III. GENERAL ASSESSMENT AND LESSONS LEARNED
1. General assessment
The work of Party building and rectification was placed in the right "key" position, carried out synchronously, and achieved quite comprehensive results. The organization of the political system was streamlined, efficient, effective, and efficient. The leadership capacity and fighting strength of the Party organization and the quality of the contingent of cadres and Party members, the effectiveness and efficiency of management and administration of the authorities at all levels were enhanced. The positive role of the Front and mass organizations continued to be affirmed, especially in difficult times, natural disasters, epidemics, etc. Socialist democracy and the great national unity bloc were promoted, firmly consolidating the people's trust in the Party Committee and the authorities.
Most of the main targets set have been completed and exceeded. The economy has recovered and grown continuously over the years; the economic structure continues to shift in the right direction; budget revenue has achieved good results. Tourism has recovered quickly and gradually become a key economic sector; industry has maintained growth momentum, with a number of projects in the fields of renewable energy and processing and manufacturing industries coming into operation; agriculture has grown steadily. Investment promotion and planning have made new progress, many important infrastructure projects and works, creating development momentum have been started and built, opening up new corridors, development spaces, and dynamic areas through investment in expanding, upgrading, and modernizing road traffic, coastal roads, etc.
Culture, education, training, science, technology, healthcare, job creation, and sustainable poverty reduction have many strong changes, people's lives have been improved; epidemics are strictly controlled. Foreign affairs activities are actively implemented. Politics and society are stable; national defense - security, order and social safety are ensured.
However, some aspects of Party building and government building are still limited; administrative reform and judicial reform are not really strong. The province's economy faces many challenges in terms of efficiency, competitiveness, and few sustainable development factors; production and business activities in many industries and fields face difficulties in the recovery process after the pandemic; there is a lack of large-scale, dynamic projects. Infrastructure and capacity to serve tourism are still limited, not commensurate with potential. Mobilizing resources to invest in social infrastructure in some places is still difficult. Some limitations in the fields of education, training, science, technology, health, culture, and society are slow to be overcome,...

2. Lessons learned
Firstly, consolidating and enhancing solidarity and high unity among Party committees, authorities at all levels, sectors, the Fatherland Front and socio-political organizations, and the consensus of the people are the decisive factors in successfully implementing the set goals, targets and tasks. Thoroughly grasp and master the Party's guidelines and policies, the State's policies and laws, and base on reality to concretize them in a coherent and creative manner, combined with strengthening inspection and supervision.
Second, strengthen the work of building and rectifying the Party and a clean and strong political system; strictly implement the principles of Party organization and discipline. Attach importance to the work of inspection, supervision and discipline of the Party; resolutely fight against corruption, waste and negativity; do a good job of mass mobilization work. Build a contingent of cadres and Party members with political courage, exemplary, dedicated, daring to think, daring to do, daring to take responsibility, daring to innovate for the common development.
Third, correctly identify the potential and advantages of each locality and the combined strength of the unified administrative unit to set out key tasks and have breakthrough solutions; maximize resources and motivation, promptly remove bottlenecks, difficulties, and obstacles, etc. In particular, it is necessary to focus on forecasting the situation, closely combining practical summaries with theoretical research, linking policy planning with implementation.
Fourth, maintain political stability, ensure national defense, security, and order, and create a favorable environment for development. Closely follow the grassroots and local areas; promptly and thoroughly handle emerging issues and pressing issues among the people, not allowing them to drag on and create hot spots. Proactively and actively carry out foreign affairs to mobilize external resources to contribute to socio-economic development.
Fifth, thoroughly grasp and practice the viewpoint that “People are the root”. Respect and promote the role of the subject and the central position of the People, ensure and fully implement the People’s right to mastery, strengthen the close relationship between the Party and the People; promote the strength of the great national unity bloc in building and developing the province.

VIEWPOINTS, DIRECTIONS, GOALS, TASKS AND SOLUTIONS FOR 5-YEAR DEVELOPMENT 2026 - 2030
In the period 2026 - 2030, the world and regional situation is forecasted to continue to have complex and unpredictable developments; climate change, natural disasters, environmental degradation, resource depletion and water security continue to pose major challenges. Peace, cooperation, globalization and economic integration are still major trends, but are facing many new challenges.
