New name from the people

After implementing the policy of operating two-level local government, people were concerned about the overlapping names of villages and residential groups. Therefore, communes and wards in Lao Cai province have deployed to collect people's opinions on the plan to name and rename villages and residential groups after the merger.

Yen Bai Ward was established on the basis of merging 5 wards of the old Yen Bai city including: Hong Ha, Nguyen Thai Hoc, Yen Ninh, Minh Tan, Dong Tam. The duplicate address situation is mainly due to the previous wards using serial numbers to name many residential groups.

For example, Residential Group No. 5 of Nguyen Thai Hoc Ward (old) can be confused with Residential Group No. 5 of Minh Tan Ward (old), causing many inconveniences for residents.

In recent days, Mr. Le Ba Minh, Secretary of Party Cell 9, Minh Tan Ward (old) has received many complaints from people about sending postal items to the "wrong" address, causing inconvenience to both the homeowner and the delivery person.

Therefore, as soon as the People's Committee of Yen Bai ward issued a plan to collect people's opinions on naming and renaming residential groups, the information was publicly transmitted through the loudspeaker system and the residential area's zalo group.

"We established a group to collect people's opinions and went to 261 households to propagate, distribute ballots, and guide people to fill out ballots so that they understand the policy of changing and naming residential groups after the merger. The most important thing is to grasp the thoughts and aspirations of the people and listen to their feedback. Most people unanimously support this policy."

Distributing ballots to each household is also a way for the government to listen to the people's thoughts and aspirations.

Ms. Le Thi Oanh, group 9, Minh Tan ward (old) shared: "We find that changing the name of the residential group from group 9, Minh Tan ward to Minh Tan 9 is very easy to remember and distinguish the family's address."

The names of the new residential groups are based on the names of the wards before the merger, with an additional serial number at the end. This is expected to create clarity and ease of management, while still retaining the characteristics of each old ward, helping people easily locate and identify their area.

Mr. Nguyen Ngoc Ha, Vice Chairman of Yen Bai Ward People's Committee said: "To ensure the consensus of the people, Yen Bai Ward has implemented the process of collecting voters' opinions according to specific steps. Thereby, the residential groups in the ward after the merger will have a synchronous and easy-to-manage naming system, creating all favorable conditions for the people."

Not only in urban areas, but also in rural areas and even in highland and border communes, there are many places with the same village name. In the highland commune of Sin Cheng, where the Mong ethnic group resides, the story of renaming the village also has its own color and meaning about cultural traditions.

After the merger, the commune had two Sin Chai villages in Sin Cheng commune (old) and Ban Me commune (old). Two localities with one name led to many complications in management and administrative procedures.

Therefore, the commune government held meetings with the people of the two villages and reached a consensus and high agreement on the plan to keep the name "Sin Chai" and only add the numbers after it, "Sin Chai 1" and "Sin Chai 2".

Mr. Giang Seo Do, Sin Chai village, Ban Me commune (old) expressed: “At first, I felt sorry because the name Sin Chai is a cultural feature, has a great meaning and unites the community that has been attached for many generations. But thinking carefully, it is just adding numbers, the rest is still intact. As long as people can travel, do paperwork, and see a doctor conveniently, that is great.”

The consultation on changing the village name was public, transparent, and created high consensus.

Mr. Lung Van Nam, Secretary of the village Party Cell, emphasized: “The name is new, but the village spirit and community culture are still intact. Therefore, the people have understood the new name and have a high consensus.”

The active participation of the people in choosing the new name not only helps the renaming process go smoothly, but also demonstrates the sense of responsibility and community solidarity. The new name from the consensus of the people will be an important transitional step to facilitate the administrative management of the localities after the merger.
