Cumulative budget revenue for the first 6 months of 2025 reached VND 1,332 trillion, equivalent to 67.7% of the annual estimate, up over 28% over the same period. 46/63 localities had domestic revenue exceeded 55% of the estimate and 56 localities recorded revenue growth over the same period last year.

specifically, according to information from the Ministry of Finance , the accumulated state budget revenue in the first 6 months reached 1,332.3 trillion VND, equal to 67.7% of the estimate, up 28.3% over the same period in 2024. Notably, domestic revenue reached 1,158.4 trillion VND, completing 69.4% of the estimate, up 33.3% over the same period.

Data from the Ministry of Finance also shows that 46/63 localities had domestic revenue exceeded 55% of the estimate and 56 localities recorded revenue growth compared to the same period last year.

According to the sectors, the balance of import-export activities continued to improve, estimated at 148.7 trillion VND, completing 63.3% of the estimate, up 6.5% over the same period. In the field of crude oil, although recording a slight decrease of 16.7% over the same period, it still reached 24.6 trillion VND, equivalent to 46.3% of the estimate in the context of many fluctuations in oil prices.

As of mid-June, total import-export turnover of taxable goods reached about 68.5 billion USD, up 3.6% over the same period. This figure partly shows the positive recovery momentum of the domestic supply chain and production.

Some imported goods increased sharply, contributing to increasing budget revenue such as imported raw materials, machinery, equipment, and spare parts increased by 7.3%, increasing revenue by about 12.3 trillion VND; completely built-up cars increased by 49.3%, helping to increase budget revenue by 7.8 trillion VND; while household electrical appliances and components increased by 15.1%, bringing about 825 billion VND to the budget.

According to the Ministry of Finance, in the first 6 months of 2025, the tax authority conducted about 17.9 thousand inspections and examinations, from which it recommended financial settlement of about 22 trillion VND, and recommended the settlement of tax arrears of about 43.1 trillion VND. In addition, the customs authority conducted 452 post-clearance inspections and recommended settlement, paying about 293.4 billion VND to the state budget.

To achieve the above results, the Ministry of Finance said it has proposed authorized authorities to issue and directly issue many policies on tax, fee, charge and land rent exemption, reduction and extension to remove difficulties, unblock capital flows for production and business, control inflation, stabilize the macro economy and ensure social security.

structuring, the total scale of implemented policies is up to about 232.6 trillion VND, of which 116.5 trillion VND is tax, fee and charge exemption and reduction and 116.1 trillion VND is tax and land rent extension.

The results of implementing these policies as of June 2025 are estimated to reach about 107.7 trillion VND. Of which, about 49.9 trillion VND has been exempted and reduced, and nearly 57.8 trillion VND has been extended, contributing to supporting businesses to recover and develop.

Along with that, the tax authority has actively implemented tax policies according to Decree 70/2025 on electronic invoices for more than 37,000 business premises with revenue of 1 billion VND/year or more. The tax sector has "tightened" the fight against revenue loss, fraud, transfer pricing, and tax evasion.

Not only that, tax and customs authorities have expanded the tax base, inspected and reviewed all registered businesses, and managed revenue sources in the area to collect correctly, fully and promptly all revenues in accordance with the law.

In addition, the Ministry of Finance is urgently coordinated with relevant ministries and branches to research and submit to the Government and the National Assembly Standing Committee to issue additional key support policies.

Notable are the Resolution on adjusting the family deduction level for personal income tax, expected to be submitted to competent authorities in October 2025, and the Government's decree on continuing to reduce land rent in 2025, contributing to reducing cost pressure for businesses, especially in the manufacturing and service sectors.
