Prime Minister Pham Minh Chinh has just signed and issued an Action Plan to implement the construction of an international financial center in Ho Chi Minh City and Da Nang , aiming to put it into operation by the end of 2025.

The plan focuses on completing a specific legal framework; developing strategic infrastructure, high-tech financial services, new markets and supporting ecosystems; attracting capital, technology, high-quality human resources; ensuring financial and monetary security and safety. Ho Chi Minh City prioritizes development in Saigon, Ben Thanh, Thu Thiem wards; Da Nang deploys at Software Park No. 2 and 5G and blockchain digital infrastructure.
After the merger, Ho Chi Minh City calls for investment in 127 key projects.
Ho Chi Minh City reviewed the investment attraction list, calling for 127 projects in three areas: Ho Chi Minh City, Binh Duong (old) and Ba Ria - Vung Tau (old). In Ho Chi Minh City, there are 84 projects on fintech, AI, innovative startups, education, international healthcare, of which the Thu Thiem International Financial Center stands out.

Binh Duong (old) called for 25 projects on clean technology, smart manufacturing, logistics, including Logistic Zone 1 and 2 in Tan Uyen. Ba Ria - Vung Tau (old) attracted 22 deep-water seaport, heavy industry, and marine tourism projects, such as Vung Tau International Passenger Port, Phu My Industrial Park, and Long Son LNG Thermal Power Plant.
Approval of adjustment of Gia Binh airport planning for the period 2021 - 2030, vision to 2050
The Ministry of Construction approved the adjustment of the planning of Gia Binh International Airport (Bac Ninh) with a capacity of 30 million passengers and 1.6 million tons of cargo per year in the 2021-2030 period; with a vision of 50 million passengers and 2.5 million tons of cargo per year in 2050.

Level 4E airport, shared civil and defense use, planned with 4 runways, 81 parking lots in the first phase and 123 in 2050, total area of about 1,960 hectares. Bac Ninh is assigned to update the planning into the local plan, ensure land fund, connect infrastructure and build a route connecting the airport with Hanoi.
Quang Ngai proposes support of 2,350 billion VND to upgrade and expand National Highway 24
Quang Ngai Provincial People's Committee has proposed the Central Government to support 2,350 billion VND to upgrade and expand National Highway 24, section Km32 - Km89+515, the vital route connecting Quang Ngai with Kon Tum and the Vietnam - Laos - Cambodia development triangle. The route has been degraded, traffic pressure has increased sharply after the merger of the province and the development of Mang Den tourism.

The province proposed to allocate 1,150 billion VND in 2025 from the 2024 budget revenue increase or other legal sources to construct the Km57 - Km89+515 section, the rest will be arranged in the following years, to meet travel and transportation needs, ensure traffic safety and national defense.
Investing 1,160 billion VND to complete Nui Vung tunnel on the North-South expressway in the East
Nui Vung Tunnel on the North-South Expressway, Cam Lam - Vinh Hao section, will be expanded from 4 to 6 lanes, with a total route length of 5.4 km, including 2,287 km of tunnels and 3,093 km of bridges and access roads.

The project, with a capital of 1,160 billion VND from the central budget and the medium-term public investment plan, is invested by Project Management Board 85, and will be prepared from 2025, completed in 2026, and put into operation in 2027. Completing the tunnel will increase operating capacity, reduce congestion, ensure safety, reduce transportation costs, and promote regional socio-economic development.
Over 24 billion USD of foreign investment capital registered in Vietnam
In the first 7 months of 2025, Vietnam attracted 24.09 billion USD of FDI capital, up 27.3% over the same period; disbursement reached 13.6 billion USD, the highest in 5 years, up 8.4%.

