Solving the problem of renewable energy: Avoid disrupting the investment environment

DNVN - Regarding problems related to renewable energy, relevant units need to promptly propose competent authorities to resolve them thoroughly, ensuring legality, fairness and consistency, and avoiding disruption to the investment environment.

At the meeting on electricity supply for the last 6 months of 2025 and the plan for 2026 held on June 24, Mr. Pham Nguyen Hung - Director of the Electricity Department ( Ministry of Industry and Trade ) said that the total national electricity output in the first 6 months of the year is estimated at 156.4 billion kWh, up 3.04% over the same period and reaching 45% of the yearly plan. The reason is that the weather is cooler, the load demand does not increase as expected.

The largest consumption capacity reached 51,672 MW, an increase of 5.7% over the same period in 2024. The North alone recorded an increase of 2,632 MW, reaching 26,495 MW. Thanks to careful preparation, the power supply has well met the needs of socio -economic development as well as holidays, Tet, and major events.

According to the National Electricity System and Market Operation Company (NSMO), the total electricity production and import output for the whole year of 2025 is estimated to reach 331.4 billion kWh, equivalent to 95.4% of the plan and an increase of 7.39% compared to 2024. However, it is still necessary to mobilize reserve sources such as oil-fired thermal power and LNG to meet the load, especially during evening peak hours in the South.


Minister of Industry and Trade Nguyen Hong Dien chaired a meeting on electricity supply for the last 6 months of 2025 and the plan for 2026.

Mr. Nguyen Anh Tuan - General Director of EVN said that the group has adjusted the operating plan to be closer to reality, at the same time proposed updating hydrological data and requested NSMO to coordinate reasonable power cuts to serve the construction of key projects.

Regarding coal sources, Mr. Phan Xuan Thuy - Deputy General Director of TKV informed that in the first 6 months of the year, 22.37 million tons of coal were supplied to thermal power plants (reaching 52.3% of the yearly plan), maintaining an inventory of about 3.5 million tons. It is expected that in the last 6 months of the year, TKV will supply an additional 19.23 million tons, bringing the total annual output to 40.0-41.6 million tons, equivalent to 97.4% of the plan.

Concluding the meeting, Minister Nguyen Hong Dien highly appreciated the efforts of the entire industry in the first 6 months of the year, and requested to continue to maintain vigilance and strictly implement the tasks of ensuring electricity in the period of 2026-2030. Units need to develop specific plans and promote the progress of projects according to the 8th Electricity Plan, especially projects to release capacity in mountainous areas, the Central region, the Central Highlands and renewable energy.

The Minister requested localities to seriously direct the implementation of assigned tasks in the Plan for implementing the Power Plan VIII; promptly remove obstacles within their authority. At the same time, the Electricity Department and NSMO were requested to closely monitor monthly progress and issue timely recommendations and warnings.

The selection of investors and contractors must be transparent, based on capacity and in compliance with progress discipline. Localities also need to provide maximum support to investors during the construction process, especially in areas with difficult conditions, related to forest land and agricultural land that needs to be converted.

For projects showing signs of slow progress, the Minister requested strict handling according to legal regulations. Regarding problems related to renewable energy, relevant units need to promptly propose competent authorities to resolve them thoroughly, ensuring legality, fairness and consistency, avoiding disruption to the investment environment.
