Prime Minister: Completing the elimination of temporary and dilapidated houses is a special national project of the Party's will and the people's heart.

In the joyful atmosphere of the whole country celebrating the 80th anniversary of National Day September 2 (1945-2025), on the morning of August 26, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide chaired the National Online Conference to summarize the Program and emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025".

The conference is meaningful, marking the first time in history that Vietnam no longer has people living in temporary or dilapidated houses, completing 5 years ahead of the target of Resolution No. 42-NQ/TW of the 13th Party Central Committee; effectively implementing Conclusion No. 97-KL/TW of the 10th Central Conference of the 13th Party Central Committee and Directive No. 34-CT/TW of the Secretariat.

The conference took place in person at the main bridge point of the Government headquarters, online with bridges in 34 provinces and cities. Attending the conference were Politburo members: Secretary of the Party Central Committee - Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Secretary of the Party Central Committee - Head of the Central Propaganda and Education Commission Nguyen Trong Nghia, Permanent Deputy Prime Minister Nguyen Hoa Binh ; Secretaries of the Party Central Committee: Chief of the Party Central Committee Office Le Hoai Trung, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang; Deputy Prime Ministers, Vice Chairmen of the National Assembly; leaders of Party agencies at the Central level, the National Assembly; ministers, heads of ministries, ministerial-level agencies, agencies under the Government; leaders of provinces and cities; representatives of embassies of countries, international organizations in Vietnam; leaders of corporations and typical enterprises.

Historical milestone - Vietnamese miracle

Implementing the Resolutions, Conclusions, and Directives of the Party Central Committee, the Politburo , and the Secretariat, on April 13, 2025, in Hoa Binh, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, launched a national emulation movement to join hands to eliminate temporary and dilapidated houses nationwide from now until 2025. On October 5, 2024, in Hanoi, the Government launched a program to support the elimination of temporary and dilapidated houses nationwide to mobilize resources to support the implementation of the goal of completing 3 tasks in 2025: Supporting housing for people with meritorious services; supporting housing for people under national target programs; eliminating temporary and dilapidated houses for poor and near-poor households in addition to the above 2 support groups.

The Government has established a Steering Committee for eliminating temporary and dilapidated houses at all levels; issued documents to guide, lead and direct the implementation; issued an implementation plan; promptly resolved difficulties and obstacles in the implementation process. With the Prime Minister's call "whoever has something to help, whoever has merit helps merit, whoever has money helps money, whoever has a lot helps a lot, whoever has a little helps a little", the Program and emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025" has been actively responded and participated in by the entire Party, the entire political system, the entire army, the entire people, businesses and organizations.

To date, the whole country has built and repaired 334,234 houses (255,310 newly built, 78,924 repaired); together with the State budget, the whole country has mobilized more than 24,761 billion VND to implement the Program to eliminate temporary and dilapidated houses; mobilized support for more than 2.7 million working days with more than 454,000 people to support the construction and repair of houses.

Many ministries and agencies have mobilized resources and provided great support for the program, such as: The Ministry of National Defense has supported nearly 1,000 billion VND, mobilized more than 414,000 working days and nearly 63,000 vehicles. The Ministry of Public Security has supported over 790 billion VND, mobilized 534,000 working days and supported construction materials. The banking sector has supported over 1,800 billion VND; the Central Committee of the Vietnam Fatherland Front has mobilized through the Central "For the Poor" Fund over 125.88 billion VND; the Ho Chi Minh Communist Youth Union at all levels across the country has contributed over 485,000 working days...

Many good models and practices have been implemented, of which the most typical are the models: "Each person contributes to build a warm home" in Lam Dong; "Neighborhood solidarity, even an inch of gold is donated" in Tuyen Quang; "3 hard things in the hearts of the people" in Quang Tri; "Every inch of land is a gesture of affection" in Bac Giang (old); "Establishing a youth shock team, a volunteer motorcycle team to help households transport and build houses for free" in Ha Giang (old); "Volunteer shock teams" in mountainous communes of Quang Nam province (old). Lao Cai province established "labor exchange teams" to help each other build houses; Vinh Long province has a model of a one-day picnic to help people, a model of accompanying the poor, a model of listening to people speak, making people believe...

