Speaking at the opening of the conference, Minister of Industry and Trade Nguyen Hong Dien emphasized that organizing a two-level local government model, along with clearly and specifically defining the functions, tasks and powers between government levels, is an objective and inevitable requirement, consistent with the development trend of the region and the world .
The Minister believes that decentralization, delegation and assignment of authority are not merely techniques in state administration, but also clearly demonstrate the spirit of reform and democratization in national governance. This is a key factor contributing to the transformation of the state management model from “management” to “service”, thereby improving the operational efficiency of administrative apparatus at all levels, better serving the people and businesses.
Previously, on June 12, 2025, the Prime Minister signed and issued two important decrees: Decree No. 139/2025/ND-CP regulating the decentralization of authority of two-level local authorities in the field of state management under the Ministry of Industry and Trade and Decree No. 146/2025/ND-CP regulating decentralization in the field of industry and trade.
At the conference, delegates were informed, guided and answered about the contents related to the two above-mentioned decrees, as well as the amended and supplemented regulations issued by the Minister of Industry and Trade related to the decentralization of administrative procedure implementation in the fields under the management of the Ministry.

Decree No. 139/2025/ND-CP consists of 4 Chapters and 22 Articles, regulating the division of tasks and powers of local authorities in the two-level government organization model, including 8 areas of state management of the Ministry of Industry and Trade, along with the order and procedures for performing tasks and powers of provincial and commune authorities. Specifically, the Decree redistributes authority between district and commune levels with 37 tasks; between district and provincial levels with 7 tasks.
Decree No. 146/2025/ND-CP consists of 25 Chapters and 61 Articles, regulating the authority, order and procedures for performing decentralized and delegated tasks in 22 areas of the Industry and Trade sector.
Accordingly, the Central Government has decentralized and delegated to the Provincial People's Committees 208 out of 401 tasks, accounting for 52% of the total number of tasks that can be decentralized and delegated. Of these, 26 tasks have been delegated from the Government and the Prime Minister to provincial localities and 182 tasks have been delegated from central ministries and branches (including the Ministry of Industry and Trade) to localities.
The Government and the Prime Minister also delegated authority and responsibility to the Ministry of Industry and Trade and the Minister of Industry and Trade to perform 72 tasks. The total number of administrative procedures decentralized and simplified in the Decrees is 150 out of a total of 486 administrative procedures; of which, 119 procedures are decentralized to localities, and 31 procedures are simplified in terms of dossier composition and processing time.
Through training sessions, localities, especially commune-level authorities, will be fully equipped with knowledge and skills to operate effectively, continuously and smoothly when put into operation from July 1.
