Our country has a coastline of about 3,260km, stretching from Quang Ninh to An Giang with many advantages in terms of seafood, mineral resources, tourism,... and is also a solid foundation for implementing activities to protect the sovereignty and islands of the Fatherland.
In recent times, the Ministry of Construction and localities have closely followed the Party's policies on coastal road construction in the Resolution of the 13th National Congress, as well as the Government's socio-economic development plan for the 2021-2025 period, to make efforts to deploy coastal roads to create traffic axes connecting coastal areas, contributing to the effective exploitation of marine and coastal resources, promoting socio-economic development of coastal localities, creating new development spaces, creating an environment to promote tourism development and contributing to strengthening national defense, security and protecting national sovereignty.
According to the plan, the coastal road system of our country has a total length of about 2,838km, formed on the basis of combining national highways and local roads. To date, 1,397km have been completed and put into operation; over 633km are under construction; over 808km have not been invested or are being prepared for investment.
The Government highly appreciates the efforts of ministries, branches and People's Committees of provinces and cities in preparing for investment and organizing the implementation of coastal road projects in the recent past. Up to now, the target of having over 1,000km of coastal roads nationwide by 2025 set out in Resolution No. 154/NQ-CP of the Government has been achieved and exceeded.
However, the investment implementation to complete the entire coastal route is not yet synchronous and seamless, so the overall effectiveness of regional and area connectivity of the route is still limited.
Mobilize more machinery and equipment, organize construction in 3 shifts and 4 teams, ensure progress is at least 3 months ahead of schedule.
To accelerate the investment progress of coastal road projects, meet the socio-economic development needs of the country, as well as meet the expectations of people living in coastal areas, the Prime Minister requested localities to identify accelerating the investment progress to soon complete the entire coastal road as one of the important political tasks to focus on leadership, direction, and allocation of legal resources.
It is necessary to specify the task of completing coastal road projects in the Resolution of the Provincial Party Congress for the 2025-2030 term as a goal to strive for completion.
The Prime Minister requested localities to identify accelerating investment progress to soon complete the entire coastal road as one of the important political tasks to focus on leadership, direction, and allocation of legal resources.
Ho Chi Minh City, Hai Phong, Da Nang, Hue, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Vinh Long, Ca Mau, An Giang, ... direct investors and contractors to review construction progress, mobilize more machinery and equipment, organize construction in 3 shifts, 4 shifts, during holidays and have necessary technical solutions to shorten completion time, improve quality, put projects into operation, ensure progress is at least 3 months ahead of schedule; especially for projects planned to be completed in 2025, they must be completed no later than December 19, 2025.
Ho Chi Minh City, Hai Phong, Hue, Can Tho, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Dong Thap, Vinh Long, Ca Mau, An Giang... review and prioritize the arrangement of medium-term public investment plans for the period 2026-2030, other legal capital sources to invest and upgrade sections to meet the socio-economic development needs of the locality; speed up investment preparation (especially ODA projects) to implement construction, striving to complete the entire coastal road from Quang Ninh to An Giang before 2030.
Removing obstacles regarding dumping sites, construction materials... to ensure project progress
The Prime Minister assigned the Ministry of Agriculture and Environment to closely coordinate with localities to promptly remove difficulties and obstacles related to material dumping sites, supply of common construction materials... to ensure project implementation progress.
The Ministry of Finance shall preside over and coordinate with relevant localities to review and balance capital sources to support capital allocation for sections of routes that have not been prepared for investment; support localities in accelerating investment preparation for ODA projects scheduled to be implemented in the 2026-2030 period.
The Ministry of Construction synthesizes, monitors, grasps the situation, proactively urges localities in the process of performing tasks; promptly synthesizes reports to competent authorities to remove difficulties and obstacles beyond their authority, if any.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly monitor, direct and remove obstacles and difficulties according to his authority. The Government Office monitors and urges ministries, agencies and localities according to their assigned functions and tasks./.
