Continuing the program of the twenty-fifth session of the Hanoi People's Council, term XVI, on the morning of July 10, the Resolution on the commercial and cultural development zone in Hanoi (implementing Clause 8, Article 21 of the Capital Law) was passed by delegates with a high approval rate.

Continuing the meeting agenda, on the morning of July 10, the Resolution on the commercial and cultural development zone in Hanoi (implementing Clause 8, Article 21 of the Capital Law) was passed by delegates with a high approval rate.

According to the Resolution, the commercial and cultural development zone is a functional space established in neighborhoods, streets, craft villages, and existing rural residential areas to mobilize social resources for investment in developing commercial, cultural, and tourism activities, preserving and promoting the value of cultural heritage, and creating momentum for the formation of a creative ecosystem.

The Resolution stipulates 3 conditions for establishing a commercial and cultural development zone, such as: Having a specific location with defined boundaries, having the potential to renovate or build cultural-commercial infrastructure and supporting technical systems; having the ability to mobilize the community, artisans, artists, traditional craftsmen, and practitioners of intangible cultural heritage to participate in commercial and cultural activities. Having a financial plan and an operational plan to promote commercial and creative activities associated with cultural development, preserving and promoting cultural values ​​and traditional industries and crafts, attracting and developing tourism in the area...

Also according to the resolution, the commercial and cultural development zone is supported by the People's Committees at all levels, specialized agencies, administrative organizations, and public service providers of the city: Priority is given to investment in renovating, repairing, and upgrading technical infrastructure and social infrastructure; beautifying streets; reorganizing traffic (if any). Supported to enhance public services on waste collection, treatment, lighting, trees, water supply, drainage, and public passenger transport. Supported by the city budget to promote and communicate about the commercial and cultural development zone on domestic and foreign mass media; supported to participate in the city's investment, trade, and tourism promotion and promotion programs according to the city's general regulations. Measures to ensure security, order, social safety, fire prevention and fighting, food hygiene and safety, and disease prevention and control are strengthened.

Organizations, establishments, individuals producing, trading, providing services in the fields of culture and art, organizing cultural and artistic events and activities in the commercial and cultural development zone are entitled to support in using locations, public works, other works under the city's management to organize cultural and artistic events and activities. They are supported with funding for promoting and communicating about cultural and artistic events and activities on the city's media and communications according to the city's general regulations. Support up to 40% of the cost of organizing and producing programs but not exceeding 200 million VND/1 event or activity with special cultural and artistic values ​​or important in preserving and promoting the cultural values ​​of the capital or having a positive impact on promoting the image, culture, and people of the capital and the country to the international community.

The city budget supports training and fostering of high-quality human resources in cultural industries; supports creative startups through funding programs and business incubators, and controlled testing of new cultural industrial products specified in Clause 6, Article 4 of this Resolution, implemented in accordance with the city's regulations.

Prioritize the use of the Historic Inner City Conservation Fund to renovate, embellish the urban area, preserve, restore, and restore cultural heritage and valuable architectural works in the commercial and cultural development zone. Encourage the formation and mobilization of other legal funds to support the establishment and operation of the commercial and cultural development zone.
