructure, with the goal of turning the province into a smart city, a livable place. |
Along with that, according to the planning, the Northern Binh Duong area will have 10 large-scale, modern commercial and service urban development projects in An Tay ward, An Dien ward and Phu An commune (Ben Cat city). It is expected that the projects will be invested with about 130,327 billion VND. Of which, the projects have large areas such as Dong An Dien urban area with an area of 298 hectares and an estimated investment capital of about 17,880 billion VND; Tay Phu An urban area project with an area of 289.4 hectares and an estimated investment capital of about 13,167.7 billion VND; Dong An Tay urban area project, An Tay riverside urban area project with the same area of 289 hectares and an investment capital of about 13,150 billion VND each. Meanwhile, the urban area project North of Ho Chi Minh City Ring Road 4 has an area of about 284 hectares, with an estimated investment capital of about 17,040 billion VND; the An Tay ecological urban area project is 278 hectares wide with an investment capital of about 12,650 billion VND; the Tay An Tay urban area project is 268 hectares wide with an estimated investment capital of about 12,194 billion VND; the Northwest urban area project of Ho Chi Minh City Ring Road 4 is 254 hectares wide with an investment capital of about 11,557 billion VND.
In the northern Binh Duong region, there are two projects planned for implementation, including the Tay An Dien urban area of 188.4 hectares with an investment capital of about VND 11,304 billion and the Bac An Tay urban area project with an area of about 70 hectares, with an estimated investment capital of about VND 8,237 billion.
Open up new opportunities
According to experts, the Ho Chi Minh City - Binh Duong - Dong Nai - Ba Ria - Vung Tau Quadrilateral Region is the region with the most economic development potential in the country. These are the localities that contribute the most to the national budget. When connected like this, there will be an important dynamic infrastructure axis for development. When there is a good infrastructure connection, the cost of import and export goods will decrease, thereby increasing economic efficiency for the whole region.
To exploit the advantages of infrastructure, Binh Duong has been focusing on investing in dry ports and waterway ports, typically Binh Duong Port, Thanh Phuoc Port, Ba Lua Port, etc. Binh Duong is also planning to pilot the construction of two free trade zones in Di An City and Bau Bang District. These free trade zones will be designed to develop into regional and international trade connection centers, supporting exports, providing logistics services and financial services. Di An City has been exploiting its advantages of being close to Ho Chi Minh City and existing infrastructure to promote the development of the logistics service industry. In addition, the growth rate of import and export of goods in Binh Duong and localities in the Southern Key Economic Zone is increasing, so many businesses have chosen Di An City as the place to carry out customs procedures and gather import and export goods.
According to the leader of the Department of Industry and Trade, the construction of two free trade zones not only brings opportunities for import-export enterprises but also opens up new directions for processing industries, supporting industries, financial services and logistics in Binh Duong.
Mr. Pham Van Xo, Chairman of Binh Duong Import-Export Association: Binh Duong's functional departments are implementing many solutions to facilitate businesses exporting goods through promoting reform, modernization, shortening time and costs when carrying out customs clearance procedures. Businesses need to be supported to promote e-commerce, access export information channels to find new markets; closely monitor the situation of each market to review and identify the types of goods that countries are in need of to exploit. In particular, currently, the development of logistics infrastructure is one of the projects that the business community is waiting for investment. |
