Prime Minister Pham Minh Chinh has just signed and issued an Action Plan to implement the construction of an international financial center in Ho Chi Minh City and Da Nang , aiming to put it into operation by the end of 2025.

The plan focuses on completing a specific legal framework; developing strategic infrastructure, high-tech financial services, new markets and supporting ecosystems; attracting capital, technology, high-quality human resources; ensuring financial and monetary security and safety. Ho Chi Minh City prioritizes development in Saigon, Ben Thanh, Thu Thiem wards; Da Nang deploys at Software Park No. 2 and 5G and blockchain digital infrastructure.

After the merger, Ho Chi Minh City calls for investment in 127 key projects.

Ho Chi Minh City reviewed the investment attraction list, calling for 127 projects in three areas: Ho Chi Minh City, Binh Duong (old) and Ba Ria - Vung Tau (old). In Ho Chi Minh City, there are 84 projects on fintech, AI, innovative startups, education, international healthcare, of which the Thu Thiem International Financial Center stands out.

Binh Duong (old) called for 25 projects on clean technology, smart manufacturing, logistics, including Logistic Zone 1 and 2 in Tan Uyen. Ba Ria - Vung Tau (old) attracted 22 deep-water seaport, heavy industry, and marine tourism projects, such as Vung Tau International Passenger Port, Phu My Industrial Park, and Long Son LNG Thermal Power Plant.

Approval of adjustment of Gia Binh airport planning for the period 2021 - 2030, vision to 2050

The Ministry of Construction approved the adjustment of the planning of Gia Binh International Airport (Bac Ninh) with a capacity of 30 million passengers and 1.6 million tons of cargo per year in the 2021-2030 period; with a vision of 50 million passengers and 2.5 million tons of cargo per year in 2050.

Newly registered capital of 10.03 billion USD decreased by 11.1%, but the number of new projects increased by 15.2% to 1,154 projects; adjusted capital of 9.99 billion USD increased by 95.3%; capital contribution and share purchase of 4.07 billion USD increased by 61%. Processing and manufacturing industry led with 12.12 billion USD, followed by real estate with 4.95 billion USD. Singapore was the largest investor, followed by China, Sweden, Japan and Taiwan.

Greenworks Co., Ltd. started construction of phase 2 of a lithium battery garden equipment factory in Lien Ha Thai Industrial Park, covering an area of ​​44,200 m², producing aluminum casting components, battery blocks and motors with an annual output of nearly 1,550 tons, 100,000 products and 20,000 products respectively.

The project is 88 km long, with 60.3 km passing through Quang Ngai. The main items have been basically completed, but there are still problems with site clearance at 7 locations. The project has a capacity of 1,500 MW, output of 9 billion kWh/year, contributing 57,700 billion VND to the budget in 25 years. It is the first LNG power project in the province, contributing to the transition from "brown" to "green".

Departments and branches were assigned to complete the documents for handing over the water surface in August, and Cua Ong ward urgently carried out compensation and resettlement. The province also requested to review old apartment projects and coal industry land to completely resolve the problems.

Complete the target of 3,000 km of highways and key projects by 2025

Prime Minister Pham Minh Chinh requested ministries, sectors and localities to focus on speeding up progress and completing the goal of putting into operation over 3,000 km of expressways and 2,000 km of coastal roads in 2025.

In the first six months of the year, 5 expressway projects with a length of 271 km were started, 237 km were completed, bringing the national total to 2,268 km; overcoming the lack of materials, many projects are ahead of schedule.

Four key tasks are still behind schedule, including handing over land for some projects and expanding the Ho Chi Minh City – Long Thanh Expressway. The Prime Minister requested construction in “3 shifts, 4 shifts”, increasing output value by at least 10% each month, ensuring synchronization of rest stops, monitoring systems, and infrastructure connections.

Key projects such as Long Thanh International Airport must be completed in 2025. The groundbreaking ceremony and inauguration ceremony of the typical project will be held on August 19 to celebrate the 80th anniversary of National Day. Site clearance for projects completed in 2025 must be completed before August 15. It is expected that by August 19, the whole country will have put into operation 2,476 km of expressways and 1,397 km of coastal roads, creating momentum for socio-economic development.

Dong Nai proposes to add 1 station on the North-South high-speed railway line

Dong Nai Provincial People's Committee proposed to add a passenger station in Xuan Hoa commune (Km1459), 48 km from Long Thanh station and 66 km from Muong Man station, meeting the regulation of 50 km distance between stations.

This location has the advantage of connecting to National Highway 1A, Dau Giay - Phan Thiet Expressway, potential for urban development, industry, services - logistics and eco-tourism, along with large land fund, convenient infrastructure for TOD exploitation. Currently, the 82 km long section through Dong Nai has only 1 passenger terminal at Long Thanh Airport.

Ho Chi Minh City will start the 7,300 billion VND project to renovate the North bank of the Doi Canal on August 13.

On August 13, Ho Chi Minh City started construction of package 2 of Hiep An 2 bridge under the project to renovate the North bank of Doi canal, with a total capital of more than 7,300 billion VND, including 4.3 km of embankment, dredging, expansion of Hoai Thanh and Nguyen Duy streets and construction of a new extended Nguyen Duy street.

The project has affected 1,605 households and has paid compensation of VND2,964 billion to 1,014 cases. The remaining two packages are expected to start construction in November 2025 and be completed in the second quarter of 2027. The city requires completing procedures, adjusting planning and prioritizing social housing for resettlement.

The route has 6 elevated lanes, keeping 8 low lanes, a total of 14 lanes, along with investment in several major intersections. The Provincial People's Committee requested additional documents, assessment of socio-economic efficiency and comparison with the plan to build only two important intersections.

The Prime Minister requested ministries, branches and localities to urgently complete procedures to organize online groundbreaking and inauguration ceremonies for large-scale projects and works to celebrate the 80th anniversary of National Day on August 19, 2025, with 80 connection points nationwide.

There are currently about 230 projects under appraisal that meet the requirements. The Ministry of Construction is in charge of reviewing and selecting typical projects, coordinating with Vietnam Television to develop scenarios, connect techniques and organize solemn, safe and economical events. The province has issued an urgent construction order for 10 key infrastructure projects, and one urban metro line project, phase 1, is seeking special approval. In addition to the budget, 3/11 projects have selected investors with a total capital of about 92,000 billion VND, while the remaining 8 projects are selecting investors according to a special process.

In the first 7 months of 2025, An Giang attracted 16 new projects with 1,220 hectares and registered capital of VND24,242 billion; adjusted 75 projects and terminated 12 projects. In total, the whole province has 1,702 projects with registered capital of VND784,302 billion; Phu Quoc alone has 313 projects and VND424,786 billion.

Industrial parks and economic zones attracted 67 projects with capital of VND13,587.83 billion, employing about 31,800 workers; 8 industrial clusters attracted 27 projects with capital of VND7,350.5 billion, creating jobs for 14,256 workers. In 7 months, the province established 1,503 new enterprises (capital of VND9,318 billion), 186 enterprises were dissolved, 300 enterprises were revoked, 799 enterprises were temporarily suspended; currently, there are 14,698 enterprises in operation with registered capital of VND205,363 billion.