Representatives of agencies, ministries, branches and localities discussed the results and experiences of implementing the Program and the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025". Delegates representing 334,234 families who have just received support to eliminate temporary and dilapidated houses were moved to express their gratitude for the attention of the Party and State and the affection and cooperation of all levels, branches, mass organizations, businesses and neighbors who have joined hands and contributed to help them have a solid home, peace of mind to live, work and strive to improve their lives.

Prime Minister Pham Minh Chinh was moved by the unexpected results of the Program and emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" under the leadership of the Party, whose regular and direct instructions were the late General Secretary Nguyen Phu Trong and General Secretary To Lam. The Prime Minister emphasized that during his lifetime, President Ho Chi Minh once advised: "If the country is independent but the people do not enjoy happiness and freedom, then independence is meaningless". Fulfilling his wishes, throughout the history of the revolution, our Party has had no other goal than to bring independence and freedom to the nation and a prosperous and happy life to the people.

With the consistent viewpoint of taking people as the center, subject, goal, driving force and the most important resource for development, "leaving no one behind", the Party and State always pay special attention, issue many mechanisms, policies and prioritize resources to focus on taking care of the spiritual and material life of the people, including supporting the poor, policy beneficiaries and disadvantaged people to have stable and safe housing.

Implementing the Party's guidelines, the State's policies and laws, and the philosophical tradition of our nation "settling down and making a living", in recent years, we have implemented many programs and policies on housing for people with meritorious services and developing housing for poor households. However, implementation still faces many difficulties, many households still have to live in temporary, dilapidated houses, by the end of 2023 there will be nearly 400,000 temporary and dilapidated houses.

Faced with that situation, the 8th Central Conference of the 13th tenure issued Resolution No. 42-NQ/TW dated November 24, 2023 on continuing to innovate and improve the quality of social policies, setting the goal by 2030 to "completely eliminate temporary and dilapidated houses for poor households, near-poor households, people affected by natural disasters and climate change, especially those with revolutionary contributions".

According to the Prime Minister, under the leadership of the Party, the participation of the entire political system, all levels, sectors, localities and the entire population, the Government has established a Central Steering Committee, closely coordinated with the Vietnam Fatherland Front to rapidly and boldly deploy, continuously shortening the time to complete the goal of eliminating temporary and dilapidated houses; completing 5 years and 4 months ahead of the target of Resolution No. 42 of the Central Committee and 4 months ahead of the target when launching the emulation movement. Of which, all housing for people with meritorious services and relatives of martyrs has been completed before July 24, 2025.

Affirming that the completion of the elimination of temporary and dilapidated houses nationwide is a "special national project", of "the Party's will, the people's heart", of "national love, compatriots' love", with profound political, social and humanistic significance, the Prime Minister said that this is also a Vietnamese miracle in the sustainable poverty reduction process, consolidating the foundation for the development perspective for fairness, social progress and sustainability of our country in the new period - an outstanding and practical achievement to celebrate the 80th anniversary of the August Revolution, National Day September 2, the 80th anniversary of the tradition of the People's Public Security and to welcome Party congresses at all levels, towards the 14th National Party Congress.

Promote and expand the program in social security work

Prime Minister Pham Minh Chinh shared the process of close direction, especially the adjustment in policies and implementation organization, as well as the creative participation of ministries, branches, localities, socio-political organizations, and enterprises in implementing the Program and the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" and the great significance of the program.

The Prime Minister acknowledged, highly appreciated, congratulated and warmly commended the outstanding efforts and results in eliminating temporary and dilapidated houses of all levels, sectors, Party committees, local authorities, organizations, business communities, cadres, Party members and all compatriots and soldiers nationwide, making important contributions to the country's overall achievements.