Newly registered capital of 10.03 billion USD decreased by 11.1%, but the number of new projects increased by 15.2% to 1,154 projects; adjusted capital of 9.99 billion USD increased by 95.3%; capital contribution and share purchase of 4.07 billion USD increased by 61%. Processing and manufacturing industry led with 12.12 billion USD, followed by real estate with 4.95 billion USD. Singapore was the largest investor, followed by China, Sweden, Japan and Taiwan.
Hung Yen: Started construction of phase 2 of Greenworks Thai Binh project
Greenworks Co., Ltd. started construction of phase 2 of a lithium battery garden equipment factory in Lien Ha Thai Industrial Park, covering an area of 44,200 m², producing aluminum casting components, battery blocks and motors with an annual output of nearly 1,550 tons, 100,000 products and 20,000 products respectively.

Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang requested units to speed up progress and commit to opening the Quang Ngai - Hoai Nhon expressway no later than August 30, 2025.

The project is 88 km long, with 60.3 km passing through Quang Ngai. The main items have been basically completed, but there are still problems with site clearance at 7 locations. Mr. Giang requested the local authorities to consider this a political task, increase propaganda, make the compensation plan transparent, promptly support the contractor and quickly pay affected households to ensure progress.
Quang Ninh speeds up progress of $2.2 billion LNG power project
Quang Ninh requested to hand over 4.9 hectares of recovered land to the investor of Quang Ninh LNG Power Plant before August 11 and continue to clear and hand over the remaining area in the third quarter of 2025.

The project has a capacity of 1,500 MW, output of 9 billion kWh/year, contributing 57,700 billion VND to the budget in 25 years. It is the first LNG power project in the province, contributing to the transition from "brown" to "green".
Departments and branches were assigned to complete the documents for handing over the water surface in August, and Cua Ong ward urgently carried out compensation and resettlement. The province also requested to review old apartment projects and coal industry land to completely resolve the problems.
After the merger, public investment capital in Ho Chi Minh City increased to 118,948 billion VND.

The city aims to disburse 100% or more, focusing on 35 major projects with VND58,623 billion, including upgrading National Highway 1, National Highway 22, North-South axis road, renovating Van Thanh canal, Bien Hoa - Vung Tau expressway connection road... Ho Chi Minh City will shorten procedures, transfer capital from slow projects to projects with disbursement capacity, tighten discipline and strictly handle cases of delay due to subjective reasons.
The Government requires urgent completion of 4 key expressway projects through the Central region.
Permanent Deputy Prime Minister Nguyen Hoa Binh requested Da Nang, Quang Ngai, Gia Lai, and Dak Lak to remove obstacles and ensure the progress of four North-South expressway projects: Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, with a total length of 231.27 km and a capital of nearly VND49,800 billion.

It is expected that 86.47 km will be technically opened to traffic on August 19, 2025, and another 114.7 km by the end of September, and the remaining 30.1 km will be completed in December 2025. Localities must protect construction, dialogue, mobilize people, and resolve compensation and resettlement issues before August 15, 2025.
Complete the target of 3,000 km of highways and key projects by 2025
Prime Minister Pham Minh Chinh requested ministries, sectors and localities to focus on speeding up progress and completing the goal of putting into operation over 3,000 km of expressways and 2,000 km of coastal roads in 2025.

In the first six months of the year, 5 expressway projects with a length of 271 km were started, 237 km were completed, bringing the national total to 2,268 km; overcoming the lack of materials, many projects are ahead of schedule.
Four key tasks are still behind schedule, including handing over land for some projects and expanding the Ho Chi Minh City – Long Thanh Expressway. The Prime Minister requested construction in “3 shifts, 4 shifts”, increasing output value by at least 10% each month, ensuring synchronization of rest stops, monitoring systems, and infrastructure connections.
Key projects such as Long Thanh International Airport must be completed in 2025. The groundbreaking ceremony and inauguration ceremony of the typical project will be held on August 19 to celebrate the 80th anniversary of National Day. Site clearance for projects completed in 2025 must be completed before August 15. It is expected that by August 19, the whole country will have put into operation 2,476 km of expressways and 1,397 km of coastal roads, creating momentum for socio-economic development.
Dong Nai proposes to add 1 station on the North-South high-speed railway line
Dong Nai Provincial People's Committee proposed to add a passenger station in Xuan Hoa commune (Km1459), 48 km from Long Thanh station and 66 km from Muong Man station, meeting the regulation of 50 km distance between stations.