Strategic competition between major countries is increasingly fierce; conflicts may take place on a wider scale with many new forms and methods. The Fourth Industrial Revolution, especially artificial intelligence, semiconductor technology, the Internet of Things, digital transformation, green transformation, energy transformation, circular economy, etc., continues to develop strongly and have a profound impact on all economic and social fields.
Domestically, after 40 years of innovation, the country's foundation, potential, position and international prestige have been raised to a new level, which is an important foundation for the country to move forward in the era of national development.
In the province, the achievements after more than 35 years of re-establishment have created a foundation for rapid and sustainable development. Quang Tri is facing new opportunities and fortunes when the development space is expanded from the mainland to the sea and islands, the natural area is among the 10 largest provinces and cities in the country; has an important position in terms of national defense and security; is a bridge between the two regions of the country, between Vietnam and some provinces of Laos,... allowing the release of resources, the release of potential, the full promotion of advantages and traditional values of the heroic land and people; the development strategy and orientation to 2030, with a vision to 2050, have been clearly defined according to provincial planning; strategic transport infrastructure and regional connectivity have been more clearly formed.
The current situation poses many new issues and high demands, requiring the Party Committee and the People in the province to continue to unite, strive and make efforts to develop faster, higher and more sustainably in the coming years.
I. DEVELOPMENT PERSPECTIVE
1. Thoroughly grasp and apply, creatively develop the Party's guidelines and policies, resolutely organize the implementation of the Resolution of the 14th National Party Congress and the Resolution of the Provincial Party Congress for the 2025-2030 term. Affirm the role, position, and nature of the newly merged administrative unit in the national territorial structure; reorganize the development space; harmoniously resolve the relationship between promoting the outstanding potential of the locality and the strength of regional connectivity, expand the development space towards the sea and the West associated with the East-West economic corridor, and deeply integrate internationally.
2. Develop the economy and society in a green, sustainable, comprehensive and integrated direction. Effectively exploit the potential and advantages of geographical location, natural forest and marine resources to link development with neighboring localities. Make breakthroughs in science, technology, innovation and digital transformation. Actively attract external resources combined with promoting internal resources, creating favorable opportunities for people and businesses to access development resources.
3. Developing culture and people is the foundation, realizing social progress and justice, and sustainable poverty reduction. Improving the quality of human resources, making good use of talents; arousing the self-confidence, self-reliance, self-reliance, and development aspirations of Quang Tri people into endogenous resources and development motivations.
4. Promoting the people's strength, the great national unity bloc and the people's hearts; strengthening national defense and security, promoting foreign affairs and international integration are essential and regular. 1. General direction and goals
Building and rectifying the Party and the political system to be clean and strong in all aspects; enhancing the leadership capacity and fighting strength of the Party Committee. Resolutely implementing breakthroughs, focusing on innovation, digital transformation, science and technology development, rationally exploiting potentials and advantages for socio-economic development; ensuring green growth. Developing synchronous and modern infrastructure, effectively promoting new development space. Focusing on developing human resources and cultural values; comprehensively improving people's lives. Ensuring national defense, security, order and social safety; improving the effectiveness of foreign affairs activities. Striving to bring Quang Tri to develop rapidly and sustainably in the new era.
2. Main indicators
2.1. Economy: Gross Regional Domestic Product (GRDP) growth rate reaches 9 - 10%/year; GRDP per capita by 2030 reaches 144 million VND; budget revenue in the 2026 - 2030 period reaches 75,000 - 80,000 billion VND; total social investment capital in the 2026 - 2030 period reaches 500,000 - 520,000 billion VND.
2.2. Society: The number of employed workers in the economy is over 766,000; the rate of trained workers is 77%, of which 35.6% have degrees and certificates; the average life expectancy is 74 years old; the rate of population participating in health insurance is 97.5 - 98%; the rate of working-age workers participating in social insurance is 65%; 70% of public kindergartens and primary schools meet national standards; strive to have no poor households by 2030.
2.3. Environment: By 2030: 92% of the urban population will be provided with clean water through a centralized water supply system; 80% of rural households will use clean water that meets standards; 92.5% of domestic solid waste will be collected and treated to ensure standards and regulations; forest cover will be stable at about 61%.
2.4. Digital transformation: By 2030: The proportion of added value of the digital economy in GRDP reaches 25%; the rate of people using online public services reaches over 80%.
2.5. Party building work: Every year, 99% of grassroots party organizations complete their tasks or more, 99% of party members complete their tasks or more, and new party members are admitted to over 3,000 party members.
