(Baothanhhoa.vn) - Due to the impact of storm No. 5, by noon on August 26, many sections of National Highway 15 through Hoi Xuan Commune (formerly Quan Hoa District) were still deeply flooded, causing traffic disruption. Vehicles from Muong Lat and Quan Hoa (formerly) going downstream had to temporarily stop to ensure safety.

Local authorities have assigned forces to guard 24/7 at key points, preventing people and vehicles from entering dangerous areas.
