The Navy plays a core role, with submarines, missile frigates, missile boats, anti-submarine frigates, along with various types of coast guard, fisheries surveillance, military medical, border guard, maritime militia and helicopters.

According to the Hanoi Traffic Police Department, on August 27, the road closure and traffic diversion for the preliminary program will take place from 12:00 on August 27 to 2:00 on August 28, 5 hours earlier than previously announced.
The National Center for Hydro-Meteorological Forecasting said that on August 27, Hanoi will have moderate rain, heavy rain and thunderstorms, locally very heavy rain; from the afternoon the rain will gradually decrease. The lowest temperature will be 23-25 degrees Celsius, the highest will be 28-30 degrees Celsius.