Pointing out valuable lessons in leadership, direction, management, and implementation; to promote the results and achievements in eliminating temporary and dilapidated houses, and at the same time continue to do better in social security work, in the coming time, the Prime Minister requested that the Steering Committee, the Central Committee of the Vietnam Fatherland Front, the Central Emulation and Reward Committee, all levels, sectors, and localities continue to thoroughly grasp and effectively implement Resolution No. 42-NQ/TW of the Central Committee on continuing to innovate and improve the quality of social policies, identifying the care and housing support for people with meritorious services, poor households, near-poor households, and people living in areas frequently affected by natural disasters and climate change as a regular, continuous, and long-term task.

The Prime Minister requested ministries, branches and localities to continue reviewing and promptly completing social subsidy policies for poor households that are unable to escape poverty and credit policies to support poor households in rural areas to improve housing and enhance conditions to ensure safe accommodation for people living in areas frequently affected by natural disasters and climate change.

For households that have received support to remove temporary and dilapidated houses, the Prime Minister noted that this is only the initial foundation for "settling down". In the coming time, ministries, branches and localities need to have breakthrough policies to support these households to "settle down", striving that by 2030, Vietnam will basically have no more poor households in the spirit of Directive No. 05-CT/TW dated June 23, 2021 of the Secretariat on strengthening the Party's leadership in sustainable poverty reduction by 2030.

The Prime Minister directed the Ministry of Finance to preside over and coordinate with ministries, branches and localities to thoroughly grasp the Party's policy on using the state budget as the main and fundamental resource in ensuring social security, along with mobilizing social resources, especially in vocational training, solving livelihoods and jobs for the poor and ethnic minorities; attaching the responsibility of local Party committees and authorities in mobilizing, managing and using resources to implement policies to support vocational training, solving livelihoods, jobs, health care, education, housing..., first of all for households that are supported to remove temporary and dilapidated houses.

From practical experiences in launching and organizing the movement to eliminate temporary and dilapidated houses nationwide, the Prime Minister requested that the Central Emulation and Reward Committee continue to improve and enhance the quality of movements to implement other social security programs, ensuring that they touch the hearts of the entire people, the entire army and the entire political system to join hands in implementing them, for the legitimate rights and aspirations of our people.

The Prime Minister requested that the Vietnam Fatherland Front and its affiliated organizations actively coordinate more with the Government, ministries, branches and localities in ensuring social security. Effectively supervise and criticize the process of building and implementing social security policies; regularly pay attention to and grasp the thoughts and aspirations of the people, make recommendations to Party committees, authorities and state agencies at all levels to promptly resolve related issues, ensuring the rights of the people.

The Ministry of National Defense and the Ministry of Public Security direct the people's armed forces to continue to promote the revolutionary tradition, closely attached to the people, being both the core force protecting national sovereignty and security and a solid foundation in economic and social development, ensuring social security for people, especially in border areas, islands, remote and isolated areas; continue to take the lead in movements to help people sustainably reduce poverty, build solid houses, schools, medical stations, support the prevention and control of natural disasters and epidemics; at the same time act as a bridge of solidarity between the army and the people, so that every home in the border areas and islands is truly a solid fortress protecting the Fatherland and a peaceful support for the people.

On behalf of the Government, the Central Steering Committee and the Central Emulation and Reward Council, the Prime Minister respectfully thanked the special attention and close direction of the Party and State leaders, the late General Secretary Nguyen Phu Trong and General Secretary To Lam for the social security work, including the elimination of temporary and dilapidated houses. The Prime Minister also expressed his deep gratitude to all levels, sectors, Party committees, local authorities, associations, unions, business communities, philanthropists, compatriots, comrades and soldiers nationwide who have joined hands with the Government and the Central Steering Committee to quickly complete this especially important and humane political task assigned by the Party and people.

The Prime Minister believes that under the leadership of the glorious Communist Party of Vietnam, the entire political system, the entire people and the entire army will continue to successfully implement the goals and tasks of Resolution No. 42-NQ/TW of the Central Committee on continuing to innovate and improve the quality of social policies; contributing to the completion of the two 100-year goals; bringing the country steadily into a new era - an era of wealth, civilization, prosperity and well-being of the Vietnamese people.

* At the conference, 19 collectives were awarded the Third Class Labor Medal by the Party and State; 19 collectives were awarded Certificates of Merit by the Prime Minister for their outstanding achievements in implementing the Program and emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025"./.
