The implementation aims to synchronously and effectively carry out the twinning program in accordance with the spirit of Resolution No. 02 dated July 29, 2025 of the City Party Executive Committee.
Based on the proposal of the City Party Committee's Organizing Committee, based on the support needs of 33 mountainous, remote, ethnic minority, border and island communes and the existing resources of 60 communes and wards in the plains, the Standing Committee of the City Party Committee requested agencies, units, wards and communes to focus on implementing a number of related contents.
Accordingly, it was agreed to assign 60 communes and wards in the plains to establish twinning relationships with 33 communes in mountainous, remote, ethnic minority, border and island areas. Localities must complete the twinning arrangements before September 5, 2025.
Based on the content of the twinning, wards, communes, agencies, localities, and units in the delta region clearly define goals, tasks, and roadmaps; pay attention to rotating cadres, civil servants, and public employees with expertise to support twinned communes in information technology, digital transformation, planning, construction, finance, land management, etc.
Communes in mountainous, remote, ethnic minority, border and island areas send cadres, civil servants and public employees to communes and wards in the plains to receive training and development support.
Previously, many localities in the city have organized twinning, including: Hai Chau Ward with Hung Son Commune; Ngu Hanh Son Ward with Avuong Commune; An Khe Ward with Dac Pring Commune; An Thang Commune with Ben Hien Commune; Hoa Cuong Ward with Tra Tan Commune; Son Tra Ward with Tra Leng Commune; Huong Tra Ward with Tra Lien Commune; An Hai Ward with Tra Linh Commune.
