There is much work to be done to operate the two-level local government smoothly when Ho Chi Minh City has a new space and boundary, with an area of 6,772 km2, a population of nearly 14 million people, including 168 wards, communes, and special zones. Although the trial period is not long, with the mindset of "running while lining up", not to interrupt the work of serving the people, with the belief in the right policy, in accordance with the people's wishes, the people will join hands, unanimously, creating the premise to enter the era of national development. When "the ranks are straight, the whole nation marches together towards the future" - as affirmed by General Secretary To Lam - Ho Chi Minh City will not only be a bright spot of Vietnam but will be a meeting point of Asia and the world .

After the reorganization, Ho Chi Minh City will have leading strengths in industry, maritime services and be a major maritime economic center. Economic growth indicators, economic scale, labor productivity, import-export, industrial development, services and finance are all leading the country. The problem is to see the driving forces for the development of the new Ho Chi Minh City on the basis of a common vision on planning, on a multi-center development model, on "urban reconstruction", optimizing urban land use, promoting the strengths of a city with rivers, seas and forests, towards green growth and high technology...

Comrade Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee, said: When merging with Binh Duong and Ba Ria - Vung Tau , the new Ho Chi Minh City will not only change its administrative boundaries but will also revolutionize its organization, thinking, vision, and aspirations, creating new opportunities for future development for the new city and the whole country. The merger will not only complement each other but also amplify and create new momentum for the economic locomotive to accelerate. The connection of the cultural traditions of the three localities with long histories, each with its own nuances, characteristics, and strengths, will blend together to create a great unity in diversity that will be richer, more profound, and more solid. Ho Chi Minh City's cultural space will be spread more widely.

Many experts and people have entrusted the new Ho Chi Minh City with the driving forces for development. These are sustainable smart urban development; innovative ecosystem; modern services with high added value; logistics and sea orientation; regional, regional, global connectivity and outstanding institutions. To overcome difficulties and challenges, many entrusted also focus on solving infrastructure bottlenecks, mobilizing resources for development, not wasting resources, especially high-quality human resources, urgently implementing digital transformation, green transformation, etc.

We believe that, entering a new phase in the operation of the state apparatus, with stronger decentralization and delegation of power, Ho Chi Minh City will be more proactive in policy making and take responsibility for its decisions in many areas: education, health, science and technology, environmental protection, culture, sports, tourism..., creating conditions for proactive inter-provincial coordination to implement strategic projects. Ward and commune levels are decentralized to handle more issues that are closely related to people's lives. Ho Chi Minh City will also pioneer in digitalization, including building a system to evaluate the work of civil servants based on digital data... During the implementation process, Ho Chi Minh City will continue to propose appropriate mechanisms for worthy development.

With all expectations, the Party Committee, government and people of the city honored to be named after beloved Uncle Ho - the heroic and beautiful city will take advantage of the historical opportunity, create a modern, humane, unique, internationally competitive megacity, continue to be the economic locomotive of the whole country... and in the near future will be honored to be in the top 100 most livable cities in the world.
