Exploiting the advantages of the Eastern region of Dong Nai province
At the end of November 2024, the investment policy for the North-South High-Speed Railway Project was approved by the National Assembly. Accordingly, this high-speed railway line is more than 1,500km long, starting at Ngoc Hoi Station ( Hanoi Capital), ending at Thu Thiem Station (Ho Chi Minh City).
In mid-June 2025, at the direct and online meeting of the Government with ministries, branches and localities on site clearance for the North-South High-Speed Railway Project, according to a representative of the Ministry of Construction , the project passes through 15 provinces and cities (after implementing the arrangement of provincial-level administrative units). The entire route has 23 passenger stations, 5 cargo stations, transporting passengers, meeting the dual-use requirements for national defense and security, and can transport goods when necessary.
According to the proposed route plan, the North-South high-speed railway, the section passing through Dong Nai province, next to the route connecting to the main axis of Long Thanh Airport to Thu Thiem station, will have an additional right turn along Ring Road 4 - Ho Chi Minh City to the North to connect to the cargo station in Trang Bom commune.
According to the approved project documents, the North-South high-speed railway section through Dong Nai province is about 82km long. In the province, it is planned to arrange 1 passenger station at Long Thanh International Airport; 1 cargo station in Quang Tien commune, old Trang Bom district (now Trang Bom commune); 2 technical maintenance stations in the communes: Xuan Tam, old Xuan Loc district (now Xuan Hoa commune) and Cam Duong commune, old Long Thanh district (now Xuan Duong commune).
Recently, the People's Committee of Dong Nai province sent a document to the Ministry of Construction requesting the ministry to consider and approve the policy of assigning the Railway Project Management Board to coordinate with the consulting unit to study and add a passenger station in Xuan Hoa commune, Dong Nai province.
According to the Provincial People's Committee, the potential for developing the TOD urban model (transit-oriented urban development) in the province is huge. Therefore, arranging only one passenger terminal in the Long Thanh Airport area will not fully exploit this potential for development.
On the other hand, according to Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha, the eastern area of Dong Nai province, especially the communes of Xuan Loc, Xuan Phu, and Xuan Hoa, has not yet been allocated a passenger station in the project planning. Meanwhile, this area has many development advantages.
Specifically, this is a strategically located area connecting Dong Nai province with the South Central Coast provinces via National Highway 1 and the Phan Thiet - Dau Giay Expressway. At the same time, with projects being implemented such as the Eco-urban area, resort tourism in Chua Chan mountain area, Nui Le lake (Xuan Loc commune); Xuan Hoa Industrial Park with a scale of 485 hectares (Xuan Hoa commune), these are areas with great potential for urban development, industrial parks, logistics services and eco-tourism.
According to Vice Chairman of the Provincial People's Committee Ho Van Ha, the eastern area of the province currently has a large land fund, favorable terrain, and high-tech infrastructure connectivity, so it is suitable for arranging a large-scale North-South high-speed railway passenger station to effectively exploit the TOD urban model in the area.
Ensure space for additional passenger terminal
According to the representative of Transport Design Consulting Corporation - JSC (TEDI), one of the members of the consulting consortium preparing the pre-feasibility study report of the North-South high-speed railway project, the project route plan, the section passing through Dong Nai province, the route will share the eastern corridor of the Phan Thiet - Dau Giay expressway. Then, the route will turn left to enter the central axis of Long Thanh Airport. In the Long Thanh Airport area, the route section about 40m long in front of T1 and T2 terminals will be designed with the option of going underground under the main axis of this airport. The only passenger station of the high-speed railway on the North-South axis in the province is expected to be located in the central area of Long Thanh Airport (Long Thanh Station).

According to the Provincial People's Committee, the passenger station in Xuan Hoa commune, which the province has proposed to consider adding to the project dossier, will be about 48km from Long Thanh Station to the South. To the North, the passenger station in Xuan Hoa commune will be about 66km from Muong Man Station (Lam Dong province). Thus, this distance is enough to arrange an additional passenger station in Xuan Hoa commune according to regulations (about 50km to arrange a passenger station).
