Prime Minister: Vietnam is reforming and will reform further

(Chinhphu.vn) - On the afternoon of July 11, Prime Minister Pham Minh Chinh had a meeting and worked with a business delegation of the US-ASEAN Business Council (USABC) who is visiting and working in Vietnam.

Also attending the meeting were Minister of Industry and Trade Nguyen Hong Dien, leaders of Vietnamese ministries and sectors; Mr. Gregory Walters, Chairman of the Finance and Risk Management Committee, USABC; Mr. Brian MacFeeters, former Ambassador, President and CEO of USABC; Mr. Ted Osius, former Ambassador, Senior Vice President and Regional CEO, USABC.

The delegation included leading US and global businesses such as Abbott, Amazon, Apple, Boeing, Brunswick, Citibank, Exxon Mobil, Ford, Google, IBM, Intel, Manulife, Meta, UPS, Warburg Pincus, Odgers Berndtson, Zuellig Pharma.

Comments from USABC respectfully thank the Prime Minister for his attention to US businesses, as since the end of 2024, he has received the USABC delegation twice and held talks with US businesses twice. Government leaders regularly receive US corporations and businesses in both bilateral and multilateral frameworks. Comments expressed joy that after each meeting and working session between Government leaders and US businesses, there have been positive results and progress, and difficulties and obstacles have been resolved.

The opinions highly appreciated the increasingly favorable investment and business environment with strong commitments, visions and actions of Vietnam, especially the revolution of streamlining the apparatus; committed to continue accompanying and cooperating in investment, production and long-term business with Vietnam in the coming period; at the same time, made a number of recommendations and proposals, together aiming for a stronger, more effective and better relationship.

Mr. Ted Osius, former Ambassador, Senior Vice President and Regional Managing Director, USABC, emphasized that US businesses trust and have absolutely no concerns about Vietnam's market economy status.

After the leaders of several ministries and agencies attended the meeting to exchange opinions of USABC member enterprises, Prime Minister Pham Minh Chinh expressed his pleasure to meet US enterprises again and requested that after the meeting, ministries and branches urgently study and absorb the appropriate proposals and recommendations, promptly handle them and respond to enterprises with the spirit of "6 clear" (clear people, clear work, clear time, clear responsibility, clear products, clear authority); continue to exchange and promote cooperation with US enterprises, especially in new fields such as science and technology, innovation, digital transformation, artificial intelligence, etc.

Announcing the main features of the situation in Vietnam, the Prime Minister affirmed that Vietnam is reforming and will reform further, agencies continue to change their state strongly, creating the most favorable conditions for people and businesses, taking people and businesses as the center, shifting from passive to proactive, from management to service...

Clarifying further the issues that US businesses are interested in, the Prime Minister emphasized that Vietnam ensures equal access to resources between domestic and foreign businesses, and creates more favorable conditions for visa regulations, labor, food safety, etc.

The Prime Minister said that in recent times, Vietnam and the United States have actively negotiated on tax policy, and the Vietnamese Government has made great efforts to implement comprehensive and synchronous solutions in politics, diplomacy and economics. The two negotiating delegations have basically agreed on the Vietnam-US Joint Statement on the Framework of the Reciprocal, Fair and Balanced Trade Agreement; creating a basis to contribute to promoting the stable and sustainable development of bilateral trade and economy, meeting the interests of the people and businesses of the two countries.

Prime Minister Pham Minh Chinh sincerely thanked US businesses for their support and active contributions to promoting negotiations between the two countries, as well as investment and business cooperation, promoting bilateral relations and friendship, bringing practical benefits to the two countries, businesses and people of the two countries.

To continue promoting the improvement of the quality and effectiveness of trade-investment-business cooperation between Vietnam and the United States, the Prime Minister also asked the US business community to continue to have a strong voice with the US Government, and accompany the Vietnamese Government in dialogue with US agencies to soon reach specific agreements on tariffs for each reasonable product/group of products, towards a stable, harmonious, sustainable and mutually beneficial trade turnover.

At the same time, voice support for strengthening sustainable economic-trade-investment cooperation between the two countries; not using trade defense measures against Vietnam's export goods or taking actions that affect the very good relationship between the two countries; urging the US to soon recognize Vietnam's market economy status and remove Vietnam from the list of high-tech export restrictions.

The Prime Minister suggested that US businesses continue to increase high-quality investment, promote the transfer of advanced technology, improve management capacity, support human resource training for Vietnamese businesses; especially in the fields of agriculture, processing industry, semiconductor industry, AI, etc.; continue to create conditions for Vietnamese businesses to participate more deeply in the global supply chain of US businesses; continue to promote proactiveness and creativity, strengthen policy consultation and advice for the Vietnamese Government to perfect institutions and policies.

To support and accompany US enterprises to invest, produce and do business in Vietnam, contributing to concretizing the Comprehensive Strategic Partnership between the two countries, with the spirit of "harmonious benefits, shared risks", "what is said is done, what is committed must be done, what is done must bring about specific, measurable results", the Vietnamese Government commits to "3 together", including: Listening and understanding between enterprises, the State and the people; sharing vision and action to cooperate and support each other to develop quickly and sustainably; working together, winning together, enjoying together, developing together, sharing joy, happiness and pride.

The Vietnamese Government will continue to cut administrative procedures, regularly review and improve laws and policies to make Vietnam's investment, production and business environment increasingly favorable, open and equal, ensuring the legitimate and legal rights and interests of investors; contributing to helping businesses and investors reduce compliance costs, input costs, logistics costs, improve competitiveness, operate stably, long-term, effectively and sustainably.