This location has the advantage of connecting to National Highway 1A, Dau Giay - Phan Thiet Expressway, potential for urban development, industry, services - logistics and eco-tourism, along with large land fund, convenient infrastructure for TOD exploitation. Currently, the 82 km long section through Dong Nai has only 1 passenger terminal at Long Thanh Airport.
Ho Chi Minh City will start the 7,300 billion VND project to renovate the North bank of the Doi Canal on August 13.
On August 13, Ho Chi Minh City started construction of package 2 of Hiep An 2 bridge under the project to renovate the North bank of Doi canal, with a total capital of more than 7,300 billion VND, including 4.3 km of embankment, dredging, expansion of Hoai Thanh and Nguyen Duy streets and construction of a new extended Nguyen Duy street.

The project has affected 1,605 households and has paid compensation of VND2,964 billion to 1,014 cases. The remaining two packages are expected to start construction in November 2025 and be completed in the second quarter of 2027. The city requires completing procedures, adjusting planning and prioritizing social housing for resettlement.
Proposing 2 options for elevated road through Dong Nai, highest capital 16,600 billion VND
CII proposed two investment options for a 5.5 km long elevated road along National Highway 51 through Dong Nai, with capital of more than VND 16,100 billion (the State contributes more than VND 4,800 billion, capital recovery in 25 years and 3 months) and nearly VND 16,600 billion (BOT 100%, capital recovery in 26 years and 9 months).

The route has 6 elevated lanes, keeping 8 low lanes, a total of 14 lanes, along with investment in several major intersections. The Provincial People's Committee requested additional documents, assessment of socio-economic efficiency and comparison with the plan to build only two important intersections.

The Prime Minister requested ministries, branches and localities to urgently complete procedures to organize online groundbreaking and inauguration ceremonies for large-scale projects and works to celebrate the 80th anniversary of National Day on August 19, 2025, with 80 connection points nationwide.

There are currently about 230 projects under appraisal that meet the requirements. The Ministry of Construction is in charge of reviewing and selecting typical projects, coordinating with Vietnam Television to develop scenarios, connect techniques and organize solemn, safe and economical events. This is an important political event, demonstrating the determination to develop infrastructure, arousing national pride and the will to build and protect the Fatherland.
4,216 billion VND has been allocated for projects serving the APEC 2027 Conference
An Giang has allocated more than VND1,465 billion from the local budget and has been assigned VND2,751 billion by the Central Government to implement projects serving the 2027 APEC Conference in Phu Quoc. The total central government capital plan for the 2025-2027 period is about VND9,172 billion.

The province has issued an urgent construction order for 10 key infrastructure projects, and one urban metro line project, phase 1, is seeking special approval. In addition to the budget, 3/11 projects have selected investors with a total capital of about 92,000 billion VND, while the remaining 8 projects are selecting investors according to a special process.
Quang Ngai: An Giang attracts investment capital of 24,242 billion VND in the first 7 months of 2025
In the first 7 months of 2025, An Giang attracted 16 new projects with 1,220 hectares and registered capital of VND24,242 billion; adjusted 75 projects and terminated 12 projects. In total, the whole province has 1,702 projects with registered capital of VND784,302 billion; Phu Quoc alone has 313 projects and VND424,786 billion.
Industrial parks and economic zones attracted 67 projects with capital of VND13,587.83 billion, employing about 31,800 workers; 8 industrial clusters attracted 27 projects with capital of VND7,350.5 billion, creating jobs for 14,256 workers. In 7 months, the province established 1,503 new enterprises (capital of VND9,318 billion), 186 enterprises were dissolved, 300 enterprises were revoked, 799 enterprises were temporarily suspended; currently, there are 14,698 enterprises in operation with registered capital of VND205,363 billion.
